ICE SuDS Survey The Context
Context for the ICE SuDS Survey Pitt Review >> FWMA 2010, Schedule 3 England: DCLG passed SuDS to NPPF (April 2015) Wales and Scotland are different! Committee on Climate Change found just 15 per cent of planning applications in areas of flood risk contained the phrase sustainable drainage in CIWEM Big SuDS Survey (2016) A Place for SuDS recommended several policy changes to enable wider SuDS implementation Restricting discharge of surface water to the sewer system; Adoption and allocation of maintenance responsibilities for SuDS; New standards to optimise the opportunity to achieve amenity, biodiversity and water quality benefits as well as flood risk reduction; Government review of the barriers to retrofitting SuDS in existing developments. A Place For SuDS?, CIWEM, January 2017
Committee on Climate Change Policy is needed urgently to address the outstanding barriers to deliver high quality, effective SuDS in new development that achieve the full range of potential environmental co-benefits. In particular, there is a need for: More comprehensive and ambitious national standards for SuDS. The automatic right to connect new development to the existing sewerage network to be made conditional on the national SuDS standards being met. A clear policy on who should maintain and adopt SuDS by default. Recommendation 13, Progress in preparing for climate change, 2017 Report to Parliament, June 2017
Yet another survey? Previous surveys have focused on the need for stronger policy: CIWEM Survey A Place for SuDS Hydro International SuDS: The State of the Nation 2016 Committee for Climate Change Reports How about at the sharp end? Some policy is already there What stops SuDS being implemented on all developments? Can we determine barriers (and enablers) for practitioners?
ICE SuDS Survey Example: Which of the following are barriers that you face as a sustainable drainage practitioner? Please select all that apply. National Planning Policy and Process Local policy Available guidance Masterplanning Experience and capability Capacity of resources Selection of appropriate SuDS components Ownership of land Ownership of SuDS Securing long term adoption Hinders highway adoption Capital costs Maintenance costs/difficulties Whole life cost analysis Site constraints: permeability Site constraints: contaminated land Site constraints: development density/loss of land/loss of public space Site constraints: topography Site constraints: other utilities Designing adequately for climate change Incorporating water quality benefits Incorporating biodiversity benefits Incorporating amenity benefits Public awareness/understanding of SuDS Lack of understanding by key decision makers Insurance issues Political will
ICE SuDS Survey Which of the following possible outputs/activities would you find valuable to help overcome the barriers identified? 1 Routemap identifying the SuDS process from conceptual design to operation and maintenance 2 General communications resources e.g. to inform presentations to the public or other stakeholders 3 Routemap linking all available documentation and the most current versions 4 Training events 5 Online training resources 6 Case studies of good practice 7 Cost/benefit tool

Our Findings SuDS and susdrain website highest rated in term of easiness of access, quality, quantity and up to date information. Among the other resources, quality and particularly quantity of information is lacking.
Our Findings The most common problems when looking for information regarding sustainable drainage?
