3 Centre for Environmental Studies, Bhubaneswar WORLD OZONE DAY SEPTEMBER 16, 2017 Brief Report on State-wide Activities conducted between September 11-16, 2017 to mark the 30th Anniversary of Montreal Protocol WORLD OZONE DAY Every year on September 16, the World celebrates International day for the preservation of Ozone layer as World Ozone Day. This day is dedicated to promote activities in accordance with the objectives of Protocol and its amendments. The ozone layer, a fragile shield of gas, protects the Earth from harmful portion of rays of sun, thus helping preserve life on the planet. The World Ozone Day offers an opportunity to focus global attention and action on this vital environmental issue. 3
4 World Ozone Day September 16, 2017 WORLD OZONE DAY 2017 THEME - "CARING FOR ALL LIFE UNDER THE SUN" MONTREAL PROTOCOL The year 2017 marks 30th Anniversary of Montreal Protocol on Substances that Deplete Ozone Layer. The Montreal Protocol is one of the most successful global environmental treaties, the implementation of which has not only led to phase-out of around 98% of Ozone depleting chemicals, but also averted more than 135 billion tonnes of Carbon dioxide equivalent emissions. Nearly 2 million cases of skin cancer per year have been detected globally. Montreal Protocol is the only environmental treaty which enjoys universal ratification of 197 UN member countries. 4

7 Centre for Environmental Studies, Bhubaneswar Odisha State ENVIS Centre Odisha State Nodal Agency Odisha State ENVIS Centre and Odisha State Nodal Agency for National Green Corps are functioning at Centre for Environmental Studies, under the Department of Forest & Environment, Govt. of Odisha, Bhubaneswar. Both ENVIS staff and NGC staff co-ordinated following different activities during September 11-16, 2017 by Eco-club schools across the state to commemorate the 30 th anniversary of Montreal Protocol for preservation of Ozone layer that supports entire life on earth. 8 World Ozone Day September 16, 2017 SEMINAR-CUM-AWARENESS PROGRAMME AT UTKAL UNIVERSITY, BHUBANESWAR ON Centre for Environmental Studies organized a seminar-cum-awareness programme in collaboration with Utkal University, Bhubaneswar on 14th September 2017 in the Conference Hall of PG Council on minimized use of Ozone depleting substances and its associated environmental benefits. A large number of Post Graduate students of Botany, Zoology, Environment and Biotechnology departments, senior faculties and staff members attended the programme. The aforesaid seminar was initiated under the presidentship of Prof. Dr. Ashutosh Debata, Director, CES-cum- ENVIS Coordinator. This programme was inaugurated by the Vice Chancellor of Utkal University, Prof. Dr. Soumendra Mohan Patnaik. Prof. Dr. Bramhananda Satapathy, Chairman, PG Council and Prof. Dr. Rama Chandra Mohanty, Former Emeritus Professor of CSIR graced the occasion as Guest of Honour and Chief Speaker respectively. Other dignitaries i.e. Dr. Chinmay Pradhan, Head, PG Dept of Botany and Coordinator, PG Dept. of Environmental Sciences; Dr. Gunanidhi Sahoo, HOD, PG Dept. of Zoology; Dr. Sabuj Sahoo, Head, PG Dept. of Biotechnology; Prof. Dr. Santosh Kumar Tripathy, Director, College Development Council; Dr. P.K. Mohanty, professor of Zoology Department and Mr. Pravat Mohan Dash, Programme Officer, CES were present. The Vice Chancellor opined that World Ozone Day is dedicated to promote activities in accordance with the objectives of the Protocol and its amendments. The ozone layer, a fragile shield of gas, protects the Earth from harmful portion of the rays of the sun, thus helping in preservation life of the planet. He also inaugurated the 49th issue of ENVIS Newsletter on "Solid Waste Management". 8

On this occasion a brief presentation on Ozone Day was given by Sri Pravat Mohan Dash, Programme Officer, ENVIS, followed by video clips on Ozone Layer Protection and Climate Change. Mr. Pravat Mohan Dash, Programme Officer, ENVIS; Sri Prashanta Kumar Nayak, Information Officer, ENVIS; Dr. Gunanidhi Sahoo, HOD, PG Dept. of Zoology; Dr. Chinmay Pradhan, Head, PG Dept of Botany; Dr. Sabuj Sahoo, Head PG Dept. of Biotechnology have effectively coordinated this programme. 9
10 World Ozone Day September 16, 2017 AWARENESS PROGRAMMES AT PURI ON Odisha State Pollution Control Board, Bhubaneswar observed International Day for the Preservation of Ozone Layer and Coastal Clean-up Day on 16th September 2017 at 7.00 A.M. in Puri Sea Beach in collaboration with Centre for Environmental Studies, Bhubaneswar to sensitize the students on importance of these days. At first, students cleaned Puri Sea Beach from Digabareni Chawk to Chaitanya Chawk. Then an awareness rally from Chaitanya Chawk to Town Hall was oraganised from 8.00 am to 9:00 am in which above 800 eco-club students participated from different schools along with their guide teachers. The Rally was flagged off by the Hon'ble Guests. The objective of this rally is to spread message of the protection of Ozone layer and management of coastal environment among the general public. Then a State level awareness meeting was organized at 9.00 am at Town Hall, Puri on the occasion of World ozone Day and Coastal Clean-up Day. Sahoo, Sr. Environmental Engineer, OSPCB; Dr. Hadibandhu Panigrahy, Regional Officer, OSPCB, Bhubaneswar; Shri Dillip Srichandan, President, Prerana; Shri Jagannnath Bastia, President, Beach Protection Council, Odisha and many more guests addressed in this meeting. 10

