But they are also a major opportunity to save costs and improve the environment. Use less energy and water and produce less waste, and you ll cut your utility bills, improving your longterm financial efficiency as well as the environment for the communities you support and the wider world. Public sector organisations, local authorities and cities, across the UK and developing countries, are working in partnership with the Carbon Trust to realise a number of practical benefits. They re cutting costs, complying with evolving regulation, such as the UK Climate Change Act, gaining recognition for showing leadership and, most importantly, reducing their carbon, water and waste. The Carbon Trust help clients make the best decisions about reducing carbon emissions and becoming more sustainable in a low carbon world. We have developed a broad portfolio of support to facilitate and accelerate carbon reduction in the public sector, as well as businesses. These services can be tailored to clients needs. 3,000+ Organisations supported Since 2001, our technical and strategic support has helped more than 3,000 public sector organisations both in the UK and overseas to cut their energy bills by over 700million, while reducing their carbon emissions by more than 17.5 million tonnes. 5 Low carbon advice services to the Public Sector Enabling local governments and cities to lead on climate change Decentralised energy, renewable and municipal energy generation A growing area of client work is to take a whole city view of sustainability to join up transport, building, infrastructure and community activities to reduce carbon, water and waste and deliver these savings holistically across a whole region, including low carbon project identification and technical economic modelling for projects such as decentralised energy, industrial energy efficiency, transport planning and housing retrofit. We also help local governments to lead by engaging schools and businesses, prioritising education, training and the identification of low or zero cost quick wins for saving energy. There is an increasing focus, in the UK and globally, on the decentralisation of energy and electricity supply, bringing energy generation closer to users, capturing waste heat and transitioning to cleaner, lower carbon energy sources including solar and hydro. The Carbon Trust team can help to improve the viability of a proposed district heating or municipal energy scheme through stakeholder management, planning policy support, financial & commercial modelling, and technical advice. Our team consists of leading district heating industry experts in the UK and Scandinavia, with proven experience of working on a range of projects. We build capacity and transfer knowledge through guidance, delivery of workshops and presentations in order to up-skill local authority staff and help prepare them for the delivery of decentralised energy and electricity projects. 5
6 Sustainability advisory services for the public sector Public Sector Carbon Management We provide technical and strategic support to help organisations develop fully costed, multi year carbon management strategies, and to embed them at board level. So far we ve worked in partnership with over 500 public sector bodies, including local authorities, police and fire services, higher and further education, NHS and housing associations, organisations and the central government estate. Measurement and Verification programmes As a mission driven, not for profit, independent organisation, Carbon Trust are well placed to develop and manage effective measurement and verification (M&V) programmes via our team of experienced measurement and verification professionals (CMVPs). We fully understand the mix of technical, engineering, financial, procurement and contracting complexities involved in M&V, and the need for public bodies to be able to justify and track the impacts of energy and carbon projects. We offer the development of full M&V plans in accordance with the principles of IPMVP (International Performance Measurement and Verification Protocol). We can generate performance reports as per M&V plans and carry out external audits of M&V plans against IPMVP quality standards and principles. Staff engagement and behaviour change Everyone s behaviour matters which is why we ve produced a training programme to get people involved and evolve their behaviours into more sustainable ones. Carbon Trust Energy Management Service The Carbon Trust Energy Management Service helps organisations to reduce their energy bills and CO2 emissions and comply with environmental legislation. We gather data from your energy meters and use specialist software to show how and where you are consuming energy. Our team of experts analyses the data to identify specific issues and opportunities to reduce consumption, and provides advice and guidance on implementing them. In the Carbon Trust s experience, a building s energy consumption can frequently be reduced by up to 10% through better energy management but only if it receives ongoing attention. Design and retrofit advice We offer detailed advice and bespoke consultancy to help identify and implement carbon, water and waste saving opportunities in both new-build and building renovation work, throughout the lifecycle of a project. We advise on estate wide project feasibility, savings verification, and structures for implementation, including Energy Performance (EPC) contracts. Energy savings of 10 to 50 per cent are achievable. We look at the wider public context and likely impact of a building on its environment, and also offer tailored design advice to maximise the efficiency of data centres, where energy savings of between 20 and 70 per cent are achievable. Housing services We can work with you at all stages of your low carbon new build or retrofit housing project. Our aim is to identify cost effective methods for reducing energy use and carbon emissions from housing, and to create homes which are healthy, comfortable and affordable places to live. We are experienced in working with public and private sector clients. We work with local authorities and social landlords to upgrade their housing stock and tackle fuel poverty. We can support property developers, contractors and suppliers in their delivery of resource efficient housing and communities. Public Sector Carbon Network and Conferences Our online Public Sector Carbon Network provides a forum for organisations to discuss carbon saving technologies, debate solutions for behavioural change and react to incoming policy and legislation. An extensive library of tools, materials and resources means no-one needs to reinvent the 6

