Tender forms and other details can be had from the office of the undersigned during working hours till 08/02/2012 on payment of Rs. 800/- pus ST. Filled up tenders, accompanied with an EMD of Rs. 9,600/- in the form of DD drawn in favour of the undersigned, payable at Trivandrum will be accepted till 3 pm on 08/02/2012 and will be opened at 4 pm on the same day. Tender forms can also be downloaded from the web site in which case the cost of tender form should be submitted along with the tender as separate demand draft, drawn in favour of the undersigned. Sir, Having examined the specifications and tender schedule, schedule of work & drawings, and having acquired the requisite information relating to the tender in all respects, I/We hereby offer to execute the work as specified in this tender at the rates mentioned in the schedule of work attached in accordance with the specifications, conditions of the tender, the articles of the agreements and such other materials as may be prescribed from time to time. Should this tender be accepted, I/We.. hereby agree to abide by and fulfill the terms and provisions of the said conditions of contract annexed hereto so far as they may be applicable or in default thereof to forfeit the E.M.D. and pay the Kerala State Science and Technology Museum, the amount mentioned in the said conditions. 4

5 I/we have deposited a sum Rs. 9,600/- ( Rupees Nine thousand six hundred only) as EMD in the form of crossed demand draft in favour of the, Kerala State Science and Technology Museum, payable at Thiruvananthapuram. Should I/We fail to execute the agreement when called upon to do so, or to commence work as provided in the conditions, I/we do hereby agree that the Museum shall without prejudice to any right or remedy be at liberty to forfeit the EMD absolutely and also recover from me /us the entire loss that may be caused to the Museum by retender arrangement of the work otherwise, under the provisions of Revenue Recovery Act or otherwise. I/we agree that arbitration shall not be a means of settlement of any dispute or claim arising out of this contract. 6 Instructions and General Conditions Kerala State Science and Technology Museum is an Autonomous Organisation, registered under Charitable Societies Act 1955, established by the Govt. of Kerala for popularizing Science education to various sections of the society. This Museum is governed by a Governing Body chaired by the Hon ble Minister for Education. 1. Submission of tender Tender shall be submitted in sealed covers super scribing the name of the tender as Tender No. No.E/2403/11-KSSTM - Providing MS staircase to the Planetarium roof dome and shall contain the following. (a) Complete set of Tender documents as issued by the Museum together with addenda/corrigenda if any, filled in and signed by the tenderer, with address stamps/seals wherever stipulated. (b) Earnest money deposit of Rs. 9,600/- ( Rupees Nine thousand six hundred only) in the form of crossed demand draft drawn in favour of the, Kerala State Science and Technology Museum, Thiruvananthapuram payable at Thiruvananthapuram. The offer shall be valid for a period of 30 days from the date of opening of the tender. Tender not accompanied by the E.M.D. shall be rejected as non- responsive. 2. Acceptance / Rejection of tenders The tenders submitted after the stipulated time of submission shall be rejected. The tenders not submitted in the prescribed forms, not duly signed at the places marked, incomplete/torn off tender forms etc. shall be rejected. The, Kerala State Science and Technology Museum, Thiruvananthapuram reserves the right to accept or reject any of the tenders without assigning any reasons thereof. Becoming the lowest offered party does not entitle a tender to award the work. Apart from cost, quality of the product, durability, track record of the product etc will also be considered for awarding the supply. 6

7 3. Place of work and time of completion. The scope of the work covered by this tender is limited to providing an MS staircase from the 3 rd floor roof to the Planetarium roof terrace as per design and drawings, and providing a Stainless steel handrail above the top parapet of the roof dome. The tenderer is advised to visit the site before quoting for the work.. Time of completion shall be 30 days from the date of award of the work. 4. Agreement for the work. Within 7 days of receipt of the letter of indent, the awarded contractor has to execute an agreement with the Museum for the due fulfillment of the contract in the prescribed format, with a security deposit of 5% of the contract value (along with the EMD already submitted) in the form of Demand Draft, in favour of the, KSSTM, payable at Trivandrum. 5. Guarantee period. The materials and workmanship covered by this tender shall be guaranteed for a period of 6 months from the date of completion of the work. Any defects found during this period due to usage of inferior quality of material or bad workmanship shall be rectified/replaced by the contractor free of cost to the Museum. If the contractor fails to rectify the defects in a reasonable period of time (two weeks), the shall have the right to arrange rectification by other means, meeting the expenses from the security deposit of the contractor. The security will be released after successful completion of the guarantee period, after adjusting liabilities if any. 6. Withdrawals of the offer after it is accepted or failure to arrange the work within a specified time or according to specifications will entail cancellation of the order and work being made at the offers expenses from elsewhere, any loss incurred thereby being payable by the defaulting party. In such an event the Museum reserve the right to remove the defaulter s name from the list of Museum suppliers permanently or for a specified number of years. 7. Samples of the items should be forwarded, if called for, to Kerala State Science and Technology Museum, Thiruvananthapuram and unapproved samples got back as 7

