Exposition Light Rail Transit Project December 2007 Disadvantaged Business Enterprise (DBE) and Local Jobs Program Update
Program Overview FFP LOCAL JOBS PROGRAM INITIATIVE AND DBE CONTRACTING OPPORTUNITIES The following information provides a status update of FFP s Jobs Program outreach and work activities in the month of December. This report will also detail the activities to be undertaken in the month of January to provide contracting and subcontracting opportunities for Disadvantaged Business Enterprise (DBE) firms and construction jobs for local residents.
Summary of Activities December Activities FFP s Local Jobs Program recruits skilled and unskilled labor from within the Expo Corridor. FFP anticipates that during the peak of construction, 250 construction jobs will be available on the Expo project. FFP s construction Jobs Program goal is to hire local residents to fill at least 30% of these construction jobs. Completed additional orientation sessions with PVJOBS. To date, 317 people have attended these sessions and are on a priority list to be considered for employment by the contractor as positions become available over the life of the project. These people are also eligible to receive pre-apprenticeship and life skills training as well as referrals to other construction jobs. FFP is working with PVJOBS on a methodology and database to accurately track and monitor these individuals. Coordinated a briefing for interested DBE subcontractors to discuss upcoming contracting opportunities. Coordinated monthly meeting with Local Unions 300 and 12 at the Construction Yard with the Segment Manager and Field Superintendents. Established DBE specific goals for upcoming construction contracts to be advertised.
Local Jobs Program Jobs Program Highlights Total # Construction Workers Currently working on the Expo project (Laborers, Carpenters or Operators) = workers from the Expo Corridor --All Expo Construction Jobs are Union Jobs Total # People that have attended the Local Jobs Program Orientations in order to be referred to PVJOBS and one of their collaborative partners for training and/or job-readiness assistance = 317 Total # People hired on the Expo Project through the Local Jobs Program (including referrals from the local unions) in the Laborer, Carpenter, or Operator fields= 33 Total # of FFP employees (non-union) currently working on the Expo project in a clerical or professional level position =83 total workers =16 from the Expo corridor Total number of people sponsored into a local union by the contractor (active or inactive) in the Laborer, Carpenter or Operator fields = 24
DBE Program DBE PROGRAM AND CONTRACTING OPPORTUNITIES FFP is committed to a diverse work force and is making significant progress in reaching the 20% DBE goal for Design, Professional Services as well as Construction. These goals are in addition to the 30% local resident hiring goal for construction work. Some DBE firms have already been hired as they were included on the design/build team when FFPs proposal was submitted to the Authority. Robnette Electric (a DBE firm) located within the Expo Corridor, was the successful bidder for electrical work on two stations and a subcontract will be issued in January. Conducted DBE Workshop that included potential bidders, FFP s Senior Estimator, Senior Contracts Manager and Jobs Program staff. DBE goals are developed based upon availability of qualified firms and past experience with other transit agencies. As additional DBE opportunities are identified, and as Work Packages are released, FFP will advertise these new opportunities in industry publications and will make efforts to reach out to new DBE businesses via , website postings, outreach letters, an assortment of local newspapers with a wide array of readership including the African-American and Hispanic communities, and other venues as they are identified.
