1 Statistični letopis Republike Slovenije 2013 Statistical Yearbook of the Republic of Slovenia OKOLJE ENVIRONMENT Okolje Environment 29 METODOLOŠKA POJASNILA ZRAK Viri in metode zbiranja podatkov Emisije toplogrednih plinov Potreba po standardni metodologiji za spremljanje emisij toplogrednih plinov je bila izražena na Drugi konferenci o podnebju v Ženevi leta 1990 in leta 1991, ko je bila na petem Medvladnem posvetovanju o podnebnih spremembah (Intergovernmental Panel on Climate Change IPCC) v Parizu sprejeta metodologija, ki je zdaj izhodišče za izdelavo nacionalnih evidenc in inventarjev toplogrednih plinov. V evidencah za Slovenijo je uporabljena metodološka različica iz leta 1996 (Intergovernmental Panel on Climate Change: Greenhouse Gas Inventory Reference Manual, UNEP-OECD-IEA-IPCC, Bracknell 1996); ta obravnava v določenih delih tudi emisije neposrednih toplogrednih plinov, ki jih zajema Kjotski protokol. Predpisane enotne metode v navodilih za izdelavo inventarja toplogrednih plinov naj bi omogočile enoten okvir poročanja in s tem zagotovile primerljivost podatkov, zbranih v različnih državah. Omenjena navodila so glede na kategorije virov onesnaževanja razdeljena na sedem področij: energetika, industrijski procesi, raba topil in drugih izdelkov, kmetijstvo, raba zemljišč, sprememba rabe zemljišč in gozdarstvo, odpadki ter drugo. Navodila za izračun emisij CO 2 so predpisana za skoraj vse dejavnosti, za ostale pline pa samo za najpomembnejše vire. Osnovna metoda izračunavanja emisij je povezana z vsakim posameznim procesom in zahteva podatke o količini v posamezni dejavnosti proizvedenega ali porabljenega proizvoda v emisijskih koeficientih, ki so dani na enoto porabe ali proizvodnje. Objavljeni podatki so rezultat državne evidence toplogrednih plinov, izračunane na Ministrstvu za kmetijstvo in okolje - Agenciji RS za okolje in so povzeti iz UNFCCC GHG Report Podatki o ozonu škodljivih snoveh Glede na Uredbo (ES) ŠT. 2037/2000 Evropskega parlamenta in sveta se podatki zbirajo pri Komisiji za ozonu škodljive snovi v Bruslju ( Objavljanje METHODOLOGICAL EXPLANATIONS AIR Sources and methods of data collection Greenhouse gas emissions At the Second World Climate Conference in Geneva in 1990 the need for the standard methodology for following the greenhouse gas emissions was emphasised. The methodology was adopted in Paris in 1991 at the fifth conference of the Intergovernmental Panel on Climate Change (IPCC). The adopted methodology is the key document for calculating the national records and inventories for greenhouse gases. For calculating the Slovenian version of the inventory, the methodological version from 1996, which includes also greenhouse gases according to the Kyoto protocol, was taken into account (Intergovernmental Panel on Climate Change: Greenhouse Gas Inventory Reference Manual, UNEP-OECD-IEA-IPCC, Bracknell 1996). The common methodology for calculating the greenhouse gas emissions provides the common frame and comparable data among the reporting countries. According to the categories of sources, there are seven fields of observation: energy, industrial processes, solvent and other product use, agriculture, land use change forestry, and and other. The guidelines for the CO 2 emission calculation are obligatory for almost all fields of activity, for other gasses only for the most important sources. The basic method for emission calculation requires the information for each process according to the produced quantity or used material in the specific field of activity and emission coefficient per unit in the production process. The published data are the result of the national inventory of greenhouse gas emissions, calculated by the Ministry of Agriculture and the Environment, Environmental Agency of the Republic of Slovenia, and are published in UNFCCC GHG Report Data on ozone depleting substances Under Regulation EC 2037/2000 data are collected by the Commission on ozone harmful substances in Brussels ( Publishing Letno: Prva statistična objava. Environment Slovenija v številkah Slovenia in Figures Statistični letopis Republike Slovenije Statistical Yearbook of the Republic of Slovenia Podatkovni portal SI-STAT SI-STAT Data Portal VODA Viri in metode zbiranja podatkov Podatke o vodnem gospodarstvu zbiramo z letnimi poročili, ki nam jih pošiljajo podjetja in organizacije iz predelovalnih dejavnosti, rudarstva, kmetijstva in ribištva, gozdarstva, gradbeništva, vodnega gospodarstva in komunalne dejavnosti, ki upravljajo javno kanalizacijo. Leta 2013 je Statistični urad RS začel podatke za raziskovanje o javnem vodovodu podatkov prevzemati iz administrativnega vira Ministrstva za kmetijstvo