1 CANADA PROVINCE OF QUÉBEC MRC VALLÉE-DE-LA-GATINEAU MUNICIPALITY OF KAZABAZUA Minutes - Tuesday July 2, 2013 At the regular meeting of the Council of the Municipality of Kazabazua, held on the above date at 7:40 p.m., at 26 Begley Road (Community Center), and which were present His Worship the Mayor Mr. OTAH HORA; Councillors PAMELA LACHAPELLE, ROBERT ROWAN, DENIS BÉLAIR, KEVIN MOLYNEAUX, RONALD MARENGÈRE and ROBERT BERGERON, all forming quorum under the chairmanship of the Mayor. The Director General / Secretary-Treasurer PIERRE VAILLANCOURT is also present. Councillor Pamela Lachapelle is against and explains why Advertising under social activities in the journal The Gatineau under Municipality of Kazabazua That Council authorize the organizations that want to advertise in The Social Book of the newspaper La Gatineau under Kazabazua approach the Director General 612

4 ALSO all activities placed in the social book of the newspaper La Gatineau is free of charge and is advertised under the name of the municipality where the activities are held and this will be the responsibility of organizations to apply. It's free For activities that take place in the municipality of Kazabazua and listed in the calendar of the Municipality of Kazabazua must apply and obtain permission (this can be done by return ) for publication in the "Social activities of kazabazua " Add the Cultural, Social Association and the Golden Age of Kazabazua on the website of the Municipality That Council appoints the Director General to include on the website of the Municipality the Cultural, Social and Golden Age Association of Kazabazua and add a link to the activities in Kazabazua Rental of Privies - Canada Day. Seconded by Councillor Ronald Marengère THAT Council authorizes the rental of three portable privies for the Canada Day celebration and pays the expense Post for Laborer / Truck Driver Seconded by Councillor Ronald Marengère THAT council mandates the director general to post for a Laborer / Truck Driver, class 3 driver s licence, a part-time position and on call. PUBLIC SECURITY Fire Service Payroll It was moved by Councillor Pamela Lachapelle Seconded by Councillor Robert Bergeron That the amount of $ 5, for the Fire Service payroll be paid. TRANSPORT Expenditure commitment for the Range 8 road Grading Request Seconded by Councillor Robert Bergeron THAT council commits the work to be done on Range 8 road as per the TECQ programming modification, to have the material analysed and that it meets the MG- 20 and MG-56 according to the By-Law number of the municipality up to a total amount of $ 60,000. THAT council accepts the request for grading the road at address 1002 Route 105, if the road is a private road it will be done at no charge according to the resolution adopted by the municipality, if the road is a private entrance he will be charged $ per hour according to the resolution adopted by the municipality. 613

5 ENVIRONMENTAL HYGIENE & SANITATION HEALTH AND WELFARE LAND USE PLANNING AND DEVELOPMENT Provision of equipment or materials supply contract - Municipal Garage WHEREAS WHEREAS WHEREAS Council mandated the Director General to seek a written invitation request from 3 suppliers ($ to $ 99,999.99) for a price on a steel garage, 50 feet by 80 feet with 3 door openings; the Quebec Municipal Infrastructure Program, Part 5 - Repairs and construction of municipal infrastructure (RECIM); municipal and community infrastructure projects are available; THEREFORE, it is proposed by Councillor Denis Bélair, Seconded by Councillor Kevin Molyneaux and unanimously resolved that the Director General applies for a project for the Municipal Garage, the Municipal Office and the Community Center Service Offer Coopérative Solution Nature THAT council accepts the offer as presented in the Documents presented to council for the meeting which reads as follows: The mandate is to conduct an ecological study of the banks of the gatineau river and a request for a certificate of authorization from the MDDEFP on lots 34, 35 a and b, 36 a and b and 37, located at the Aylwin Village in Kazabazua,to do this, the team from Coopérative Solution Nature will follow the following methodology: FIELDWORK: collection and compilation of data o general description of the site, the allocation of land and its use o description of soil, topography and drainage, presence of erosion o inventory o floristic inventory wildlife o inventory of flora and fauna precarious o delimitation of the natural high water EDITORIAL: ecological study o evaluation of the aforementioned elements of the ecological value o description of impacts and recommendations o application for a certificate of authorization from the mddefp o mapping descriptive study site boundary and the shoreline SCHEDULE AND COST The completion of the work will begin the week of July 15, 2013 and the filing of the report will be accomplished during the week of septembre 15, Coopérative Solution Nature offers its professional and technical services for the completion of an ecological study of the banks of the Gatineau River and a request for a certificate of authorization from the MDDEFP on lots 34, 35 A and B, 36 A and B and 37, located east of Aylwin Village in Kazabazua for the lump sum of $ 3,900 (plus tax). This offer includes the costs of labor, travel expenses, as well as technical equipment. The fees charged shall be payable as follows *: The balance upon delivery of the report, or $ 4, * A fee of 1.5% will be applied monthly after 30 days of the invoice date. ** Please note that the final report could include a delay due to waiting for information from the municipality, the Ministry of Sustainable Development, Environment, Wildlife and Park or the Ministry of Natural Resources. RECREATION AND CULTURE 7.1 Library Clarification 614

6 Councillor Pamela Lachapelle asks Councillor Robert Bergeron on the posting of the rental rates at the Library that contradicts with the Rental rates for community Centre / Chalet adopted by resolution number , and asks to be removed from the library walls Soccer Vallée-de-la-Gatineau Seconded by Councillor Ronald Marengère THAT council donates $ 100 to the Soccer Vallée-de-la-Gatineau GAD Tournament (Golf, Art et Diner) Golf Mont Ste-Marie THAT council authorizes the Mayor and escort to attend the supper for the GAD Tournament (Golf, Art and Diner) Golf Mont Ste-Marie on August 17, 2013 and authorizes the expense of $ 60 plus km Prefect Golf Tournament Seconded by Councillor Robert Bergeron THAT council authorizes the Mayor to attend the supper for the 2013 Prefect Golf Tournament on July 10, 2013 and authorizes the expense of $ 45 plus km. 7.5 Le Terrier Camp Seconded by THAT council accepts the offer from Le Terrier Camp for a total amount of $ 2,000 per year to be paid to the agency by the municipality. Vote is asked Yes = Robert Bergeron No = all Councillors present MISCELLANEOUS NOT 8.1 Beaconing of the river that we have toured the MRCVG officials to ask them to assume financial liability associated with the annual lighting of the River above the dam Paugan; that the required amount is $ 5,000 plus tax for the placement, removal and storage of tags; that Richard St-Jacques handles the project from the beginning and we are happy to continue with it; that we have no positive response from the MRCVG; that we will be assuming the costs of the project; that a contribution of $ 1,000 from each municipalities of Denholm, Bouchette, Kazabazua, Gracefield and Lac Sainte- Marie to ensure the well-being of children and adults who rejoice in our river during the summer; that we are expecting over 4,000 young adults Moot 2013 and some of them participate in the cleaning of islands and along the river during their stay in the area; THEREFORE it is proposed by Councillor Robert Bergeron, seconded by Councillor that council participates in this project of Beaconing the River for a total amount of $ 1,000 which represents $ 500 now and the balance in the fall.
