BACKGROUND Indonesian peatlands have a very significant value, not only because of covering over 24 million ha, representing roughly 6% of the world's total peatlands, ranking Indonesia fourth among countries with the largest peatlands, after Canada 170 million ha, Russia 150 million ha, and the United States 40 million ha, but also because of containing approximately 148 giga-tons of carbon (Osaki, Tsuji, Eds. 16). Nevertheless, these areas are still subject to threats of fires, illegal logging, and encroachment. Most of the other peatlands are in production landscapes (production forests and outside forest areas) and are generally in a damaged state due to open drainage, logging and fires. Unsustainable land usage in the last years has damaged significant peatlands in Indonesia. Furthermore, existing peatlands that are still in good condition are under threat, from planned and unplanned activities. The government has taken strategic steps by establishing the Peatland Restoration Agency (BRG). Generally, BRG has the task of strengthening coordination and facilitation of peatland restoration, particularly peatlands that are damaged due to fires. The President has set a target of 2 million hectares for restoration by with priority for the provinces of Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan, South Kalimantan, and Papua. Considering the extent of peat degradation, efforts to counteract this damage require external resources. The success of restoration efforts will rely on an appropriate scaling-up strategy and various types of investment. Based on the recent BRG calculation, to restore 2 million degraded peatlands the Indonesia Government needs USD 1.7 billion. The government budget is able to allocate USD 1 billion up to. There is therefore a deficit of about USD 700 hundred million to meet the targets. This Green Climate Fund Support intended to overcome several peat restoration barriers in order to support the implementation of the Systemic Peat Restoration Model Project at the KHG level. Among others, these barriers include: the cooperation with the business and/or activity responsible party, unavailable knowledge basis and agreement of experts, poverty of communities in the surrounding areas of the forests, and weak awareness and knowledge on good peat land management systems. Access to Green Climate Fund can be aligned with Musi Banyuasin District want to establish Sovereign Wealth Fund and other financial solutions mechanism to scale-up peat restoration and ensure that the effort is sustained and institutionalized. Therefore, an expert is needed to assist UNDP Indonesia to prepare the concept proposal for BRG.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK Under the guidance of Technical Adviser for Natural Resources Governance, the expert is tasked to: Developing the transformative change or theory of change of peatland restoration which will be contributed through Green Climate Fund Facilitating series small group discussions to gather key resources persons inputs on draft transformative change Developing concept proposal built based on transformative change scheme and following GCF proposal development Facilitating series small group discussions to gather key resources persons inputs on draft GCF proposal development Developing social forestry business model III. WORKING ARRANGEMENTS Institutional Arrangement The Consultant will be supervised by and report to the Results Based Management Analyst, Quality Assurance and Results Unit, who will also carry out a performance evaluation at the end of the assignment. The Consultant will be required to travel to the below indicated destinations and include the relevant costs into the proposal. 4 I. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Doctoral Degree (Dr) in Forestry, Agriculture, or a closely related field. II. Experience: Minimum 15 years of relevant professional experience at national and international levels in forestry, development natural resources management, and climate change conceptual documents, ability to work in the multicultural environment Strong ability in producing project document, conceptual documents, and analysis Good knowledge on climate change Good communication in written is required Good analytical skill proven by previous and current works Result orientation skill Time management Functional Competencies: Knowledge Management and Learning Promotes knowledge management in UNDP and a learning environment in the office through leadership and personal example Actively works towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills Development and Operational Effectiveness Ability to lead strategic planning, results-based management and reporting Ability to lead formulation, implementation, monitoring and evaluation of development programmes and projects, mobilize resources Ability to formulate and manage budgets, manage contributions and investments, manage transactions, conduct financial analysis, reporting and cost-recovery Good knowledge of the Results Management Guide and Toolkit Good ICT skills, knowledge of Atlas Ability to implement new systems and affect staff behavioral/ attitudinal change Management and Leadership Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback Consistently approaches work with energy and a positive, constructive attitude Demonstrates good oral and written communication skills Demonstrates openness to change and ability to manage complexities Other Requirements: In addition to the scope and responsibilities stated above, the incumbent will be required to undertake other ad hoc tasks that may arise during the contract period. These tasks will be delegated by the supervisor who will ensure that these ad hoc tasks do not impede on the incumbent s ability to meet contractual obligations/deliverables. All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs and other media, will remain the property of UNDP and are required to be submitted to UNDP Senior Management for archiving.

5 EXPECTED RESULTS/DELIERABLES Deliverables/ Outputs 1. Report on data collection and initial analysis for green climate fund based on transformative change or theory of change. 2. Draft of transformative change or theory of change based concept proposal on green climate fund to scaling-up systematic peat restoration and blended investment mechanisms to sustain Indonesia peat restoration agenda to meet Indonesia s national designated commitment on climate change mitigation. 3. Final transformative change or theory of change based concept proposal on green climate fund to scaling-up systematic peat restoration and blended investment mechanisms to sustain Indonesia peat restoration agenda to meet Indonesia s national designated commitment on climate change mitigation. 4. Report on data collection and initial analysis on Social Forestry Business model. 5. Draft proposal on Social Forestry Business model is in place and ready for on ground testing. EALUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodology: Cumulative analysis using weighted scoring method will be applied to evaluate the applicant. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable with reference to TOR, and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Technical Criteria Weight: 70% Financial Criteria Weight: 30% Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation Criteria Weight Maximum Point Technical 100 Criteria A: qualification requirements as per TOR: 1.
