2 BACKGROUND ASBESTOS REINSPECTION GENERAL SERVICES ADMINISTRATION AUBURN ADMINISTRATION BUILDING, (WA0811KA) AUBURN, WASHINGTON EHS International, Inc. (EHSI), a hazardous materials consulting firm, under contract to the General Services Administration (GSA) was tasked by GSA to conduct a hazardous materials reinspection and confirmation sampling in accessible areas at the Auburn Administration Building, located at th Street SW, Auburn, Washington. EXECUTIVE SUMMARY OF FINDINGS The following suspect materials were assumed to be asbestos containing or sampled and identified as either asbestos-containing materials (ACM) or non-acm in the subject areas of the building: Asbestos-Containing Materials (ACM) Vinyl asbestos floor tile (VAT) and associated mastic Baseboard mastic Leveling compound Ductwork insulation Gaskets Thermal system insulation (TSI) pipe fittings TSI pipe insulation Assumed ACM Fire doors Glued-on ceiling tile mastic Sampled Non-Asbestos Materials Vinyl floor tile (VFT) and associated mastic Debris above ceiling Canvas on pipe insulation Plaster Cove base and associated mastic Gypsum wallboard (GWB) Joint compound (JC) Carpet backing and mastic Fireproofing White leveling compound Sink undercoating Stair tread and mastic Suspended acoustic ceiling tile (SACT) Rubber flooring and backing Window sealant Acoustical ceiling tile (ACT) GSA Auburn Administration Bldg, Auburn, WA 1 EHSI Project WA0811KA May 23, 2007

3 DAMAGED MATERIAL Damaged ACM TSI piping was noted on the first floor in Room Refer to drawing DM-1.0 (Appendix H) for approximate location of the damaged ACM material. Refer to Appendix A, Reinspection Physical Assessments of Asbestos-Containing Materials Sheet for detailed information and cost estimates. REINSPECTION EHSI accomplished an asbestos materials reinspection of the subject building on March 15-16, A follow up reinspection was conducted on May 22, 2007 to verify quantities of ACT, TSI and VAT. The intent of the reinspection is to specifically identify, quantify, determine the current condition, assign homogenous sample area numbers (HSA#), and develop an engineer s cost estimate for removal/disposal of ACM. EHSI was tasked to use applicable Federal, State, and local guidelines in the accomplishment of its reinspection. EHSI was further tasked to provide a written report for the areas reinspected including identification of all suspect materials and a determination of whether suspect material was ACM. A spreadsheet listing all of the reinspection data is included in Appendix A. REINSPECTION FINDINGS Asbestos-Containing Materials EHSI reviewed the GSA electronic data files for previous asbestos inspections. A 1994 report by Division of Federal Occupational Health (FOH), Region X, listed floor tile, floor tile mastic, baseboard mastic, duct insulation, gaskets, pipe fitting insulation, and pipe run insulation as sampled and confirmed asbestos-containing materials. A 2004 Kitchen Modernization report by EHSI listed tan door frame caulking, and TSI on piping as sampled and confirmed asbestos-containing materials. A 2005 Main Lobby/Elevator Modification report by EHSI listed joint compound (with the composite joint compound and GWB less than 1% asbestos), 12 Beige VAT, 12 Grey VAT, and 9 Green VAT as sampled and confirmed asbestos-containing materials. Additional survey samples taken previously confirmed that the following materials were not ACM: debris above ceiling, plaster walls and ceilings, VFT black and brown mastic, cove base, cove base mastic, canvas encasing on TSI piping insulation, gypsum wallboard, fireproofing, carpet backing and mastic, window sealant, ACT, and black rubberized flooring and backing. Past renovation activities at this building include: An unknown quantity of TSI on pipe fittings and runs, gaskets, boiler tank insulation and water tank insulation were abated from the boiler room. 4 In 1996, approximately 1,000 SF of ACM ACT were abated and replaced with non-acm ceiling tiles in the lobby. ACM TSI and tan ACM door frame caulking in the kitchen area was abated in Seven (7) bulk samples of suspect ACM were collected as part of this reinspection. Six (6) samples were collected during an inspection conducted on May 22, Summaries of asbestos sampling information including sample number, sample location, material description, and analytical results are included in Table 1 below. TYPE OF ASBESTOS Chrysotile