The Fund offers high-quality, energy efficient refurbished buildings to occupiers who want to benefit from lower running costs and the opportunity to apply for the Low Carbon Workplace Standard. Visit us at: and Carbon Trust certification The Carbon Trust provides independent verification and certification of emission and resource footprints. Certification provides the reassurance that measurements comply with recognised international standards and management systems have been benchmarked on a comparable basis with similar organisations. Verification ensures data capture and measurement systems are fit-for-purpose and providing reliable accurate information. Carbon Trust Certification is the leading resource certification body in the world, accredited by UKAS to deliver certification services, having launched the world s first organisational and product carbon footprint certifications in 2008, and the world s first certification to the Greenhouse Gas Product Protocol in In addition to increased efficiency and cost reduction, local authorities certifying with the Carbon Trust see their reputations enhanced through the independent assurance of their work. The Carbon Trust Standard The Carbon Trust Standard provides independent certification of measurement and reduction in carbon emissions, water use, waste production and supply chain emissions. The Carbon Trust has certified over 700 public and private sector organisations and over 800 million tonnes of CO2e. This is more than the total annual carbon footprint of UK. Public sector bodies who have achieved the Carbon Trust Standard include the Cabinet Office, FCO, DECC, DFID and HM Treasury. Certification to the Carbon Trust Standard enables accurate measurement and benchmarking for targeted resource and cost reduction. Sustainable Catering Standard The Sustainable Catering Standard applies the Carbon Trust Standard for carbon, water and waste to the management of these resources specifically by catering operations. The Sustainable Catering Standard is a partnership with the Soil Association which certifies the food provenance and supply chain in line with the Catering Mark. This combination enables businesses to be recognised for exemplary practice in environmental sustainability and helps them reach good or higher on DEFRA s Balanced Scorecard, and provides reassurance to customers, consumers and suppliers on the sustainable performance of catering facilities. Carbon Trust ISO ISO is the world s leading certification for energy management systems, and the Carbon Trust takes this one step further by applying certification system to delivering improvements in efficiency. Certifying your implementation of ISO with the Carbon Trust provides independent assurance from the world s leading authority on carbon management, validates a best practice approach to energy management, underlines your commitment to energy performance improvement, and deliver energy savings and cost reduction. 7
8 Sustainability advisory services for the public sector Leading by example Coventry City Council Coventry City Council signed up to the Local Authority Carbon Management service in It has since set a target to reduce CO 2 emissions by 30 per cent over five years. Gathering ideas from workshops and a unique carbon hotline for employees, the council identified 53 energy saving projects. Those already under way include training energy wardens to help raise awareness, replacing street lighting and trialling electric vehicles. Together these initiatives should reduce emissions by 6,270 tonnes of CO 2 and save the council 964,000. Her Majesty s Prison Service With an annual energy bill of 44.8 million, HMPS has a strong business case for saving energy. In 2008 HMPS joined our Carbon Management scheme, and set a target to save 9.8 million and 88,373 tonnes of CO 2 by The programme not only identifies opportunities to raise awareness among staff and prisoners in its 128 prisons to cut energy costs and carbon emissions, but also introduces green initiatives as a means of supporting offender rehabilitation. Public Sector Certification Case Study: Scottish Government The Scottish Government is the first government in the world to achieve the triple Carbon Trust Standard for Carbon, Water and Waste. Achieving the Carbon Trust Standard is the result of years of hard work and investments of more than 3 million in energy efficiency projects. These include LED lighting upgrades, improvements to building management systems and voltage optimisation at all main sites, along with specific projects such as boiler replacements at Saughton House and St Andrew s House. The Scottish Government have succesfully reduced waste with only 2% going to landfill last year. Their work has been praised by Aileen McLeod, the previous Minister for Environment, Climate Change and Land Reform who said: It is great to see the progress we have made recognised through this award which is a credit to colleagues at every level of government who can be proud that we are now the first government in the UK to receive this prestigious triple standard. Guy s and St Thomas NHS Foundation Trust This Trust was one of the first to work with the Carbon Trust to develop a carbon management plan in Since then, it has become one of the UK s exemplar low carbon NHS estates, making absolute reductions in carbon emissions of 20 per cent at its two large London hospitals. Guy s and St Thomas is also now spending 1.7 million pounds less each year than it would have on gas and electricity-real financial savings that go towards the front-line of patient care. The Trust has achieved this by, among other things, installing two 3MW combined heat and power (CHP) plants, consolidating catering operations, upgrading plant rooms and cutting wasteful lighting in 15 miles of corridors. The measures implemented have an overall payback period of around six years. The Trust plans to continue making savings by looking at more efficient IT, as well as better metering and control of energy use. Cost savings are projected to increase to 2.95 million per year. Cranfield University With help from the Carbon Trust s Higher Education Carbon Management (HECM) service, Cranfield University has demonstrated how it will achieve its ambitious goal to halve its CO 2 emissions over the next five years compared to business as usual. The University also intends to make its core business more economically and environmentally sustainable. The actions being implemented include rationalising space by relocating academic activities, and projects ranging from the installation of a combined heat and power unit (CHP), to the conversation of the vice-chancellor s car to run on recycled cooking oil, and the introduction of a solar-powered laundry. 8
