The purpose of this survey was to task accredited asbestos inspectors to complete an Asbestos survey and a visual assessment of hazardous material of the site that may require disposal prior to demolition and provide recommendations for removal. The vacant residential structure is a one story transite under vinyl with no basement or garage. Structure has some debris throughout. Laboratory reports are included in Appendix 1. Photographs are included in Appendix 2. Although not anticipated based on surface observations, underground structures that could contain ACM may be present and should be managed accordingly if encountered during Site redevelopment. Asbestos is a hazardous substance. Its condition, handling and disposal are regulated by federal, state, and local agencies. ACMs generally do not pose a health threat unless the asbestos fibers are disturbed, become airborne and are inhaled. Contractors working in an area where asbestos is present must be informed of the type and location of ACMs. Abatement of ACMs, including non-friable ACMs, must be performed by a Michigan licensed, certified and registered asbestos abatement contractor in accordance with state and federal Occupational Safety and Health Administration (OSHA) and local air quality management regulations. Lead-based paint may be present on the site and is a hazardous substance. Contractors and their employers that will be performing demolition should follow all applicable requirements in the OSHA Lead in Construction Standard. 2

4 AFFORDABLE ABATEMENT AND INSPECTIONS, LLC RECOMMENDATIONS: Except for the following items listed below, Section (c) of the Asbestos NESHAP requires that each owner or operator of a demolition or renovation activity involving RACM remove all such material from a facility being demolished or renovated before any activity begins that would break up, dislodge, or similarly disturb the material or preclude access to the material for subsequent removal. ACM need not be removed before demolition if it: (i) Is a Category I non-friable ACM that is not friable. (ii) Is on a facility component that is encased in concrete or other similarly hard material and is adequately wet whenever exposed during demolition. (iii) Was not accessible for testing and therefore was not discovered until after demolition began and, as a result of the demolition, cannot be safely removed. If not removed for safety reasons, the exposed RACM and any asbestos-contaminated debris must be treated as asbestoscontaining waste material and kept adequately wet at all times until disposed of. (iv) Is a Category II non-friable ACM and the probability is low that the material will become crumbled, pulverized, or reduced to powder during demolition. Demolition with Roofing Materials in Place is covered under the NESHAP regulations (40 CFR Part 61 Subpart M). Roofing materials were generally not tested during this inspection and therefore the roofing material should be assumed to be Category I asbestos-containing roofing materials. Since demolition activities do not include sanding, grinding, cutting, or abrading, Category I asbestos-containing roofing materials not in poor condition and not friable are not considered RACM and are allowed to remain in place during demolition. If the asbestos-containing roofing material is not in poor condition and is not friable, it may be disposed of in a landfill which accepts ordinary demolition waste. The asbestos-containing roofing material may not be ground up for recycling into other products. A 10-Day Notification to the appropriate State agencies indicating the amount of asbestos to be removed must be submitted prior to any abatement activities if applicable. 3

5 AFFORDABLE ABATEMENT AND INSPECTIONS, LLC Removal Recommendation A licensed asbestos abatement company should remove the following materials prior to demolition. Regulate the area appropriately using barrier tape, warning signs, restricted access, etc. Cutting, abrading or breaking of materials shall be prohibited unless the employer can demonstrate that methods less likely to result in asbestos fiber release cannot be used. Drop cloths or poly should be utilized in the work area. 1. When removing cementitious asbestos containing siding and shingles or transite panels containing ACM on building exteriors, no cutting, abrading or breaking siding, shingles, or transite panels, shall be prohibited unless the employer can demonstrate that methods less likely to result in asbestos fiber release cannot be used. Each panel or shingle shall be sprayed with amended water prior to removal. Unwrapped or unbagged panels or shingles shall be immediately lowered to the ground via covered dust tight chute, crane or hoist, or placed in an impervious waste bag or wrapped in plastic sheeting and lowered to the ground no later than the end of the work shift in accordance with NESHAP,s requirements and disposed as asbestos waste. Concluding Abatement Procedures The entire area shall be wet cleaned and/or vacuumed with a HEPA filtered vacuum; Following the successful inspection and final testing as specified herein, remove all HVAC isolation items and dispose of them as asbestos waste; The surfaces, where abatement occurred, may be encapsulated where feasible; All plastic barriers, tape and disposable contaminated equipment shall be disposed of as asbestos waste; Abatement Contractor shall be responsible for any additional cleaning required to reach acceptable clearance results. Disposal 1) Disposal must occur at an authorized site in accordance with regulatory requirements of NESHAPS and applicable federal, state, city and local guidelines and regulations. 2) All dump receipts, trip tickets, transportation manifests, or other documentation of disposal shall be delivered to the Owner for its records. 3) Transportation to the type II landfill: 4

