9 Clean Water Act Anti-degradation Requires States to: Requirements protect existing uses and the water quality necessary to support those uses protect high water quality (WQ that is better than what is necessary to support fish, wildlife and recreation), and requires maintenance and protection of outstanding value resource waters

13 Zumbro River Watershed WRAPS Process WRAPS Statute 114D.26 Subd. 1, (1) WRAPS shall identify impaired waters and waters in need of protection. Subd. 1, (2) WRAPS shall identify biotic stressors causing impairments or threats to water quality. WRAPS Statute 114D.26 Subd. 1, (4) and (5) WRAPS shall identify point sources of pollution for which an NPDES permit is required and identify nonpoint sources of pollution for which an NPDES permit is not required, with sufficient specificity to prioritize and geographically locate watershed restoration and protection actions. WRAPS Statute 114D.26 per 114D.26, Subd. 1, (3) and (6), WRAPS shall summarize watershed modeling outputs and resulting pollution load allocations, wasteload allocations, and priority areas for targeting actions to improve water quality and describe the current pollution loading and load reduction needed for each source or source category to meet water quality standards and goals, including wasteload and load allocations from TMDL's. 17 Progression of problems to solutions: What are the water quality problems? Where are the water pollution problems? What are water quality goals that need to be met? How much pollutant reduction or protection is needed to meet the goals? Which BMPs and and other changes are needed to meet water quality goals? Where are the priority geographic areas? How much are the changes going cost?