in okolje. Osnova za vse podatke so meritve z vodomeri, ki so nameščeni na vodnih virih in proizvodnih napravah. Kjer vodomerov ni, so količine zajete vode ocenjene na podlagi normativov za določeno panogo dejavnosti, na osnovi glavnega projekta, obratovalnega časa in zmogljivosti črpalk ali na podlagi strokovne ocene. WATER Sources and methods of data collection Data on water management are collected from the annual reports forwarded by enterprises and organizations from the fields of manufacturing, mining and electricity supply, agriculture and fishing, forestry and hunting, construction and demolition, water management and community service, which manage public sewage. In 2013, the Statistical Office of the Republic of Slovenia began collecting data for the survey on public water supply from administrative sources of the Ministry of Agriculture and the Environment. All data are entered on the basis of measurements made with water gauges placed in water resources and production installations. If there is no water gauge, the quantities of collected water are estimated on the basis of the norms for a given branch of activity, main project, operating times and pumping station capacity, or on the basis of an expert estimate. 473

Seznam upravljavcev namakalnih sistemov se dopolnjuje s podatki Ministrstva za kmetijstvo in okolje in Agencije RS za okolje. Zajetje in uporabljene klasifikacije Podatke o javnem vodovodu in javni kanalizaciji nam pošiljajo podjetja in druge organizacije, odgovorne za upravljanje javnih vodovodov in javnih kanalizacij. Javni vodovodni sistem zagotavlja povprečno vsaj 10 m 3 vode na dan ali oskrbuje vsaj 50 oseb. Javna kanalizacija zajema čistilne naprave z zmogljivostjo več kot 50 PE (populacijskih enot). Podatke o javnem vodovodu in javni kanalizaciji spremljamo po povodjih in po porečjih. Podatke o izkoriščanju voda v rudarstvu, predelovalnih dejavnosti, oskrbi z električno energijo in oskrbi z vodo nam sporočajo vsi poslovni subjekti, ki so po Standardni klasifikaciji dejavnosti iz leta 2008 razvrščeni v področja dejavnosti B rudarstvo, C predelovalne dejavnosti, D oskrba z električno energijo, plinom in paro, oskrba z vodo; E ravnanje z odplakami in odpadki; saniranje okolja in so v letu poročanja uporabljali vodo v rudarstvu, pri oskrbi z električno energijo, pri oskrbi z vodo in v predelovalne, sanitarne ali druge namene. Data on irrigation are reported by managers of irrigation systems. The list of irrigation system managers is updated with data from the Ministry of Agriculture and the Environment and from the Environmental Agency of the Republic of Slovenia. Coverage and classifications used Data on public waterworks and public sewage systems are sent by enterprises and other organisations responsible for managing public waterworks and public sewage systems. The public water supply network provides at least 10 m 3 of water per day or supplies at least 50 people. The public sewage system covers water treatment plants with the capacity of at least 50 population units. Data on public waterworks and public sewage systems are monitored by hydrographic basins and river basins. Observation units are business entities which are according to the Standard Classification of Activities 2008 classified into sections B - Mining and quarrying, C - Manufacturing, D - Electricity, gas steam and air conditioning supply, and E - Water supply; sewerage, management and remediation,and which used water for mining and quarrying, manufacturing, electricity supply, sanitary purposes or other purposes. Povodje je območje, s katerega vse celinske vode odtekajo (preko potokov, rek ali jezer) v isto reko, ki se izliva v morje. Primarno vodovodno omrežje so cevovodi, ki potekajo od črpališč ali zajetij do sekundarnega vodovodnega omrežja in vodohramov, oziroma cevovodi med posameznimi stanovanjskimi ali drugimi območji. Sekundarno vodovodno omrežje je napeljava, ki se uporablja za neposredno priključevanje porabnikov na posameznem stanovanjskem, industrijskem ali drugem območju. Priključek na vodovodno omrežje pomeni fizični priključek porabnika na sekundarno vodovodno omrežje, in ne števila stanovanj ali števila prebivalcev, priključenih na vodovodno omrežje. Sveža voda je voda, ki je prevzeta iz virov v naravnem stanju ali pa je pred uporabo obdelana (koagulacija, filtracija, dezinfekcija). Tehnološka voda je voda, ki se uporablja v proizvodnji in drugod in ne ustreza dogovorjenim merilom o higienski neoporečnosti vode. Pitna voda je voda, ki po mikrobioloških, fizikalnih, kemičnih in radioloških lastnostih ter po vsebnosti pesticidov in bojnih strupov ustreza merilom, predpisanim v pravilniku