12 World Ozone Day September 16, 2017 AWARENESS PROGRAMMES AT CAPITAL HIGH SCHOOL, BBSR ON Centre for Environmental Studies organized awareness programmes to commemorate the Ozone Day and to sensitize the students on importance of preserving Ozone Layer in collaboration State Pollution Control Board, Bhubaneswar at Capital High School, Unit-III, Bhubaneswar on 16th September A large number of Bhubaneswar based Eco-club students and teachers attended in this programme. Shri Debidutta Biswal, IFS, Member Secretary, State Pollution Control Board, Odisha; Dr. Ashutosh Debata, Director, Centre for Environmental Studies; Dr. A. K. Gupta, Joint Director (S), MoEF&CC, Eastern Regional Office, Bhubaneswar; Shri Brundaban Satpathy, District Education Officer, Khurda; Dr. Dillip Kumar Behera, Sr. Env. Scientist, State Pollution Control Board, Odisha; Shri Pravat Mohan Dash, Programme Officer, Centre for Environmental Studies and Mrs. Sonamika Ray, Head Mistress, Capital High School, Bhubaneswar addressed to students. A Poster Exhibition on "Preservation of Ozone Layer" was displayed by the students of different Eco-club schools. Students were interacted with the Speakers about the Ozone Layer. After understanding about the Ozone Layer, many students told on "Protection of Ozone Layer" to the other students. During the meeting, presentation on the implementation of the Montreal Protocol in India and impact of Ozone was given by Dr. A. K. Gupta. Dr. Dillip Kumar Behera, Sr. Env. Scientist, State Pollution Control Board, Odisha; Sri Pravat Mohan Dash, Programme Officer and Sri Prashanta Kumar Nayak, Information Officer have effectively coordinated this programme. 12

14 World Ozone Day September 16, 2017 AWARD CEREMONY-CUM-AWARENESS PROGRAMME AT RMNH, BHUBANESWAR ON Eastern Regional Office of Ministry of Environment, Forest & Climate Change, Govt. of India, Bhubaneswar organized award ceremony-cum-awareness programme in collaboration with Centre for Environmental Studies, Bhubaneswar on 16th September 2017 at Regional Museum of Natural History (RMNH), Bhubaneswar to sensitize the students on importance of preserving Ozone Layer. Drawing & Painting competition and Slogan Writing competition was organised in Eco-clubs of all 30 districts of Odisha from to by Centre for Environmental Studies, Bhubaneswar. Many students from different eco-club schools participated in this competition held in their respective schools. They have also conducted rally and awareness meeting on importance of preserving Ozone Layer. Out of this, best following 5 students scoring highest marks were selected to receive the awards. 26 World Ozone Day September 16, 2017 STEPS FORWARD 1. (a) The CFC is 5% every year causing enhanced trapping of infra red radiation resulting global warming effect. Thereby it results doubling of CO2 by the year 2075 even as early as 2030 i.e. within youthful age group of present student population. (b) So, we should also have a planned switch over to non-cfc electrical & electronic gadgets to prevent any such depletion further. 2. (a) There are very limited studies in India on Ozone levels since the depletion of tropospheric O3 layer is not yet known to affect the South Asia region in the immediate time scale especially in the month of October. (b) So, further research is to be done over maximum depletion of Ozone (O3) in the month of October compare to other months in a year. 3. Steps are to be deduced on ways of reducing Green House Gas (GHS) emissions which mainly include a) The energy sector / b)transport sector / c) GHG emission However, energy sector encompasses to: introduce carbon tax on electricity generation. introduce a higher CO2 tax & retain existing energy tax on non-energy intensive industry introduce an energy tax on combined heat & power introduce measures to save electricity including standards for domestic appliances. 4. Further researches are to be conducted on the following projects a) The impact of enhanced UVB is to be quantified over % loss of Ozone for broad policy making. b) Study is to be undertaken on Response of Terrestrial plants to enhanced levels of UV-B over and above % loss of Ozone. c) Investigation is to be conducted on agricultural crops sensitive & tolerance to UV-B. d) To find out effect of increased UV-B levels on forest productivity and eco-system. e) To quantity the subtle changes in plant growth induced by UV-B. f) To ascertain potential impact of increased UVB penetration into water & thus disbalancing the aquatic eco-system. g) To study the atmospheric inversion and climate change associated with O3 depletion on seasonal basis. h) To develop red mud nano water filter to protect from impact of Ozone on hydrogeology. 26