This survey only summarizes the estimated quantities of visually observed ACM. Any material found during the demolition activities that were previously hidden, obscured, or inaccessible and is not described in this survey or cannot be identified as a non-suspect material, the material should be assumed to contain asbestos and demolition activities should be halted until sampling and analysis can be accomplished. No lead samples were taken. AAI believes the information upon which this report is based, is accurate. AAI cannot guarantee the validity of the information provided by others. AAI professional judgment is based upon the standard of care generally accepted environmental practices and procedures designated to assess Asbestos containing materials with respect to industry standards at the time of this survey. AAI makes no warranty either expressed or implied as to its finding opinions, recommendation, specifications or professional advice. Except that these findings are prepared in accordance with the generally accepted standards of care and diligence normally practiced by recognized consulting firms performing services of a similar nature. Note to any contractor reviewing this report, these quantities are estimates made by AAI. Bidding contractors should take their own measurements. Due to the limitations of the EPA 600 Method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarizing light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. CEI Labs, Inc. can perform positive stop analysis if requested by customer. However, it is the responsibility of the customer to determine if the samples grouped together are in fact the same type of material and belong to the same homogeneous area. To complete the survey, an EPA certified and Michigan Department of Licensing and Regulatory Affairs (LARA) accredited Asbestos Building Inspector performed an on-site investigation of the property and collected samples suspected of containing asbestos in accessible areas within the study area. The purpose of the survey was to note the presence of materials that have the potential to become hazardous during demolition and to locate and to identify building materials suspected of containing asbestos. The suspected asbestos-containing samples were analyzed at a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory using Polarized Light Microscopy (PLM). **Important: Performance noted that the basement stairway was blocked by extensive garbage, therefore the basement was not accessible for the survey. Performance recommends that the known asbestos be removed prior to demolition and the basement of the facility be approached as an Ordered Demolition. (Performance) to conduct a hazardous materials survey of the property at Concord in Detroit, Michigan. The purpose of the survey was to note the presence of materials that have the potential to become hazardous during demolition and to locate and identify building materials suspected of containing asbestos. Performance representative Mr. Thomas Carpenter (Accreditation #A34314) conducted the on-site survey and sample collection activities on June 6, An ordered demolition is one in which the facility is structurally unsound and in danger of imminent collapse and a State or local government agency has issued an order to demolish the building because of safety concerns. It was determined that extensive garbage blocked the stairway to the basement; therefore, the basement was unsafe for conventional abatement. As a result, Performance recommends that the basement of the building be demolished following all applicable protocols for an ordered demolition, including treating debris as regulated ACM waste. 2.0 SCOPE OF WORK ADR provided locations for the scope of work and the subsequent survey areas. An EPA certified and Michigan Department of Licensing and Regulatory Affairs (LARA) accredited Asbestos Building Inspector performed the survey to note the presence of materials that have the potential to become hazardous during demolition and to locate and sample materials suspected of containing asbestos. Performance also provided project review, report preparation and consultation services during the course of this project. As part of this study, Performance completed the following: 1) Conducted a survey of accessible areas to note the presence of materials that have the potential to become hazardous during demolition and to locate building materials suspected of containing asbestos; 2) Collected bulk material samples for subsequent analysis by Polarized Light Microscopy (PLM); and, 3) Submitted bulk samples collected during this survey to a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory for PLM analysis. Performance assembled the information collected during the study in this report, which details the laboratory results and locations of sampled materials. Upon review of the property, Performance deemed the basement of the building unsafe and recommends that ADR take the necessary steps to determine that the basement of the building is structurally unsound and in danger of collapse. 