o higienski neoporečnosti - artificial recharge: drawing of groundwater that is artificially recharged with surface water (drainage river water, pools for recharge) A river basin means the area of land from which all surface run-off flows through a series of streams, rivers and, possibly, lakes into the sea at a single river mouth, estuary or delta. A sub-basin means the area of land from which all surface run-off flows through a series of streams, rivers and, possibly, lakes into a particular point in a watercourse (normally a lake or a river confluence). The primary water supply network consists of pipelines from the pumping or drawing stations to the secondary waterworks network and pipelines between individual residential or other areas. The secondary water supply network is used for direct linking of users in an individual residential, industrial or other area. Connection to the water supply network is the physical connection of the user to the secondary water supply network and not the number of dwellings or people connected to the water supply network. Fresh water is drawn from water resources in its natural state or is processed by the usual methods (coagulation, filtration, disinfection). Technological water is used for production and other purposes and does not meet the agreed standards for cleanliness of drinking water. Drinking water must conform to regulations on the cleanliness of water in terms of microbiological, physical, chemical and radiological content, pesticides and military poisons. These regulations prescribe a 474

Higiensko neoporečna voda se uporablja za javno preskrbo prebivalstva in za proizvodnjo živil, namenjenih prodaji. Uporabljena voda zajema svežo vodo, vodo v recirkulaciji in vnovič uporabljeno vodo. Porabljena voda je tista količina vode, ki se izgubi z uparjanjem ali ki postane del proizvoda in torej ni več na voljo. Voda v recirkulaciji je letna količina vode v cirkulacijskem sistemu. Vnovič uporabljena voda je voda, ki je bila že uporabljena in brez katere bi bilo treba uporabljati dodatne količine sveže vode. Neonesnažena voda je voda, ki je primerna za vsakršno uporabo brez kakršne koli obdelave in ki med uporabo ne spremeni svojih prvotnih lastnosti. Odpadna (onesnažena) voda je voda, ki zaradi kakovosti, količine ali časa nima več neposredne vrednosti za namen, za katerega je bila uporabljena oz. proizvedena. Odpadna voda se po uporabi ali kot posledica padavin onesnažena odvaja v javno kanalizacijo ali v vode. Odpadna voda je lahko komunalna, industrijska/tehnološka ali padavinska odpadna voda. Kanalizacija je omrežje med seboj povezanih kanalskih vodov, kanalov in jarkov ter naprav za odvajanje odpadne vode iz stavb in padavinske vode s streh in z utrjenih, tlakovanih ali z drugim materialom prekritih površin. Mešani kanalizacijski sistem je sistem za skupno zbiranje in odvajanje komunalne ali/in industrijske (tehnološke) odpadne vode s padavinsko odpadno vodo. Čistilna naprava je naprava za obdelavo odpadne vode, s katero se zmanjšuje ali odpravlja onesnaženost odpadne vode. Čistilne naprave so lahko komunalne, industrijske ali neodvisne. Komunalna čistilna naprava je čistilna naprava za čiščenje komunalne odpadne vode ali za mešanico komunalne in padavinske odpadne vode. Industrijska čistilna naprava je čistilna naprava za industrijsko (tehnološko) odpadno vodo ene ali več naprav, v katerih poteka isti ali več različnih tehnoloških postopkov. Če se industrijska odpadna voda odvaja v javno kanalizacijo, je industrijska čistilna naprava namenjena predčiščenju industrijske (tehnološke) odpadne vode. Primarno čiščenje je čiščenje komunalne odpadne vode s fizikalnim in/ali kemičnim postopkom, ki vključuje usedanje trdnih delcev ali drug postopek čiščenja, pri katerem se biološka potreba po kisiku v surovi odpadni vodi, izražena kot BPK 5 (biološka potreba po kisiku po petdnevni inkubaciji), pred izpustom zmanjša za najmanj 20 %, količina neraztopljenih snovi pa se zmanjša za najmanj 50 %. Sekundarno čiščenje je čiščenje komunalne odpadne vode po postopku, ki vključuje biološko čiščenje s sekundarnim usedanjem ali drug postopek, v katerem se BPK (biološka potreba po kisiku) zmanjša vsaj za 70 %, KPK (kemijska potreba po kisiku) najmanj za 75 %, neraztopljene snovi pa se zmanjšajo za najmanj 90 %. Terciarno čiščenje pomeni čiščenje (dopolnilno sekundarnemu) odpadne vode po postopku, s katerim se dosega odstranjevanje dušika in fosforja ter/ali drugih onesnaževal, ki vplivajo na kakovost ali uporabo vode. Terciarno čiščenje vključuje poleg sekundarnega čiščenja še postopek za zmanjšanje celotnega dušika za vsaj % in/ali celotnega fosforja za vsaj 80 % Terciarno čiščenje se obravnava kot dodatno čiščenje substanc, ki so ostale po sekundarnem čiščenju. To izboljšano čiščenje je potrebno za t. i. občutljiva območja vodotokov. Populacijski ekvivalent (PE) je enota za obremenjevanje vode z organskimi biološko razgradljivimi snovmi, ki ustreza onesnaženju, ki ga na dan povzroči en prebivalec. Izražena je v BPK 5 (5-dnevna biološka potreba po kisiku). 