Welcome to Round 3 of the Zumbro River WRAPS Meetings Held in Theilman, Oronoco, and Rochester on November 15 and 16, 2016

Round 3 Lobe Meeting Overview Protection component of the WRAPS: Fully supporting waters for their designated uses Drinking water for municipalities Protection efforts from DNR: Watershed Health Assessments Geomorphology and habitat improvement work Water appropriation permitting Wildlife Management Areas impact on water quality Review what has been accomplished in the Zumbro River Watershed (ZRW) WRAPS process and what is left to do Update on prioritization products from N/P BMP Tool and Zonation In-depth application phosphorus and nitrogen BMP Tool at the watershed wide and lobe scale Zonation values-based model results. Synthesize model results with knowledge and experience of participants interested in and informed about water resources within the Zumbro River Watershed

Clean Water Act Anti-degradation Requires States to: Requirements protect existing uses and the water quality necessary to support those uses protect high water quality (WQ that is better than what is necessary to support fish, wildlife and recreation), and requires maintenance and protection of outstanding value resource waters

WRAPS Protection Information Useful to Local Units of Government Help with prioritization for Clean Water Funding Help setting protection goals for unimpaired waters Consideration of other water values e.g., economic value, aesthetics or tourism State guidance re: land use & shore land zoning info that can effectively support protection goals

Watershed Approach in the Zumbro River Watershed Research and Special Studies MPCA and other entities Monitoring and Assessment Report MPCA Stream Biota Stressor Report MPCA HSPF Modeling: Base conditions and Management Scenarios Turbidity, phosphorus, bacteria, and other TMDLs Watershed Report (WRAPS) Informs a Zumbro River Comprehensive Watershed Management Plan (1W1P) authored by Zumbro Watershed Partnership and partners

Zumbro River Watershed WRAPS Process WRAPS Statute 114D.26 Subd. 1, (1) WRAPS shall identify impaired waters and waters in need of protection. Subd. 1, (2) WRAPS shall identify biotic stressors causing impairments or threats to water quality. ZRW WRAPS Activity March 2016 Kickoff Meeting: Monitoring and Assessment Report Biological Stressor Identification Report June Lobe Meetings Summaries of impaired waters and biologically stressed waters

Zumbro River Watershed WRAPS Process cont. WRAPS Statute 114D.26 Subd. 1, (4) and (5) WRAPS shall identify point sources of pollution for which an NPDES permit is required and identify nonpoint sources of pollution for which an NPDES permit is not required, with sufficient specificity to prioritize and geographically locate watershed restoration and protection actions. ZRW WRAPS Activity Point Source: HSPF point modeling base conditions scenarios June, 2016 Lobe meeting with City of Rochester storm water and wastewater emphasis Nonpoint Source: HSPF nonpoint source base conditions August Lobe Meetings reviewed and elicited feedback on N, P, sediment sources N/P BMP Tool exercise in September Lobe Meetings

Zumbro River Watershed WRAPS Process cont. WRAPS Statute 114D.26 per 114D.26, Subd. 1, (3) and (6), WRAPS shall summarize watershed modeling outputs and resulting pollution load allocations, wasteload allocations, and priority areas for targeting actions to improve water quality and describe the current pollution loading and load reduction needed for each source or source category to meet water quality standards and goals, including wasteload and load allocations from TMDL's. ZRW WRAPS Activity HSPF point and nonpoint sources scenarios Water quality attainment goals from MN NRS Nutrient reduction goals discussion and introduced N/P BMP Tool at Lobe Meetings August 2016 Met individually with staff of Dodge, Goodhue, Olmsted, and Wabasha

Zumbro River Watershed WRAPS Process cont. WRAPS Statute 114D.26 Subd. 1, (8) WRAPS shall contain an implementation table of strategies and actions that are capable of cumulatively achieving needed pollution load reductions for point and nonpoint sources, ZRW WRAPS Activity Work in progress

Progression of problems to solutions: What are the water quality problems? Where are the water pollution problems? What are water quality goals that need to be met? How much pollutant reduction or protection is needed to meet the goals? Which BMPs and and other changes are needed to meet water quality goals? Where are the priority geographic areas? How much are the changes going cost?