21 HARDEST HIT FUND PROPERTIES LIMITED HAZARDOUS MATERIALS SURVEY AND PARTIAL ORDERED DEMOLITION REPORT CONCORD; PARCEL # POLARIZED LIGHT MICROSCOPY ANALYSIS DETROIT, MICHIGAN JUNE SURVEY OVERVIEW AND FINDINGS 3.1 SUSPECTED HAZARDOUS AND ASBESTOS-CONTAINING BUILDING MATERIALS As a result of our survey, Performance observed equipment that contained materials that may become hazardous during demolition. The potentially hazardous materials were documented as follows: Hazardous Material Material ~ Quantity Location Tire 1 Side of house Paint can (gallon) 2 Kitchen Paint container (5 gallon) 1 Northwest bedroom Performance also observed eight (8) types of material suspected of containing asbestos. The suspect materials were classified into homogeneous areas. A homogeneous area (HA) is a building material that appears similar in terms of color, texture, and apparent date of application. The materials were assigned HA numbers 1 through 8, and were compiled as follows: 1) Tar paper under wood siding; 2) 12 x 12 Floor tile (white, peel and stick) over floor tile (white) and brown mastic; 3) Textured paint (white, rough); 4) Corrugated backing (black) on fiberglass batting; 5) Drywall and joint compound; 6) Gluepods (brown); 7) 12 x 12 Floor tile (beige, pebbe pattern) and black mastic; and, 8) Hard plaster over plasterboard. 3.2 IDENTIFIED ASBESTOS-CONTAINING BUILDING MATERIALS Performance collected twenty (20) bulk material samples of the identified homogeneous areas and submitted them to an NVLAP-accredited laboratory for PLM analysis. 22 HARDEST HIT FUND PROPERTIES LIMITED HAZARDOUS MATERIALS SURVEY AND PARTIAL ORDERED DEMOLITION REPORT CONCORD; PARCEL # POLARIZED LIGHT MICROSCOPY ANALYSIS DETROIT, MICHIGAN JUNE DISCUSSION Asbestos Control and Management Renovation and demolition activities, as well as some maintenance activities have the potential to disturb materials and release asbestos fibers into the environment. EPA: The Environmental Protection Agency (EPA), under the National Emission Standards for Hazardous Air Pollutants (NESHAPS), requires notification and procedures for emissions control depending on whether the asbestos material in question falls into the definition of Regulated Asbestos-Containing Material (RACM). NESHAPS defines RACM as: (a) (b) (c) (d) Friable asbestos material, Category I nonfriable ACM that has become friable, Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations. The proceeding items summarize basic requirements for demolition and renovation projects according to NESHAPS: (1) In a facility being demolished, notification requirements and procedures for asbestos emission control apply if the combined amount of RACM is (i) At least 260 linear feet on pipes or at least 160 square feet on other facility components, or (ii) At least 35 cubic feet off facility components where the length or area could not be measured previously. (2) In a facility being demolished, only the notification requirements apply, if the combined amount of RACM is (i) Less than 260 linear feet on pipes and less than 160 square feet on other facility components, and (ii) Less than 35 cubic feet off facility components where the length or area could not be measured previously or there is no asbestos. (3) If the facility is being demolished under an order of a State or local government agency issued because the facility is structurally unsound and in danger of imminent collapse, specific requirements apply (see NESHAPS for details). (4) If the facility is being renovated, notification requirements and procedures for asbestos emission control apply if the combined amount of RACM to be stripped, removed, dislodged, cut, drilled, or similarly disturbed is (i) At least 260 linear feet on pipes or at least 160 square feet on other facility components, or (ii) At least 35 cubic feet off facility components where the length or area could not be measured previously. 23 HARDEST HIT FUND PROPERTIES LIMITED HAZARDOUS MATERIALS SURVEY AND PARTIAL ORDERED DEMOLITION REPORT CONCORD; PARCEL # POLARIZED LIGHT MICROSCOPY ANALYSIS DETROIT, MICHIGAN JUNE 2014 Michigan LARA: According to the Michigan Department of Licensing and Regulatory Affairs (LARA), in a facility where demolition, renovation or encapsulation is to occur, notification requirements and procedures for asbestos emission control apply if the combined amount of RACM is at least 10 linear feet on pipes or at least 15 square feet on other facility components Survey Limitations and Miscellaneous Field Notes Performance noted that the stairway to the basement was blocked by extensive garbage; therefore, the basement could not be surveyed. Performance noted items that may contain materials that can become hazardous during demolition. Refer to hazardous materials table in the letter or the list in the hazardous materials part of section 3.1. The scope of work for this project did not include the sampling of ceramic tile or wood flooring. Potential asbestos-containing materials associated with ceramic tile or wood flooring including underlying flooring materials and/or mastic. The scope of work for this project did not include the sampling of complete roofing systems unless the material was in severely damaged condition and may become friable during demolition. Potential asbestos-containing materials associated with roofing systems