1 PE je enak 60 g BPK 5 /dan. Namakanje je umetno dodajanje vode v času vegetacije, kadar je v tleh primanjkuje, z namenom, da zagotovimo optimalno rast in razvoj gojenih rastlin. Z namakanjem dosežemo intenzifikacijo kmetijske pridelave, pestrejši izbor sort ter kakovostnejši in obilnejši pridelek. Namakanje obsega ukrepe in naprave za zagotovitev vode, njeno level of cleanliness of water intended for supply as public drinking water or water for the production of food intended for sale. Used water comprises fresh water, water in circulation and reused water. Consumed water is the quantity of water lost through vaporization or water that becomes part of a product. Sewage consists of a network of feeders, channels, gutters and other equipments for draining water which are connecting with the sewage network and from which drainage of water from buildings and drainage water from roofs and from hardened, paving or other covered area is assured. Mixed sewage system is a system for common collecting and draining of urban or/and industrial water with drainage water. Treatment plant is a device for treatment of water which reduces or eliminates water pollution. Treatment plants are urban, industrial or independent treatment plants. Urban water treatment plant (UWWTP) is a water treatment plant for urban water or for a mixture of urban and drainage water. Industrial water treatment plant (IWWT) is a water treatment plant for industrial (process) water, one or more devices of which are working the same or several different technological processes. If the industrial water drains off into the public sewage, then the IWWT is designed for pre-treatment of industrial (process) water. Primary treatment is treatment of (urban) water by a physical and/or chemical process involving settlement of suspended solids, or other process in which the BOD5 of the incoming water is reduced by at least 20% before discharge and the total suspended solids of the incoming water are reduced by at least 50%. Secondary treatment is treatment of (urban) water by a process generally involving biological treatment with a secondary settlement or other process, resulting in a BOD removal of at least 70%, a COD removal of at least 75% and the total suspended solids of the incoming water are reduced by at least 90%. Tertiary treatment is treatment (additional to secondary treatment) of nitrogen and phosphorous and/or any other pollutant affecting the quality or a specific use of water. In addition to requirements for secondary treatment, this treatment includes nitrogen removal of at least 70% 80% and/or phosphorus removal of at least 80%. Tertiary treatment is additional treatment of substances that remain after secondary treatment. This improved treatment is necessary for sensitive areas of watercourses. Population equivalent (PE) is a unit for water loading with the organic biodegradable stuff which corresponds to one inhabitant pollution per day. It is declares as BOD 5 (a five-day biochemical oxygen demand). 1 PE is equal to 60g (BOD 5 ) of oxygen per day. Irrigation is artificial adding of water during the vegetation period when there is not enough water in the soil with the purpose to provide the optimum growth and development of cultivated plants. By irrigating land agricultural production is intensified, a more varied selection of plant varieties is achieved and output is better and more abundant. 475

Namakalni sistem je sistem namakalnih kanalov, ki jih je zgradil človek za dovajanje vode na obdelovalna zemljišča in ki omogočajo rast rastlin. Namakalni sistemi se delijo na: - velike namakalne sisteme (VNS), ki so namenjeni večjemu številu uporabnikov za skupno rabo po namakalnem urniku; - male namakalne sisteme (MNS), ki so namenjeni enemu ali več uporabnikom, ki pa uporabljajo namakalni sistem neodvisno drug od drugega. Oroševanje z razpršilci je distribucija vode v obliki drobnih kapljic. Cilj tega načina namakanja je razporediti vodo čim enakomerneje po celotni površini namakanja. Namakanje z oroševanjem se izvaja z razpršilci; ti so lahko nameščeni kot stabilna, prestavljiva ali mobilna oprema. Kapljično namakanje je postopek, pri katerem voda iz preluknjanih (perforiranih) cevi oziroma oddajnikov kaplja v prst. Takšna namakalna tehnologija v nasprotju