1 Terms of Reference (TOR) Document No /10/01 1st Tropical Peatland Roundtable -Establishing "International Committee for Technical-Advice on Tropical Peatland-Restoration Action in Indonesia (ICPRA)"- Jointly organized by International Peatland Society (IPS), Peatland Restoration Agency (BRG),and Japan Peatland Society (JPS) Background In early 2016, his Excellency the president of Indonesia, Joko Widodo, issued a regulation establishing the Peatland Restoration Agency (BRG) with the mandate of restoring two million hectares of peatland ecosystems in five years. While there is an urgency to achieve peatland restoration in Indonesia, this is complicated by the presence of multiple stakeholders. Such stakeholders involved in peatland management include 1) local communities, 2) oil palm and pulp wood plantation companies and 3) agro-industries which grow sago, nipa, coconut, coffee, pinang, pineapple or native species for food and produce the biomass for bio-energy, 4) Universities, Research Institutions and Non Governmental Organizations. In addition to multiple stakeholders that influence peatland management, peatlands a complicated ecosystems. Furthermore, peatland management is complicated not only because of the presence of multiple stakeholders but also due to the nature of peatland ecosystems. There are multiple elements that should be considered when managing peatland, such as 1) water level, 2) nutrient status of soil and water, 3) vegetation, 4) topography and 5) socio-economic systems. For more than 20 years, Indonesian and international scientists have collaborated in the study of peatland ecosystems and restoration methods, resulting in numerous publications. The results of some such studies have been the basis for some Indonesian ministerial regulations on peatland management. Examples of such regulations include the requirement that ground water level in peatland plantations be maintained at or above 40cm below ground level or the requirement that 30% of any peat dome to be allocated for peat dome conservation (according to Government Regulation No.57 Year 2016 on Protection and Management of Peatland Ecosystem). However, these scientific findings are normally made with a focus of a single discipline and tend not to be sufficiently integrated into the multi-disciplinary basket of knowledge referred to by policy makers. There is an urgent need for further action from scientists to bring together the existing knowledge and carry out additional work to enable conservation and sustainable management of peatlands in Indonesia. 1
2 Objectives The Peat Land Restoration Agency (BRG) has created a program to restore and rehabilitate 2,000,000 (two million) hectares of degraded peatlands. There is a strong need for scientific and technical evaluation of peatland restoration techniques. Therefore, in order to establish a research and technical support system from international societies, the Minutes of Meetings (MoM) was signed in Aberdeen on 31 st of May 2017 among the International Peatland Society (IPS), Peatland Restoration Agency of the Government of Republic of Indonesia (BRG), and Japan Peatland Society (JPS) on Peatland Restoration in Indonesia. The MoM recorded that IPS, BRG, and JPS would hold a series of discussions on the support to peatland restoration activities in Indonesia which included the following actions: 1. Formation of the International Committee for Peatland Restoration Action in Indonesia 2. Convene the 1st Tropical Peatland Roundtable with the title of Framework on Tropical Peatland Restoration Integrated Actions to be held in Indonesia later According to the MoM,"1st Tropical Peatland Roundtable - Framework on Tropical Peatland Restoration" is to be organized by IPS, BRG and JSP from the 1st to the 4th of November 2017 in Indonesia. 1st " Tropical Peatland Roundtable" will discuss the 'Framework on Tropical Peatland Restoration', and propose an action plan ('Jakarta Declaration'). To realize this action plan on peatland restoration, it was proposed to organize the "International Technical-Advisory Committee for Technical-Advice on Tropical Peatland-Restoration Action in Indonesia"(ICPRA). ICPRA will support Tropical Peatland Restoration, and provide advice to connect international activities with the private sector, NPO, and donors. The Action Plan under the ICPRA will focus on the following 4 pillars: 1. Establish an advanced monitoring, reporting and verification system development for TIER 3* level of UNFCCC 2. Operate the "Model Pilot Project" on peatland restoration 3. Establish a capacity building system 4. Establish "Center/Platform on Tropical Peatland-Restoration Actions" *) TIER 3 Technical level for Carbon Flux Estimation Expected Outcomes It is expected that this "Tropical Peatland Roundtable" will result in the following outputs: 1. A proposal outlining an action plan on peatland restoration 2. Organize "International Committee for Technical-Advice on Tropical Peatland-Restoration Actions in Indonesia" (ICPRA) 2