include but are not limited to flashings and membranes. Remodeling and renovations within buildings often result in asbestos-containing flooring products (flooring and mastics) being covered with non-asbestos flooring products. Although every attempt is made to properly delineate flooring types during survey activities, due to the limited destructive nature of sampling Performance assumes asbestoscontaining materials may be present below sampled flooring in areas not inspected. It is imperative that if flooring finishes in an area differ from areas where samples were collected, additional samples are collected and analyzed of the newly uncovered material before disturbance occurs. Performance did not sample any system that presented a health and safety hazard to the inspector such as energized electrical systems, elevator components, active mechanical systems, or within confined spaces. Throughout this document, when the term inaccessible is used, it is defined as areas of the building that were locked or where admittance was not permitted. Performance has prepared this report for the express use of its clients and their approved agents. Although some of the information included in this report or in portions of this report may be required to be included in notifications to various parties, this report is not intended to be used as an asbestos specification or work plan. This report is based upon conditions observed at the property at the time of the inspection. Environmental conditions and regulations are subject to constant change and reinterpretation. 3.4 PROVISIONS Demolition activities have the potential to disturb materials and release asbestos fibers into the environment. The Environmental Protection Agency (EPA), under the National Emission Standards for Hazardous Air Pollutants (NESHAPS) requires specific notification and procedures for emissions control depending on the amount of Regulated Asbestos-Containing Material (RACM) being disturbed and the integrity of the structure. If the facility is being demolished under an order of a State or local government agency, issued because the facility is structurally unsound and in danger of imminent collapse, only the following notification and emission controls requirements apply: The owner or operator shall provide written notification of intent to demolish as early as possible before, but not later than the following working day if the operation is an ordered demolition; The owner or operator shall adequately wet the material during wrecking operations and ensure it remains wet until collected and treated in preparation for disposal; The owner or operator shall ensure that at least one on-site representative, such as a supervisor or management-level person, trained in the provisions of this regulation is present. Evidence that the required training has been completed shall be posted and made available for inspection at the demolition or renovation site. If there is no known and documented asbestos, then a Notification of Intent to Renovate or Demolish is not necessary to the state. If during the demolition, asbestos is discovered, then notification via telephone call shall be made as soon as possible with a potential written notification follow-up. The demolition contractor does not have to be a licensed asbestos abatement contractor. There can be no visible asbestos-containing debris. All waste must be maintained wet and properly disposed in leak-tight containers (a lined dumpster is sufficient). An initial exposure assessment must be performed. This can be done at the beginning of the work activities to determine levels of airborne exposure. Contractor shall be responsible for OSHA compliance regarding respiratory protection until the initial or negative exposure assessment is obtained. 4.0 SUMMARY AND RECOMMENDATIONS Hazardous Materials: The items listed in the hazardous materials table in the letter or the list in the hazardous materials part of section 3.1 contain materials that can become hazardous during demolition. Performance did note that peeling paint was found throughout the structure. Although current regulations do not require removal of lead-based paint prior to demolition, Performance recommends testing for airborne lead during demolition activities to ensure that worker exposure does not exceed permissible exposure limits. Furthermore, Performance recommends avoiding activities that may increase worker exposure to potential airborne lead. Activities that can increase worker exposure include sanding, grinding, cutting, or abrading lead-based painted materials. Asbestos-Containing Materials: The asbestos-containing material listed in the asbestos-containing materials table in section 3.1 of this report should be handled according to the Technical Specification for Abatement of Asbestos- Containing Material (Performance Project # dated 1/13/10) developed for the Michigan Land Bank Fast Track Authority Project. Ordered Demolition: Since the presence of RACM in the basement of the building is unknown but presumed, Performance recommends testing for airborne asbestos during demolition activities. RACM includes friable and certain Category I and Category II nonfriable materials. Performance also recommends avoiding activities that can cause a nonfriable material to become friable. Activities that can cause a nonfriable material to become friable include sanding, grinding, cutting, or abrading.