s poplavljanjem, žlebi ali škropilci ohranja vodo. Pri tej namakalni tehniki se rastlinam po potrebi dodaja toliko vode, kolikor je rabijo. Distribucija vode je lokalizirana, ker se ne namaka celotne površine, ampak samo del, kjer rastline rastejo. Voda iz namakalnih linij (te so lahko položene na površino ali vkopane v globini glavnega dela korenin) izteka skozi kapljače. Podtalnica je voda pod površino tal v zasičenem območju in v neposrednem stiku s tlemi ali podtaljem. Tekoče vode so naravni vodotoki, kot so potoki, reke in hudourniki, ne glede na to, ali imajo stalen ali občasen pretok. Vodni zbiralnik (vodna akumulacija) je umetno ali naravno vodno območje, ki se uporablja za shranjevanje vode za gospodinjsko ali industrijsko rabo. V naravi predstavlja umetno jezero, ki nastane z umetno pregrado ali za zajezeno rečno strugo. Zbiralniki in akumulacije so namenjeni za namakanje ali hidroenergijo. Objavljanje Irrigation comprises measures and equipment for providing, distributing and using water with the intent to provide plants with the optimum humidity in the ground. Irrigation system is a system of man-made channels for supplying water to land to allow plants to grow. Irrigation systems are divided into: - large irrigation systems, which are intended for a large number of users for shared use according to an irrigation schedule; - small irrigation systems, which are intended for one user or for several users who use the irrigation system independently one from the other. Sprinkling with sprayers is distribution of water in the form of small drops. The aim of this method is the distribute water as equally as possible over the entire irrigation area. Irrigation by sprinkling is done with sprayers, which can be set up as fixed, movable or mobile equipment. Trickle irrigation is a method in which water drips to the soil from perforated tubes or emitters. This irrigation technology is water conserving compared to flooding, furrows, and sprinklers. This type of irrigation provides plants with as much water as they need. Water distribution is localised because not the entire area is irrigated but only the part where the plants grow. Water from water delivery lines (which can be laid on the surface or dug into the ground at the depth of the main root zone area) is delivered through drippers. Groundwater is water located beneath the surface in the saturation zone and in direct contact with soil or subsoil. Running water covers natural watercourses such as streams, rivers and torrents, irrespective of whether they have a constant flow or not. Water reservoir (retaining reservoir) is an artificial or natural water area that is used to store water for households or industry. In nature this is an artificial lake that is formed behind an artificial barrier or behind a river dam. Reservoirs are used for irrigation or for electricity production. Environment Slovenija v številkah Slovenia in Figures Statistični letopis Republike Slovenije Statistical Yearbook of the Republic of Slovenia Podatkovni portal SI-STAT SI-STAT Data Portal ODPADKI Viri in metode zbiranja podatkov Od leta 2001 izvaja Statistični urad RS v sodelovanju z Ministrstvom za kmetijstvo in okolje ter Agencijo RS za okolje letno pet statističnih raziskovanj s področja odpadkov tri raziskovanja na področju odpadkov iz proizvodnih in storitvenih dejavnosti (ODP, ODP-Z in ODP-P) in dve raziskovanji na področju komunalnih odpadkov (KO-Z in KO-U). Pri izdelavi metodologije smo upoštevali zahteve slovenske zakonodaje in zahteve zakonodaje Evropske unije ( Statistics Regulation), hkrati pa smo vključili tudi priporočila Organizacije združenih narodov s področja statistike okolja. Od leta 2009 se raziskovanji za področje komunalnih odpadkov (KO-U in KO-Z) izvajata v sodelovanju z MKO, in sicer prek Informacijskega sistema javnih služb varstva okolja (v nadaljevanju IJSVO) v obliki elektronskega poročanja (izpolnjevanje elektronskih obrazcev). Zajetje in uporabljene klasifikacije Podatke o zbranih komunalnih odpadkih smo pridobili iz elektronskih poročil poslovnih subjektov, ki jim je občina dodelila WASTE Sources and methods of data collection Since 2001 the Statistical Office together with the Ministry of Agriculture and the Environment and together with the Environmental Agency of the Republic of Slovenia has been carrying out annually five surveys three for from production and service (ODP, ODP-Z and ODP-P) and two for municipal (KO-Z and KO-U). In formulating the methodology we took into account the current legislation of the Republic of Slovenia for the field of management and the Statistics Regulation (legislation of the EU). We also incorporated