4 Design Features: 1.2 mile widening/reconstruction project from Rolling Holly Drive (just east of the Fairfax County Parkway interchange) to 0.15 mile east of Reston Avenue in Fairfax County. Average Daily Traffic 60,000 Widen the existing four (4) lane roadway to six (6) lanes Special design retaining walls with Ashlar stone finish (5 walls) Two (2) storm water management ponds (landscape screening) and storm sewers Complete landscaping for corridor Stamped concrete raised medians (on and approaching Georgetown Pike) Traffic signals (4 existing signals and 1 new signal) Several historical areas along the corridor: Dranesville Historic Tavern, Georgetown Pike roadway, and two (2) residential historic properties (Prame and McFarlane) along the westbound lanes Several homeowners associations along the corridor that are very involved with the project Project Typical Section: GS-5 Urban Principal Arterial with 12 lanes (13 lane adjacent to median) Right and left turn lane improvements and additions Raised 16 grass/landscaped median Closed typical section roadway with curb and gutter (CG-7 curb) 10 Shared use path along the eastbound and westbound lanes Page 3
5 Temporary Traffic Control Plan: A two (2) lane detour will be constructed for the westbound Route 7 traffic within the existing grass median. Bifurcation between the eastbound and westbound lanes will require sheet piling to accommodate construction for some phases of the Temporary Traffic Control Plan. Four (4) of the drainage crossings will need to be jack and bored to minimize traffic disruption. Contractor will be required to maintain access to private residences and commercial businesses along the westbound lanes during all phases of construction. Plans call for a temporary access road. A 24 high pressure gas line runs the length of the project. A gas regulator station is located near the Sugarland Rd intersection. Special provisions have been provided for construction near gas line. A telecommunications duct bank is located within the grassed median. Special provisions have been provided for construction on and around the duct bank. Existing drain fields within the ROW between Sta to RT to be avoided. 11 Civil Rights: Sheila Brase, Compliance Safety Officer (VDOT) Disadvantaged Business Enterprises: The project has a 18% requirement. Responsible bidder shall submit C-111 form electronically or fax to the Department within two (2) hours of bid opening. If you cannot meet your goal using good faith efforts, the C-111 form must be submitted 24 hours after bid opening, or 10 AM the next business day.. Responsible bidder shall submit C-112 form within two (2) working days after bid opening. Form C- 48 All bidders are required to complete and submit this form to the contract engineer within ten (10) days after the bid opening. DBE Subcontract agreement is to be submitted within fourteen (14) days after contract execution. Special Provision for use of Minority Business Enterprise, Section , is on pages 48 through 71. Special Provision for Performing a Commercially Useful Function (CUF) is on page 57. Payment to Subcontractor The Contractor shall make payment for subcontractor s portion of work within seven (7) days of receipt of payment from VDOT. Labor: Payrolls are required from all Contractors performing work on the contract. Haulers are required to submit payrolls when hauling on the project site. The predetermined wage rates are listed in the bid proposal on pages 5, 6, 7 and 8. Required Contract Provisions, Federal-Aid Construction Contracts (FHWA 1273) is on page 10 through 31 and Executive Order is on pages 32 through 37. Trainees - There are 10 trainees required for this project. Specifications for the training program (Section 518) are on pages 599, 600 and 601 of the 2007 Road & Bridge Specifications. Page 10
12 Questions & Answers: Open Additional Questions Any additional questions that may arise after this project showing shall be addressed through the normal CABB process. Question 1: Sean Maloney (Shirley Construction Co.): When is the C-111 form due? Response: 24 hours after bid opening, or 10 AM the next business day. The presentation slide will be edited. Question 2: Lane Construction: Is geotechnical information provided? Response: Typically contractor requests this information from Materials Section (contact David Shiells, PE). Follow-up comment: Geotechnical information should be available in the bid documents, as it is coming out as an addendum takes longer. Response: Comment has been noted. SITE VISIT Question 1: Are there sound walls in the project? Response: No. Question 2: Is there a significant change in grade? (WB Route 7) Response: The WB lanes will be filled to match the higher grade of the median. Question 3: Will the contractor have anything to do with gas lines/protection? Response: No, contractor will be working around it. Question 4: Can micro-tunneling be used instead of the jack and bore method? Answer: Will need to confirm this (Materials). Contractor has been told to submit any further questions through CABB. Page 11
