In its early history, some of the site housed gas stations and automobile service, as well as warehousing and industrial use. The present eastern half of the property has a 1 story warehouse structure that was added onto over the years. It appears that there were 3 or 4 additions to the property over the life of the building. The present façade was most likely put into place during the last renovation, circa late 70 s. The western portion of the property is a gravel lot with no structures, allowing a free glimpse of the City of St. Louis vehicle maintenance facility by West Pine traffic. Proposed Project: The proposed project is a 5-story, concrete and wood structure, which is considered Phase II of our Piazza on West Pine building to the north. The total square footage will be 78,192. The building will have additional common community space, a new leasing office, as well as heated garage parking on the first floor. Floors 2-5 of Phase II will consist of 95 additional market-rate apartments. The two buildings combined will be managed and marketed as one project. Phase II apartment units will be finished off with high quality materials including tile surrounds, granite counter tops and stainless-steel appliance packages, vinyl wood plank flooring and in unit washer and dryers. The exterior façade will consist of brick veneer, and both hardi-board and hardi-plank siding as utilized on both Piazza on West Pine Phase I and the Lofts on West Pine, which is directly west of this project. Since the developer will be managing and marketing both phases as one complex, it is important that the exterior materials and architectural design be comparable and complementary, providing a cohesive appearance

2 This project will also add additional streetscape, landscaping, sitting areas and trees to an existing hardscape of old concrete curb, sidewalks and gravel lots. As indicated by the rendering, landscaping will be used to soften the feel of West Pine at the street level. Parking Parking will consist of both interior, heated garage parking located under a concrete platform and behind a building façade facing West Pine as well as a surface lot behind the building. Parking ratio for Phase II will be 1:1. Current Zoning: J Commercial/ Industrial Project Costs: Acquisition: $1,050,000 Pre-development Soft Cost: 350,000 Construction Cost: 7,500,000 Total: $8,900,000 Project Timeline: Site Control: Sept., 2016 Construction Start: July, 2017 Construction Complete: September, 2017 Occupancy: August, 2017 Relevant Experience All 4 principles involved in this project have developed, constructed and managed 1000 s of multi-housing units. Our most recent development is Phase I of Piazza on West Pine, which was 77 market-rate units built at 3939 West Pine directly across the street. More references can be supplied if needed