methodological elements of the United Nations relating to the field of environment statistics. Since 2009, the surveys in the field of municipal (KO-U and KO-Z) have been carried out in cooperation with the Ministry of agriculture and the environment through the information system of public utilities for environmental protection in the form of electronic reporting (filling in electronic forms). Raziskovanje zajema od leta 2009 poleg odpadkov, navedenih v Klasifikacijskem seznamu odpadkov v skupinah 20 (Komunalni odpadki gospodinjski in njim podobni odpadki iz trgovine, proizvodnih, poslovnih, storitvenih in drugih dejavnosti ter javnega sektorja, vključno z ločeno zbranimi frakcijami) in (Embalaža, vključno z ločeno zbrano odpadno embalažo, ki je komunalni odpadek), tudi druge odpadke, zbrane v okviru izvajanja občinske gospodarske javne službe zbiranja in prevoza komunalnih odpadkov. Podatke o količinah odpadkov, pripeljanih na odlagališča, smo pridobili iz elektronskih poročil poslovnih subjektov, ki so upravljavci odlagališč (elektronski obrazec o odlaganju komunalnih odpadkov na odlagališča, KO-U). Podatke o količini nastalih odpadkov v proizvodnih in storitvenih dejavnostih smo pridobili iz poročil poslovnih subjektov, pri katerih odpadki nastajajo (obrazec ODP). V letu 2012 je prišlo do spremembe metodologije, skladno s sprejetjem nove Uredbe o odpadkih (Uradni list RS, št. 103/2011), ki je stopila v veljavo konec leta V raziskovanje so zajeti: vsi poslovni subjekti, ki so v preteklem letu povzročili nastanek več kot 10 ton vseh odpadkov ali 5 kg nevarnih odpadkov oziroma vsi aktivni poslovni subjekti z 10 ali več zaposlenimi. Podatke o količini zbranih odpadkov smo pridobili iz poročil poslovnih subjektov, ki so na Ministrstvu za kmetijstvo in okolje, na Agenciji RS za okolje pridobili odločbo o vpisu v evidenco zbiralcev odpadkov (obrazec ODP-Z). Podatke o količini predelanih ali odstranjenih odpadkov iz proizvodnih in storitvenih dejavnosti smo pridobili iz poročil poslovnih subjektov, ki so na Ministrstvu za kmetijstvo in okolje, na Agenciji RS za okolje, pridobili okoljevarstveno dovoljenje za predelavo oziroma odstranjevanje odpadkov (obrazec ODP-P). Pri razvrščanju posameznih vrst odpadkov so poročevalske enote uporabljale Klasifikacijski seznam odpadkov (Katalog odpadkov); ta je bil objavljen kot priloga k Uredbi o odpadkih (Uradni list RS, št. 103/2011). Poročanje po novi Uredbi o odpadkih (Uradni list RS, št. 103/2011) je letos stopilo v veljavo. V tem seznamu so odpadki razvrščeni v skupine predvsem glede na vir nastanka odpadkov. Definicije in pojasnila Odpadek je snov ali predmet, razvrščen v eno od skupin odpadkov, določenih v Klasifikacijskem seznamu odpadkov (Uredba o odpadkih, Priloga 4, Uradni list RS, št. 103/2011), ki ga imetnik zavrže, namerava zavreči ali mora zavreči. Odpadek je treba zaradi varstva okolja ali druge javne koristi prepustiti v zbiranje, oddati v predelavo ali odstranjevanje, prevažati, predelati ali odstraniti na predpisan način. Med odpadke ne spadajo snovi, ki se izpuščajo z odpadnimi plini v zrak, in snovi, ki se odvajajo z odpadnimi vodami neposredno v vode ali v kanalizacijo. Za nevarne odpadke velja, da imajo eno ali več nevarnih lastnosti. Med nevarne odpadke štejemo npr. odpadna mineralna olja, okside, soli, kisline, luge, koncentrate, organska topila, barve, lake, smole, agrokemijske in farmacevtske preparate, specialne odpadke iz bolnišnic ter druge nevarne odpadke organskega in anorganskega izvora. Komunalni odpadek je odpadek iz gospodinjstva ali njemu po naravi ali sestavi podoben odpadek iz trgovine, proizvodnih, poslovnih, storitvenih in drugih dejavnosti ter javnega sektorja. Ločene frakcije so tudi vsi odpadki, ki se razvrščajo v eno od nenevarnih ali nevarnih frakcij komunalnih odpadkov, izločeni v okviru obdelave mešanih komunalnih odpadkov. Klasifikacijski seznam odpadkov je seznam nevarnih in nenevarnih odpadkov iz Priloge 4 Uredbe o odpadkih (Uradni list RS, št. 103/2011). Odpadki so v klasifikacijskem seznamu razvrščeni po skupinah glede na izvor nastanka. Vsak odpadek ima poleg natančno opredeljenega imena določeno še šestmestno klasifikacijsko številko. Če je odpadek nevaren, številki sledi zvezdica. Za uvrstitev odpadka v ustrezno skupino je odgovoren njegov povzročitelj. Ravnanje z odpadki zajema zbiranje, prevoz, predelavo in odstranjevanje odpadkov, vključno z nadzorovanjem teh postopkov in z nadzorom odlagališč po zaprtju, ter delovanje trgovca ali posrednika. Zbiranje odpadkov je prevzemanje odpadkov, vključno z njihovim predhodnim razvrščanjem in predhodnim skladiščenjem, za namene prevoza do naprave za obdelavo odpadkov. Javni