3 UAE - Pacific partnership programme 3 Projects have become fully operational 7,000 houses have been provided with electricity Generate more than 10 million kwh of clean energy The partnership programme between the UAE and the Pacific Ocean Islands was launched in 2010 to support renewable energy projects and step up the UAE s development cooperation with these countries across a variety of sectors. Launched by His Highness Sheikh Abdullah bin Zayed Al Nahyan, the UAE s Minister of Foreign Affairs, the programme especially focuses on renewable energy projects in 11 countries through the allocation of AED 184 million grants (US$50 million) administered by ADFD. The programme includes ten Photovoltaics (PV) solar projects and one wind farm, with a total capacity exceeding 6 MW to meet a major part of the energy needs of the islands. 4 About ADFD Facts and figures Abu Dhabi Fund for Development (ADFD) was set up in 1971 as part of the UAE government s efforts to support sustainable economic and social development across the developing world. Over the past four and half decades, ADFD has extended concessionary loans to developing countries around the globe to help finance development projects. The focus has been on key infrastructure sectors such as electricity, water, road networks, social and health services and education, as these sectors play an important role in strengthening societies and economies by providing a decent livelihood for people and stimulating economic progress. In addition, ADFD manages government grants to projects that play a key role in shaping the growth of these countries. ADFD s responsibilities in this regard include the direct supervision and follow-up on specific projects, including their implementation, operations and assessing how they are meeting predetermined objectives. The Fund also invests in the private sector in various developing countries to support development across vital sectors to create thousands of job opportunities for the citizens of beneficiary countries. 5 ADFD s role in supporting renewable energy projects Social and economic benefits Electrical power to rural areas Through the partnership programme with the Pacific Ocean Islands, ADFD seeks to help these countries meet their energy demands from clean resources and at the same time achieve sustainable development. The projects completed within the partnership programme have brought about significant social and economic benefits including reliable supply of electrical power to rural areas, development of local economies, creation of new job opportunities and a significant reduction in environmental pollution and CO 2. In addition to harnessing clean energy from solar and wind energy projects to help the governments of beneficiary countries achieve their strategic New job objectives, the projects have ensured opportunities easy access to cost-effective electricity for the local population and supported economic growth. $ Development of local economies Reduction in environmental pollution and CO 2 8 Partnership programme with pacific ocean islands 9
6 Samoa - Wind farm project 1 st funding cycle TONGA Solar power plant AED 18 million SAMOA Wind farm project AED 20 million Country s first wind farm Saves 540,000 litres of diesel fuel ADFD supported the construction of a 512KW solar PV power plant on Vava u Island, producing over 17% of the Island s electricity needs and 65% of the country s additional grid demand during peak hours. Representing Tonga s first large scale renewable energy project, and completed in 2013, it powers over 850 homes, replaces over 280,000 litres of diesel and prevents 724 tonnes of Co 2 each year. Meets 17% of annual electricity demand Powers 850 homes Samoa s first wind farm was built in August 2014 in the Upolu district of Samoa. The bespoke design includes cyclone proof turbines to avoid this common weather phenomenon and ensures that the favourable windy conditions are maximized to meet the growing energy needs of the country. The wind farm caters to the energy needs of the capital, Upolu, the capital which is home to 75% of the country s population, ensuring in the process diesel fuel savings of 540,000 tonnes annually and reductions in the Island s carbon footprint of more than 1,352 tonnes of Co 2 each year. 7 Photovoltaic power station-fiji - Kadavu 1 Tuvalu - Solar energy project FIJI Photovoltaic power station AED 16 million TUVALU Solar energy project AED 21 million State of the art grid control systems 783 MW capacity Powers 800 homes Three micro solar grid projects Kadavu Rotuma Lakeba 50% of daily electricity demand met Three solar micro grid projects on Kadavu, Lakeba and Rotuma Islands are meeting nearly half of the three island s electricity needs while meeting 90% of additional grid demand in peak hours through a combined generating capacity of 862KW. The project has increased the availability of electricity from hours through to 24 hours every day while also ensuring 260,000 litres less diesel is used each year. The photovoltaic plant powers over 800 homes through 783MW of electricity each year thanks to advanced technologies to control output and ensure the stability of the grid. The project saves 260,000 litres of diesel fuel annually and avoids the further emission of 570 tonnes of CO 2 each year. 24hr electricity availability 12 Partnership programme with pacific ocean islands 13
8 VANUATU Solar energy plants AED 16 million Powers more than 1500 homes Collectively generate 1294 MW KIRIBATI Solar power plant AED 16 million Over 1500 homes are powered by the three solar PV plants that collectively generate 1294MW to the grid. Additional results include a reduction of 378,000 litres of diesel use each year and helping to avoid 900 tonnes of Co 2 per year. 900 tonnes of Co 2 avoided This project is also strategically located to help protect the only aquifer on the island that had been under threat from rising population numbers. It delivers, through the latest control output and grid stability features, 500KW of electricity to 500 homes, saving 227,000 litres of diesel in the process. 9 2 nd funding cycle PALU ISLAND Solar-powered water treatment plant AED 18 million Three innovative solar-powered water treatment plant projects across Palau deliver up to 50 cubic metres of clean water each day. At the same time it achieves higher fuel savings of US$230,000 each year and contributes to an annual reduction of 600 tonnes of Co 2.. Water treatment plant HONIARA SOLOMON ISLANDS Photovoltaic power plant AED 15 million The 600KW photovoltaic power station is the preamble to a larger scale renewable energy complex with a capacity of 3MW and high specifications to enhance the energy infrastructure of Honiara Island and meet the future demands of the local population. 600 KW photovoltaic power station already built 3MW renewable energy complex planned 730 tonnes of Co 2 cut 50 m 2 50 cubic metres of clean water a day US$345,000 will be saved each year through reduced diesel fuel consumption of 270,000 litres with Co 2 cut by 730 tonnes annually. 10 MARSHALL ISLANDS Solar photovoltaic power plant AED 15 million The solar plant constructed next to a dam in Majuro, the capital, is helping not only to generate electricity but also contributing to an increase in water storage capacity of over 20%. NAURU ISLANDS Photovoltaic power plant AED 13 million This innovative project both recycles waste and has converted a landfill site into a solar power station to generate clean electricity using the latest photovoltaic technologies. 11 MICRONESIA FSM Solar power plant AED 14 million The project consist of the construction and integration of a 600 kwp ground mounted PV plant connected to the grid in the south east of Pohnpei - FSM. At peak demand Isd t will supply up to 10% of the peak demand of the island which was previously supplied almost entirely from diesel generators. The project impact 317,425 liters of diesel fuel saved every year 876 tons of CO2 avoided every year Direct spillover benefit amounts to USD 352,342 per year (diesel fuel savings) Indirect spillover benefit amounts to USD 400,000 (local subtracting prior to operation) Additionally, through capacity building and working closely with local labor, the project will facilitate an increased growth in future PV installation which will further reduce the islands dependency on expensive fossil fuels. The EPC contractor has directly employed staff from the local utility (the ultimate owner and operator of the plant) for the duration of the construction works. Upon project completion these staff will return to the utility with the knowledge and experience to succefully operate the PV plant, and more importantly, the ability to construct future high quality PV plants in FSM. 600 kwp ground mounted PV plant connected to the grid 371,425 litres of diesel saved 876 tonnes of Co 2 avoided 20 Partnership programme with pacific ocean islands 21