8 early as possible by the contractors at their own expenses, and the Museum will in no case be liable for any expenses on amount of the value of the samples or their transport charges etc. Tenders for the supply of materials are liable to be rejected unless the samples, if called for, of the materials are duly forwarded. The approved samples may not be returned normally and the returning of the same shall be at the full discretion of the. Samples sent by V.P.Post or Freight to pay will not be accepted. 8. The rates quoted shall be firm for a period of 30 days from the date of opening of the tender. Rates offered shall be inclusive of all taxes & duties in force. The quantities mentioned in the schedule of works are indicative, and payments will be made on actual measurements as per agreed rates. No claim, whatsoever, will be entertained due to variation of quantities. No representation for enhancement of price once accepted will be considered during the currency of the contract. 9. Any attempt on the part of tenderers or their agents to influence the officers concerned into their favour by personal canvassing will disqualify the tender. 10. Payment terms a. 95% payment, as per actual joint measurements and approved rates, will be paid on certification of the Engineer in charge. 5 % will be retained from the bill towards performance guarantee, and this will form part of the security deposit remitted with the agreement for the work. b. Security deposit will be released on successful completion of the defect liability period as per clause 5 above, after adjusting liabilities if any, on certification of the Engineer in charge. c. Special conditions, if any, printed on the tender sheets by the tenderer or attached with the tender will not be applicable to the tender unless they are expressly accepted in writing by the, KSSTM. 8

9 Technical Specifications: Unless otherwise specified, rates quoted for all items shall include the following: Setting out works to profile and suiting to the site requirements. Cost of all material and labour, and hire charge of machineries. Disposing work wastages wherever required outside the campus. Safety measures for labour/materials/equipment/works All MS and SS materials used for the work shall be as per relevant IS code provisions. All technical specifications applicable to civil/fabrication works at Kerala PWD will be applicable to this work also. Commercial: Rates quoted shall be inclusive of all taxes and duties currently in force, and shall be firm during the course of the work. Escalation, on any ground, will not be considered during the course of work or after completion. Extra items, if found essential during the course of work, shall be executed on rates derived based on PWD schedule of rates Quantities mentioned in the schedule of works is approximate. The contractor shall execute the required quantities as per actual requirements and directions of the Engineer in charge, and no claim for variation in rates shall be considered due to variation in quantities. Adequate security provisions shall be arranged by the contractor, and the Museum will not have any responsibilities for the safety of men and materials involved in the work during the course of the work. The tenderer is advised to keep the workers and staff involved in the work under insurance cover, since the work is being carried out at an elevated level. 9

10 Time and quality are the essences of the contract. can work even in late hours or night with prior approval, but no claim in this connection will be accepted. The works are being carried out in a Museum/office environment, and the contractor should ensure that the labours engaged are well disciplined, and no complaints arose from the visitors, and shall not cause any hindrance to the smooth functioning of the organization. 10

RM 30 4 Fabricating and providing MS staircase framework and handrail using MS structural members as per as per drawings and directions. The rates shall be inclusive of cost of all material, labour charges for straightening, cutting, welding, grinding and fixing the framework in position at all levels, hire charge of machineries, and finally finishing with 2 coats of anti-corrosive paint of approved colour over a coat of zinc chromate primer as per directions. Kg Supplying and providing 4 mm thick aluminium chequred plate for treads & risers to the staircase, including cost of material, labour charges for cutting, grinding and fixing the plate to line and level over the framework already installed using bolts, nuts & washers etc at all levels as per directions, hire charge of machineries etc. complete.