odvoz odpadkov je dejavnost, ki jo v javnem interesu opravljajo pristojne občinske gospodarske javne službe (komunalna in druga podjetja, ki so za opravljanje te dejavnosti pooblaščena oziroma imajo zanjo dovoljenje ali koncesijo). Obdelava odpadkov je vsak fizikalni, termični, kemični ali biološki postopek v okviru postopkov predelave oziroma odstranjevanja odpadkov v skladu s predpisom, ki ureja ravnaje z odpadki, vključno s sortiranjem odpadkov, s katerim se spremenijo lastnosti odpadkov, zato, da se zmanjša njihova prostornina, njihove nevarne lastnosti ali vsebnost biološko razgradljivih snovi, da se lažje ravna z njimi ali da se povečajo možnosti za njihovo predelavo. Izvajalec obdelave odpadkov lahko začne opravljati dejavnost, ko pri Agenciji RS za okolje pridobi okoljevarstveno dovoljenje za obdelavo odpadkov. Predelava odpadkov je postopek, katerega glavni rezultat je, da se odpadki koristno uporabijo v obratu, v katerem so bili predelani, ali v drugih gospodarskih dejavnostih, tako da nadomestijo druge materiale, ki bi se sicer uporabili za izpolnitev določene funkcije, ali so pripravljeni za izpolnitev te funkcije. Seznam postopkov predelave je določen v Prilogi 2 Uredbe o odpadkih (Uradni list RS, št. 103/2011), kar pa ne izključuje drugih mogočih postopkov predelave. V okoljevarstvenem dovoljenju za predelavo odpadkov je določena koda (R), po kateri predelovalec predeluje odpadke. Odstranjevanje odpadkov je postopek, ki ni predelava, tudi če je sekundarna posledica postopka pridobivanja snovi ali energije. Seznam postopkov odstranjevanja je določen v Prilogi 3 Uredbe o odpadkih (Uradni list RS, št. 103/2011), kar pa ne izključuje drugih mogočih postopkov odstranjevanja. V okoljevarstvenem dovoljenju za odstranjevanje odpadkov je določena koda (D), po kateri odstranjevalec odstranjuje odpadke. Odlagališče je naprava ali več naprav za odlaganje odpadkov na površino tal ali pod njo. Za odlagališče se šteje tudi: - naprava ali del naprave, kjer povzročitelj odpadkov skladišči svoje odpadke na kraju njihovega nastanka več kakor tri leta pred oddajo v nadaljnjo predelavo po postopkih predelave, in - stalna naprava ali del naprave, kjer se odpadki skladiščijo več kakor eno leto pred oddajo v nadaljnje ravnanje po postopkih odstranjevanja v skladu s predpisom, ki ureja odpadke. V raziskovanju OKI je poudarek na zbiranju kakovostnejših podatkov iz rudarstva, predelovalnih dejavnosti in dejavnosti oskrbe z električno energijo, plinom in paro. Zaradi obstoječe časovne vrste podatkov, zbrane v prejšnjih letih, zbiramo podatke tudi iz drugih panog dejavnosti. Sources and methods of data collection Data on gross investments and current expenditure for environmental protection for 2011 are the result of the regular OKI and OKI S surveys that were carried out by the Statistical Office of the Republic of Slovenia in The questionnaires are harmonized with Eurostat requirements. The OKI survey focused mainly on better quality data from Mining and quarrying, Manufacturing and Electricity, gas, steam and air conditioning supply. Because of the existing time series, we have decided to collect data also from the other fields of activity. With the OKI S survey we collect data from the enterprises performing environmental protection (fields of activity 36, 37, 38, 39 and ). Data are collected directly from enterprises and organisations. Zajetje in klasifikacije prikaza podatkov Podatki o investicijah za varstvo okolja in tekočih izdatkih za varstvo okolja so prikazani po Standardni klasifikaciji dejavnosti 2008 (SKD 2008). Raziskovanje OKI smo izvajali na vzorcu. Zaradi primerjav s podatki o investicijah v osnovna sredstva smo vzorčni okvir za raziskovanje o izdatkih za varstvo okolja tvorili iz enot, ki so bile izbrane za raziskovanje o investicijah v osnovna sredstva. Podatki so prikazani po organizacijskem načelu, to je po pretežni dejavnosti in sedežu investitorja. Odzivnost poročevalskih enot je bila 89-odstotna, o investicijah za varstvo okolja je poročalo 19 % enot, o tekočih izdatkih pa 67 % enot. Pri neodgovoru (manjkajočem odgovoru) smo opravili preračun na celotno populacijo z razmernostno cenilko, in sicer tako, da smo uporabili podatkovno bazo o davku na dodano vrednost Davčne uprave Republike Slovenije oz. število zaposlenih. Za uteževanje podatkov o Plačilu storitev v zvezi z varstvom okolja se v vseh stolpcih te vrstice uporablja druga utež. Pri izračunu uteži smo predpostavili, da imajo vse aktivne enote omenjen izdatek. Izračuni so bili izvedeni po istem postopku kot pri izračunu prve uteži. Raziskovanje OKI S smo izvajali pri izvajalcih služb varstva okolja, in sicer pri panogah dejavnosti 36, 