INTRODUCTION The University of California, San Diego, will be selecting an Executive Electrical Engineer to perform planning, design, bid, and construction administration phase services for the replacement of an Electrical distribution system. II. PROJECT DESCRIPTION This project consists of the replacement and upgrade to Electrical Power Distribution Systems but is not limited to: Substations, Normal and Emergency Power Systems, Distribution Network Systems, Generators, ATS s, Feeder and branch circuiting. This Electrical Distribution upgrade will include the following Project and Locations: Muir Biology Electrical Distribution system & network a. Construction Cost Budget $1,450, MTF Electrical Distribution system & network a. Construction Cost Budget $2,200, Hubs Hall Electrical Distribution system & network a. Construction Cost Budget $2,000,000 Muir Biology Electrical Distribution system & network This facility is fed by a 15 kv nominal power from the campus infrastructure electrical grid. Two original parallel 15 kv substations rated at 750 kva, 5,000 amps for 208 volt power, and 500 kva, 1,600 amps for 480 volt power are installed in the basement main electrical room. The transformers for these substations are dry type and integral to the isolation switch cabinets and distribution switchboards. This room also houses ED4, which is a 5 kv primary 208 volt output substation (circa 1998) that provides infrastructure emergency power. Normal and emergency power are distributed vertically from the basement electrical room via three vertical bus systems with both 480 and 208 volt power provisions. Emergency power is provided by the campus infrastructure to an internal emergency power distribution network serving Life Safety and critical user loads throughout the building. Medical Teaching Facility Electrical Distribution system & network Power is supplied to this facility at 12 kv. A dry-type transformer rated for 1,500 kva service steps the incoming power down to 277/480 volts. The 277/480 volt power is distributed by a switchgear and distribution panel assembly that is rated for 3,000 amp service. This incoming electrical service equipment was manufactured by General Electric and is original to building construction built in The electrical distribution network is a dual voltage configuration. The 277/480 volt power is distributed to branch transformers that step the power down to 120/208 volts. The lighting and major mechanical systems are supported by the 277/480 volt circuit. The panels were manufactured predominantly by General Electric. REQUEST FOR QUALIFICATION 1

3 This facility is supported by the limited 4,160 volt campus emergency power circuit. A dry-type transformer rated for 300 kva service steps the power down to 277/480 volts. A 277/480 volt switchgear and distribution panel assembly rated for 400 amp service distributes this feed to critical systems in this facility. Hubs Hall Electrical Distribution system & network Power is supplied to this facility at 12,480 volts. A dry-type transformer that is rated for 2,000 kva service steps the incoming power down to 277/480 volts. This transformer was manufactured by Sylvania. The 277/480 volt power is distributed by switchgear that is rated for 3,000 amps and was manufactured by Zinsco. The electrical distribution network in this facility is a dual voltage configuration. 277/480 volt power is distributed to branch transformers that step the power down to 120/208 volt power. The lighting and major mechanical systems are supported by the 277/480 volt circuit. The panels were manufactured predominantly by ITE and Zinsco. Emergency power for this facility is produced by a local natural gas-fired emergency generator. It is of 100 kw capacity, generates 277/480 volt power, and was manufactured by Kohler. III. SCOPE OF SERVICES The scope of services will include electrical engineering services, including field investigation, schematic design, design development, detailed phasing plan, construction documents, creation of a Systems Manual, cost estimates, scheduling, the bid/award process, and construction contract administration services. The engineer will provide documentation as directed by the University, including accurate plan views and riser diagrams to substantiate the as-built field survey work, and a Systems Manual detailing the building s current sequence of operations and existing electrical systems. After selection, Electrical Engineers fees will be negotiated based upon a more specific scope. IV. JOINT VENTURES/ASSOCIATIONS The University will not entertain Joint Ventures or Associations on this project. V. PROJECT DELIVERY METHOD The project delivery method will be design/bid/build. 4 VI. CONSULTANTS The University is only selecting the Executive Electrical Engineer at this time. All sub-consultants, such as, but not limited to, architect, other engineering disciplines (structural, etc.), will be selected at a later date in collaboration with the selected Electrical engineering firm. VII. SUBMITTAL REQUIREMENTS AND SELECTION CRITERIA The University requests the following submittal material for use in the selection of a professional engineering firm to perform the Scope of Services described in Section III. A. Demonstrated experience and excellence in design and construction administration of infrastructure projects consisting of switching stations, MV (12KV nominal) switchgear, digital, relays, bus-ducts, underground duct banks, cables, short circuit, coordination, arc flash studies and comparable utility systems. The engineering firm should have experience on a large campus type institution with multiple switching stations, primary electrical distribution systems, on-site generation, emergency generators, systems including construction within an operational large campus with constrained site conditions and multiple ongoing construction projects. B. Proven technical, cost management, scheduling, and quality control capabilities. C. Qualifications of the Principals and Project Team Members, including a clear definition of the primary responsibility of each. D. Outline of the basic work plan to accomplish the work. E. Demonstrated in-house ability for creation, preparation and processing of required construction documents. F. Demonstrated ability to perform bidding support and construction administration, submittal/substitution review, plan check services. G. Demonstrated ability to efficiently, and in a timely manner, review shop drawings, change orders, field orders, RFIs and other construction related activities. H. Proven success in coordination of disciplines. I. Proven technical, scheduling and cost management capabilities. J. Proximity to the project site or proven methodology for video-conferencing and Internet meetings. K. Demonstrated Qualifications of the Principals and Project Team Members, including a clear definition of the primary responsibility of each. Provide resumes for key team members. L. Proven successful experience on three comparable projects, two of which must have been completed within the last five years. Submissions must demonstrate the quality and complexity of work performed and results achieved. M. Established relationships and successfully completed design services at the University of California are welcome though not a requirement. N. Ability to provide Professional Liability Insurance in the amount of $1,000,000 Each Occurrence and $2,000,000 per Project Aggregate. REQUEST FOR QUALIFICATION 3

5 VIII. STATEMENT OF UNDERSTANDING All Short-listed firms will be required to sign a Statement of Understanding. By signing the document it is acknowledged that a draft copy of the standard Executive Design Professional Agreement (EDPA) has been read, and with reservation of rights, the terms and conditions are generally agreed upon. Additionally, notwithstanding this is a qualification based selection process, it is understood that fees for basic services are expected to fall within a limited and commercially reasonable range for work as referenced in the Executive Design Professional/Fee Guideline provided to short-listed candidates. IX. PROCEDURES FOR SUBMISSION Engineering firms wishing to be considered should submit background materials indicating their past experience in the design of infrastructure projects and medium voltage switching stations, including references, Standard Forms 330, University of California Consultant Experience Form (Attachment A) and University Statement of Qualifications (Attachment B). One electronic copy on CD or flash drive, in pdf format, should be submitted, with any graphic images, spreadsheets or pages larger than 8.5 x 11 submitted in landscape view. No paper copies or ed submittals will be accepted.
