1 REQUEST FOR QUALIFICATIONS EXECUTIVE ARCHITECT FOR THE THORNTON HOSPITAL EAST ENTRY AND ATRIUM, & THORNTON HOSPITAL RADIOLOGY/MRI MEDICAL CENTER, LA JOLLA FD&C Project No 5022 Proposals due Tuesday, March 1, 2016 Issue date February 16, 2016

2 I. INTRODUCTION The University of California, San Diego, will be selecting an Executive Architect to perform: design, construction drawings, bid, and construction administrative services for (2) separately funded projects. Project #1 consists of a major renovation/addition to the UCSD Thornton Hospital: entry, atrium, and adjoining exterior building facades. This project is approved to move forward and has funding approval. Project #2 consists of a major renovation/addition to the Thornton Hospital Radiology Department. This project is in the approval process and funding has not yet been finalized. Both projects are located at the UCSD Medical Center, 9300 Campus Point Drive, La Jolla, California. The projects are subject to the campus/university academic and administrative approval process. II. PROJECT DESCRIPTION Project #1 consists of the demolition/renovation of the current Thornton Hospital East Entry and the surrounding Thornton North and East facades. The existing Thornton three story tall atrium will be refreshed so that the interiors are more compatible with the current vision of hospitality design. The new exterior entry element and the adjoining facades will be aesthetically upgraded to unify the JMC, Thornton, and CVC facades. Massing elements of the upgraded Entry Element may allow for added meeting spaces on the upper floors. The exact scope, and extent of the renovation will be determined ultimately by the budget and the design team working in conjunction with the Med Center and FD&C. This project consists of approximately 23,000 GSF, with a total construction cost estimated at $10.6M (July 2015 CCCI 6055). Project #2 consists of an approximately 5,300 GSF program for an upgraded Radiology Suite and new MRI. Demolition/renovation of existing tenant improvements, and or, a possible 1,800 GSF addition are being considered for this project. The total construction cost is estimated at $6M (July 2015 CCCI 6055). Both projects will have separate funding sources and may have separate, or joint, OSHPD permits. Both projects will be simultaneously designed, constructed, and managed by the same Design Team and contractor, Construction is anticipated to occur from March 1, 2018 to May 1, III. SCOPE OF SERVICES Phase I involves the development of a Detailed Project Program (DPP) describing the program and scope of each project to be constructed, including: evaluation of existing infrastructure systems (MEP & Structural) at the area of the projects, review of existing record documents and field conditions, and the creation of several conceptual design options showing the anticipated scopes possible within the budgets. The DPP is the operative document that will describe the exact program and scope of the work; confirmation of conceptual construction cost estimates will occur at this time. Phase I services will begin upon selection of the Executive Architect, approximately mid-march 2016 and are anticipated to be complete by June 30, REQUEST FOR QUALIFICATIONS Page 2

3 Phase II will entail normal basic architectural services including: design, preparation of contract documents suitable for: UCSD Design Review Board review, permit processing, bidding, and construction administration. The General Contractor may be selected upon the start of the DD documents and may assist the Executive Architect, in the preparation of incremental permit documents and value engineering. Phase II is intended to commence on July 1, 2016, with construction intended to start on March 1, Phasing plans, Infection control plans, and egress plans will also be required in order to maintain the operational status of the Thornton and JMC hospitals. After the Architect is selected, fees will be negotiated based upon a more specific defined scope. IV. PROJECT DELIVERY METHOD The project delivery method will be Construction Risk (CMAR). V. JOINT VENTURES/ASSOCIATIONS The University will not entertain Joint Ventures or Associations for this project. VI. CONSULTANTS The University is only selecting the Executive Architect at this time. All sub-consultants, such as, but not limited to, acoustical, lighting, mechanical, electrical, plumbing, landscape, structural, civil, etc., will later be selected in collaboration with the selected Executive Architect firm. VII. SUSTAINABILITY Although this project is not required to achieve LEED Silver Certification of Commercial Interiors, or exceeding of the Title 24 Energy Conservation Standards by 20%, the University will require that the selected Executive Architect explore the sustainable design range of options available within the budget and implement those deemed appropriate. VIII. BIM MODELING The University requires the incorporation of BIM into the project, beginning with the design process. The University requires that the selected executive architect have demonstrated capabilities in the use of BIM. REQUEST FOR QUALIFICATIONS Page 3

4 IX. SUBMITTAL REQUIREMENTS AND SELECTION CRITERIA The University of California, San Diego, requests the following submittal material for use in the selection of a professional design firm to perform the Scope of Services described in Section III. A. Demonstrated experience and excellence in the design of renovations within hospitals and overall experience in California healthcare work, including OSHPD experience. Proven capabilities for providing creative design solutions are essential. Firms are asked to submit appropriate graphic material supporting design creativity and excellence. For each project example provided, please note the responsible lead designer. Work accomplished by the lead designer while in the employ of other firms should be noted. B. Demonstrated experience with Curtain walls, incremental permits, radiology departments, and similar types of projects. C. Proven technical, cost management, scheduling, and quality control capabilities. Experience with field verification of existing conditions by entire design team is mandatory. D. Qualifications of the Principals and Project Team Members, including a clear definition of the primary responsibility of each. OSHPD experience is required for all key team members. Provide minimum of (3) references from owner reps for all key team members E. Outline of the basic work plan to accomplish the work, and related construction phasing. F. Proximity to the UCSD Medical Center La Jolla site or proven methodology for video conferencing and internet meetings. G. Ability to provide Professional Liability Insurance in the amount of $2,000,000 Each Occurrence and $4,000,000 per Project Aggregate. X. STATEMENT OF UNDERSTANDING All Short-listed firms will be required to sign a Statement of Understanding. By signing the document it is acknowledged that a draft copy of the standard Executive Design Professional Agreement (EDPA) has been read, and with reservation of rights, the terms and conditions are generally agreed upon. Additionally, notwithstanding this is a qualification based selection process, it is understood that fees for basic services are expected to fall within a limited and commercially reasonable range for work as referenced in the Executive Design Professional/Fee Guideline provided to short-listed candidates. PROCEDURES FOR SUBMISSION Architectural firms wishing to be considered should submit electronic materials, under a coversheet, indicating their past experience in the programming and renovation of university buildings or other comparable institutional facilities including references, Standard Forms 330, University of California Consultant Experience Form (Attachment A) and University Statement of Qualifications (Attachment B). One electronic copy on CD or flash drive, in pdf format, should be submitted, with any graphic images, spreadsheets or pages larger than 8.5 x 11 submitted in landscape view. No paper copies requested.
