ADOPTION OF THE AGENDA AND INTRODUCTION OF LATE ITEMS: 1. Adoption of Regular Council Meeting agenda held September 19, 2017 Res # Moved by Councillor Blackwell/Seconded by Councillor Greffard: That Council approve the Agenda and late items agenda for the September 19, 2017 Regular Council Meeting. Minutes of Regular Council Meeting held September 5, 2017 Res # Moved by Councillor Greffard/Seconded by Councillor Blackwell: That the minutes of the Regular Council meeting held September 19, 2017 be adopted. PRESENTATIONS: 1. Acting Mayor Heisterman presented Joanna Hurst, of Yellowhead Community Services with a $500 cheque for "Raise the Reader Program" from the funds raised through the Book Sale funds collected at the municipal hall. Economic Development - Councillor Blackwell Next meeting November 7, 2017 at 1 :00pm Res # Moved by Councillor Greffard/Seconded by Councillor Banford: That Council approves the "Shop Local" campaign for the 2017 holiday season to be managed by the District; and That an amount of $1,500. be provided for "Shop Local Dollars" as prize money to be divided into 3 prizes consisting of 1 st prize at $750; 2 nd prize at $500; and 3 rd prize at $250; and That the funds required to offset the participation revenues be expended from the 2017 Economic Development Budget. 2. Tourism Wells Gray - Councillor Heisterman Hosting a TOT A Fam tour from Germany is scheduled for one week Fall marketing and events posting on website 2. Chamber of Commerce - Councillor Kjenstad (absent) No report 3. Wells Gray Community Forest (2010) Society - Councillor Kjenstad (absent) No report STAFF REPORTS: 1. Leslie Groulx, Chief Administrative Officer, reported out of In-Camera from August 22, 2017 Res#I C That Council rescind Resolution IC# whereby a contribution of $10,000 per year, to a maximum of three (3) years, to support a not-for-profit affordable housing project located at District Lot 73, Lot 1, Plan EPP20233, with funds to be allocated from the Economic Development Reserve Fund (NTEDS) was made. Carried Unanimously Res#IC That Council rescind Res#IC-039 whereby Council approved preparation of a Tax Exemption Bylaw to provide 80% exemption to lands and improvements located at DL 73, Lot 1, PL EPP20233 from property taxation for a period of four years to expire in 2020; and That Council direct staff to prepare a Tax Exemption Bylaw to provide 100% exemption for property taxation specific to the affordable housing portion of the lands and improvements located at DL 73, Lot 1, PL EPP20233, and That any square footage leased for the purposes other than affordable housing be excluded from the tax exemption bylaw, and That the said property tax exemption be for a period of ten (10) years starting in Carried Unanimously Res#IC That Council approves entering into Statutory Right of Way with property owner at DL 2905, Lot 1, Plan 8690 under the condition that no trail construction takes place on the water line right of way specific to the location required from property owner, this in agreement will in no way impede the District from trail construction along the highway right of way in this location. Leslie Groulx, Chief Administrative Officer re: Signing Authority for Director of Finance Res RC# Moved by Councillor GreffardlSeconded by Councillor Sim That Janice Aver be removed as signing authority for the District of Clearwater; and That Roxanne Shepherd, Director of Finance be appointed as a signing authority for the District of Clearwater.