ACM identified in this survey should not be disturbed unless handled by personnel who are properly trained and certified in asbestos work. Any survey, regardless of how extensive, can miss concealed materials. Demolition and/or renovation activities by contractors may expose concealed suspect ACM. Contingency plans should include stopping work on identification of concealed suspect ACM, evacuation of the area, and sampling by a certified AHERA inspector. Concealed suspect material may include, but is not limited to: non-fiberglass pipe insulation; spray-applied coatings; cementitious board; asphalt or paper vapor barriers; and mastics. LIMITATIONS During reinspection, not all rooms or areas were accessible due to tenant restrictions. These rooms include two areas on the second floor. 6 shaft and, second, the areas east of the elevator shaft was locked. This reinspection was limited to the chemicals and materials identified herein. No effort was made to identify hazardous materials in soil, water, or air, other than those listed herein. Limited destructive inspection (e.g., cutting holes in floors, walls, and ceilings) of the building materials to identify, sample, quantify and determine the condition of concealed suspect building materials was not accomplished for this reinspection. Any reinspection, regardless of how extensive, can miss concealed materials. Contractors should be aware of the potential that demolition activities may expose concealed suspect ACM and should have preplanned contingencies for handling these materials when discovered during demolition work. Any concealed, suspect ACM material that was not sampled or that was assumed to be ACM by this reinspection report when encountered must be assumed to be ACM and treated as such until sampled by a certified AHERA Building Inspector and analyzed by a certified laboratory. STANDARD OF CARE The recommendations and conclusions contained in this report represent the professional opinions of EHSI. These opinions are derived in accordance with Federal, State and local environmental and health and safety laws and regulations. This reinspection was accomplished in accordance with applicable Federal, State, and local regulations and industry standards in effect at the time. Other than this, no other warranty is implied or intended. APPENDICES Appendix A provides the reinspection physical assessment and damaged material assessment of asbestos containing materials spreadsheet utilized during the reinspection. Appendix B provides the analytical reports and chain-of-custody forms for asbestos samples for the current reinspection. Appendix C contains sampling methodology. Appendix D contains AHERA Building Inspector certificates. Appendix E provides laboratory certification for asbestos analysis. Appendix F includes the sample location drawings. Appendix G includes the homogenous material drawings. Appendix H includes the damaged ACM material drawing. 21 Asbestos-Containing Materials SAMPLING METHODOLOGY The EHSI field inspectors were an asbestos Building Inspector, certified under the requirements of the United States Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) regulation 40 CFR 763, Subpart E. Sampling was consistent with the requirements of AHERA, as well as meeting the requirements of State and local regulatory agencies. Samples were collected and analytical data obtained for suspect ACM identified in the facility. The number of bulk samples collected and their locations were based on the AHERA regulation and the guidelines provided by the EPA Document 560/ a, October 1985, Asbestos in Buildings: Simplified Sampling Scheme For Friable Surfacing Materials. Once collected, bulk samples were sealed to eliminate the possibility of contamination. Chain-of-custody tracking was followed to maintain sample integrity during handling and data reporting at EHSI and the analytical laboratory. As specified in 40 CFR Chapter 1 ( edition) Part 763, Subpart F, Appendix A, each sample was analyzed using polarized light microscopy (PLM) / dispersion staining techniques, in accordance with U.S. EPA Method 600/R-93/116. Samples were analyzed for asbestos content by NVL Laboratories, Inc. (NVL), Seattle, Washington, a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. Only materials containing more than 1% total asbestos were classified as asbestos-containing based on EPA, State, and local regulations.