37, 38, 39 in z več kot 10 zaposlenimi. Odgovor je bil skoraj 91-odstoten. Coverage and classifications used Data on gross fixed capital formation and current expenditure for environmental protection are shown according to the Standard Classification Activity 2008 (SKD 2008). Due to the comparison with data gathered with the Annual Report on Gross Investments, we decided to take the sample for the pilot survey from the Annual Report on Gross Investments units. Data are shown according to the predominant activity and location of the investor. The response rate in data collection was 89%, of which 19% units responded about gross fixed capital formation for environmental protection and almost 67% units about current expenditure. For non-response we performed recalculation to the total population with the ratio estimator, using the value added tax database of the Tax Authority or the number of employees. For the recalculation of the payments for the environmental protection services, another weight, calculated according to the estimation that all active units have such expenses, was used. The OKI S survey covered enterprises performing environmental protection (fields of activity 36, 37, 38, 39 and ) with 10 or more persons in paid employment. The response rate was almost 91%. Podatki o okoljskih davkih so za posamezne gospodarske dejavnosti porazdeljeni na podlagi standardne klasifikacije dejavnosti (SKD 2008) in gospodinjstva. Namen raziskovanja DVO okoljski davki je zbiranje in prikazovanje podatkov o okoljskih davkih, ki jih moramo plačati zaradi onesnaževanja okolja. Namen raziskovanja je tudi dobiti mednarodno primerljive rezultate za izpolnjevanje vprašalnika EUROSTAT/OECD. Zajetje in klasifikacije prikaza podatkov V raziskovanje DVO - okoljski davki so zajeti podatki o tem, koliko finančnih sredstev smo plačati zaradi onesnaževanja okolja. Po metodologiji Eurostata (Office for Official Publications of the European Communities, Luxembourg, Eurostat 2001) so okoljski davki osnova za izračun podatkov, ki jih zberemo z administrativnimi viri. Med okoljske davke prištevamo davke na energijo (vključujejo goriva), davke na promet (izključena so goriva), davke na onesnaževanje in davke na rabo naravnih virov. Definicije in pojasnila Okoljski davki so davki, ki jih moramo plačati zaradi onesnaževanja okolja. Davki na energijo so davki, ki so povezani z različnimi energenti, ki se uporabljajo za prevoz in stacionarne namene. ENVIRONMENTAL TAXES Sources and methods of data collection Collection of data on environmental taxes based on the received administrative sources (Slovenian Environmental Agency, Customs Administration of the RS, Tax Administration of the RS, Ministry of Finance, Slovenian Road Agency and National Accounts). Data on environmental taxes for individual economic are divided by the standard classification of economic (NACE Rev.2) and households. The purpose of data compilation concerning DVO environmental taxes is to collect and present data on environmental taxes that must be paid for pollution of the environment. The purpose of the survey is to obtain internationally comparable results for completing the questionnaire EUROSTAT / OECD. Coverage and classifications used The survey DVO - environmental taxes includes data on how much funding we have to pay for pollution. According to the methodology of Eurostat (Office for Official Publications of the European Communities, Luxembourg, Eurostat, 2001) the environmental taxes are basis for calculating the data collected by the administrative resources. Environmental taxes included the energy taxes (including fuel), transport taxes (excluding fuel), pollution taxes and resource taxes. Definitions and explanations Environmental taxes are taxes that must be paid for pollution of the environment. Energy taxes are taxes that are related with different energy sources used for transport and stationary purposes. The most important energy products for transport purposes are petrol and diesel. Energy products for stationary use include fuel oils, natural gas, coal and electricity. The CO2-taxes are included in energy taxes. Transport taxes are taxes that are related to the ownership and use of motor vehicles. Fuels are excluded. In transport taxes we counted also recurrent taxes such as an annual road tax. Pollution taxes are taxes that are related to the loading or estimate air emissions or water into water, management of solid and noise. Resource taxes are taxes that are related to the supply of natural resources (excluding oil and gas). Taxes include water charges. Water rights in the Slovenian budget are not including in the environmental taxes. 480