Roxanne Shepherd, Director of Finance; re : Places of Worship Permissive Tax Exemption Res RC# Moved by Councillor Blackwell/Seconded by Councillor Sanford That Council accept the proposed Permissive Tax Exemptions Bylaw for Places of Worship as presented, and complete the first three readings of Bylaw No. 170, 2017 Permissive Tax Exemption for Places of Worship; and That staff be directed to advertise the proposed Permissive Tax Exemptions for Places of Worship in two editions of the local newspaper to fulfill the District's requirements to notify the public and request public input on the proposed Permissive Tax Exemptions. Carried unanimously 5. Roxanne Shepherd, Director of Finance; re: Affordable Housing Permissive Tax Exemption Res RC# Moved by Councillor Greffard/Seconded by Councillor Sanford That Council accept the proposed Permissive Tax Exemption for Affordable Housing as presented, and complete the first three readings of the bylaw; and That Council instruct Staff to advertise the proposed Permissive Tax Exemption for Affordable Housing in two editions of the local newspaper to fulfill the District's requirements to notify the public and request public input on the proposed Permissive Tax Exemptions; and That Council considers a 100% exemption for next year once the project is complete; and That Council requests a meeting with the entire Board of Yellowhead Community Services to discuss the project in its entirety. Leslie Groulx, Chief Administrative Officer; re : Appointment of Pat Ellis, of K9 Control - Dog Control and Pound Keeper Services as the District of Clearwater Animal Control Officer Res RC# Moved by Councillor Greffard/Seconded by Councillor Sim That Council appoint Pat Ellis, of K9 Control - Dog Control and Pound Keeper Services as the District's Animal Control Officer as requirement under Bylaw No. 148, 2016, A Bylaw to Regulate and Control Animals; and That a retainer of $500/month be allocated from the Bylaw Enforcement Budget and that the contract be reviewed on an annual basis. Carried Unanimously BYLAWS: 1. Bylaw 168, 2017, A Bylaw to Regulate Servicing of Subdivision and Developments Res # Moved by Councillor Blackwell/Seconded by Councillor Greffard: That District of Clearwater Bylaw No. 168, 2017, A Bylaw to Regulate Servicing of Subdivisions and Development be adopted. Opposed - Councillor Banford, Greffard, & Sim, Acting Mayor Heisterman Defeated Council requested that bring back gain a legal review of Schedule C - Section 3.09 c) and 3.11 with regards to how this will affect private well owners and bring back to October 3 rd, meeting.

Bylaw 170, 2017, A Bylaw to Regulate Permissive Tax Exemptions for Paces of Worship Res # Moved by Councillor Blackwell/Seconded by Councillor Sim: That District of Clearwater Bylaw No. 170, 2017, A Bylaw to Regulate Permissive Tax Exemptions for Places of Worship be read for a first time. Res # Moved by Councillor Blackwell/Seconded by Councillor Greffard: That District of Clearwater Bylaw No. 170, 2017, A Bylaw to Regulate Permissive Tax Exemptions for Places of Worship be read for a second and third time. 3. Bylaw 171, 2017, A Bylaw to Regulate Permissive Tax Exemptions for Non-Profits (Yellowhead Community Services affordable housing) Res # Moved by Councillor Blackwell/Seconded by Councillor Greffard: That District of Clearwater Bylaw No. 171, 2017, A Bylaw to Regulate Permissive Tax Exemptions for Affordable Housing be read for a first time. Tina Matthews, SRG Business Administrator, Simpcw Resources Group; re: Sponsorship/ Donation to SRG Golf Tournament Sept 22, 2017; dated: September 8, 2017 Res # Moved by Councillor Blackwell/Seconded by Councillor Banford: That Council approve $200 (Silver) to sponsor a Tee-Box at the 2 nd Annual SRG Fundraiser Golf Tournament with proceeds going towards and indigenous youth training and employment scholarship; and That the expenditure is funded from the 2017 Grant In Aid budget. Council is encouraged to participant in the event on September 22, 2017 NOTICE OF MOTION:

Tara Faganello, Assistant Deputy Minister, Local Government Division, Ministry of Municipal Affairs and Housing / Gary Macisaac, Executive Director, Union of BC Municipalities; re : Climate Leader for BC Climate Action Community 2016; dated September 1, 2017 District of Clearwater has been recognized and awarded Level 3 - "Accelerating progress on Charter Commitments" for Councillor Sim requested clarification on the posted Speed Zone at Dutch Lake Beach, noting it was expected to be changed for September 15 th with the 30km taken down for the winter season. 3. Councillor Sim enquired if staff could post the correct recycling information on the District's website and facebook page. 4. Councillor Sim reminded Council that the Dan Coleman Cross Country Relay Staff were requested to provide pi Ions INFORMATION ITEMS: 1.
