4 A. Introduction A.1 Project Overview Hennepin County is planning the reconstruction of County State Aid Highway (CSAH) 81 from 63rd Avenue North to 73rd Avenue North in Brooklyn Park, Minnesota. A Project figure is attached. In general, the project will reconstruct CSAH 81 to be a six-lane urban section with curb and gutter. In addition to the roadway reconstruction, the construction of two stormwater ponds is planned. Select project design sheets are included as Figure 2. The attached Hennepin County Roadway Construction Contingency Plan (CCP) provides a description of the methods that will be used to identify, evaluate and manage unexpected contamination, if encountered on county-wide roadway projects. A.2 Project Location The project area consists of a proposed 1-mile portion of CSAH 81 from approximately 200 feet north of 65 th Avenue North to 73 rd Avenue North in Brooklyn Park, Minnesota. The project is located in a commercial and residential area of Brooklyn Park. Surrounding land use is varied and includes residential, commercial, and light industrial. A Project figure is attached. A.3 Proposed Construction The project will include the removal of the existing roadway pavement and base, reconstruction of the roadway, construction of curbs, gutters, and median walls. The project will also include utility relocations and the construction of a stormwater holding pond and an infiltration pond. Excavations up to approximately 12 below ground surface (bgs) are anticipated for utility relocations. Previous Environmental Assessments B Phase I Environmental Site Assessment In 2002, DPRA Incorporated (DPRA) completed a Phase I Environmental Site Assessment (ESA) for a 7.8 mile corridor which included the current Project Corridor. Phase I Environmental Site Assessment Report, CSAH 81, Xerxes Avenue to 85th Avenue North, Minneapolis, Robbinsdale, Crystal, and Maple Grove, Minnesota; prepared by DPRA Incorporated, dated June 17, The purpose of the 2002 Phase I ESA was to identify potential sources of contamination that could impact the project corridor. The Phase I ESA ranked sites along the roadway for their potential to impact subsurface conditions. The Phase I ESA recommended that additional evaluation be conducted at 40 sites that were identified as high potential for contamination sites.

6 Project Description CSAH 81 Reconstruction Project December 2, 2015 Page 3 B Environmental Investigation In 2003, following the completion of the Phase I ESA, Braun Intertec was contracted by Hennepin County to screen 112 soil borings along the 7.8 mile corridor concurrent with a geotechnical evaluation (hereafter referred to as the environmental investigation). The results of this environmental investigation were documented in the following report: Results for Environmental Screening of Soil Borings for Hennepin County Environmental Services, County Road 81, Hennepin County, Minnesota; prepared by Braun Intertec, project number CMXX , dated August 6, Of the 112 borings completed during the 2003 environmental screening, 13 of the borings were specifically located for environmental purposes to evaluate nearby potential contaminant sources. Each environmental boring was advanced to a depth of 12 feet bgs and was located in the right-of-way as access to private property was not obtained. Only near surface soil impacts likely to be encountered during reconstruction of CSAH 81 were evaluated at the time of the environmental investigation, as only shallow reconstruction of the roadbed was anticipated. Locations of previous soil borings completed within the current Project area are depicted on the attached figure. During the environmental investigation, elevated photoionization detector (PID) headspace readings ranging from 2.3 parts per million (ppm) to 56.9 ppm were observed in 15 of the 112 borings at depths ranging from 1 to 2.5 feet bgs. These borings were located throughout the 7.8 mile corridor. Only one of the previous borings exhibiting elevated PID headspace readings; B-84, was advanced in the vicinity of the current Project Corridor. An elevated PID reading of 5.0 ppm was observed in the soil grab sample collected from the 2.5 feet bgs interval from Soil Boring B-84. No additional elevated readings were recorded from this location. The depths where the elevated PID readings were observed were within the 1 to 2.5 feet bgs interval and appear to correspond to a layer of silty sand that was underlying the bituminous. It appeared that the silty sand was treated with tack oil or bituminous treated base (BTB) as part of the construction of the existing bituminous pavement. Analytical testing of this material indicated that petroleum related volatile organic compounds (VOCs) were present at concentrations less than the Minnesota Pollution Control Agency (MPCA) Residential Soil Reference Values (SRVs) and Soil Leaching Values (SLVs) and that diesel range organics (DRO) were present at a concentration of up to 77 milligrams per kilogram (mg/kg). Based on our review of this previous reports, the potential exists that the soils disturbed during planned construction within the current Project Corridor may be impacted from previous area use as well as the

7 Project Description CSAH 81 Reconstruction Project December 2, 2015 Page 3 historical use of tack oil or BTB during the removal of the existing bituminous pavement. Soils and/or associated granular materials treated with bituminous, tack oil or other asphalt/bitumen type material may be recycled and reused on the Project as road material or road base immediately under the pavement surface in accordance with the MPCA Standing BUD, which states that the end user of this material can do so without contacting the agency. Specifically, the Standing BUD states reuse of; Salvaged bituminous when used as a substitute for conventional aggregate in accordance with Minnesota Department of Transportation Standard Specifications for Construction 2000 Edition, A2. If reuse of this material can not be accomplished in accordance with the MPCA Standing BUD, Hennepin County should be contacted to determine appropriate reuse or disposal options. B Additional Environmental Investigation In 2014, following a design change to the project, Braun Intertec was contracted by Hennepin County to complete additional environmental screening and sampling within the corridor concurrently with a geotechnical evaluation (hereafter referred to as the additional environmental investigation). The additional environmental investigation included screening eight select soil borings for the presence of organic vapors and other indications of contamination and the collection of one soil sample and three groundwater samples for chemical analyses. The results of this additional environmental investigation were documented in the following report: Environmental Screening and Sampling, County Road 81 Reconstruction, 63rd Avenue North to 73rd Avenue North, Brooklyn Park, Minnesota, Hennepin County Project 0119; prepared by Braun Intertec, project number BL A, dated February 26, Results of this additional environmental investigation indicated fill soils with debris in the location of an infiltration pond planned at that time along the northern portion of CSAH 81. Note that this pond has since been eliminated from the project. Laboratory analysis of the corresponding soil sample did not indicate contaminant concentrations above regulatory thresholds. In addition, groundwater samples collected from two of the planned stormwater pond locations exhibited elevated DRO concentrations relative to surface water standards. Due to the presence of debris, it was recommended that an environmental consultant be present during construction if solid waste is to be excavated and handled to assess for any changes in the material disposition (i.e. evidence of suspect asbestos). If construction dewatering is anticipated during construction, a Metropolitan Council Environmental Service (MCES) permit or National Pollution Discharge Elimination System (NPDES) State Disposal System (SDS) permit may be required prior to

Furthermore, it was recommended that at a minimum, Hennepin County prepare a CCP to outline environmental protocols in the event that additional or unidentified impacts are encountered during construction. B Additional Environmental Investigation Due to a project design change adding an infiltration pond to the west of CSAH 81 and south of 70 th Avenue North, additional environmental investigation work is currently underway. The results of the additional investigation will be summarized in an addendum to the 2014 Environmental Screening and Sampling report. C. Schedule Bidding for the CSAH 81 Reconstruction project is anticipated for December 2015 with construction to follow in D. Standard of Care In performing its services, Braun Intertec used that degree of care and skill ordinarily exercised under similar circumstances by reputable members of its profession currently practicing in the same locality.
