WP 5 IMPLEMENTATION OF COMMON ACTIONS IN CITIES Municipality of Bologna Debrecen,

WP5: Implementation of common actions in cities The WP5 steps WP4 Data collection and system development Activity 1 Construction of carbon emission database Activity 2 WP5 main activities To implement the WP5 we have to start with the observation of termographies on all the city partners. Received from the WP4 After this will be possible to identify the areas of greatest intensity of heat losses; named "hot-spots" Analysis of energy and heat loss maps Activity 3 Analysis remedial measures Activity 4 Description of pilot actions in cities Activity 5 Implementation into energy cities plan Strategic focus/main objectives IMPLEMENT INNOVATIVE ACTIONS TO REDUCE ENERGY USAGE AND CO2 EMISSION IN CITIESt Title of core outputs 1. Strategy and Action Plan: Remedial Measures 1. Carbon Mapping Training 2. Strategy and Action Plan: Preparation fpr Citizen Awarness raising campaign 3. Strategy and Action Plan: Trasnational Energy Efficency Plan

Ownership of activies and outputs The results of actions will be collected by the lead partner of WP5: the PP4 Municipality of Bologna (CoBo). For actions to be performed locally each partner will send to PP4 the result of tasks that they had been assigned as indicated in the time schedule (Output ownership) Is very important the collaboration of all PPs and in particular of cities.

Activity 1 Construction of carbon emission database Activity 1 Outputs LP/PP2/PP3/PP4/ PP5/PP construction of carbon emission database Carbon Emission Databases. Carbon emission databases containing address information, CO2 emissions, temperature values from thermal aerial mapping, building type, use and age. Development of Carbon Emission database. Preparation of already collected aquired data to be ready to intergrate into the Carbon Emission Database. min. 3 carbon emission databases 1 Pogress report (0.5 pp.) LP/PP2/PP3/PP4/ PP5/PP PP4: write report with input from LP/PP2/PP3/PP4/ PP5/PP: aug máj Will create a database of consumption in the critical areas highlighted by thermography CoBo (PP4) will make the final report on the basis of inputs received from the partners.

Activity 1 (2): Example of construction of carbon emission database GHG Maps of Bologna (density for statistics area survey)

Activity 1 (3): Example of construction of carbon emission database Local data available on software (GIS) desktop mapping

Activity 1 (4): Example of local energy consumption analysis Single User gas methane: typology + localization + yearly consumption + efficiency of single heaters Building: age of construction + geometric data Estimation of average specific consumption 2004: 170 kwh/sqm Heater plant specific consumption (efficency of plant and building heat loss) 11 ottobre

Activity 2 Analysis of energy and heat loss maps Activity 2 Outputs LP/PP2/PP3/PP4/ PP5/PP analysis of energy and heat loss maps Energy and heat loss maps. Visual representations of critical areas in terms of energy consumptions and CO2 emissions. Areas will be displayed in maps with colour codes based on heat losses. Areas with high heat loss will be represented as hot spots. Preparation of Energy and heat loss maps. Preparation of map visualisation, relevant map selection, making data ready to use for the energy and heat loss maps. min. 4 hot spot maps for the 7 project cities 1 Pogress report (0.5 pp.) LP/PP2/PP3/PP4/ PP5/PP LP/PP2/PP3/PP4/ PP5/PP 2012.nov ápr Each partner will have to compare the thermography produced by WP4 with the geo-referenced data of local consumption, particularly in the areas of greatest intensity "hot-spots. The final product will be a minimum of 4 Hot Spots maps for the 7 project cities.

Activity 3 Analysis remedial measures Activity 3 Outputs PP4 analysis remedial measures Strategy and Action Plan: Remedial Measures. Partners from the cities and other project stakeholders will investigate the effectiveness of different remedial measures for the reduction of CO2 emissions Development of remadial measures. Preparation of possible remedial actions to be harmoniously presented in the Strategy and Action Plan. 1 common action plan for all project cities 1 development report (0.5 pp.) PP4: 1 common final action plan LP/PP2/PP3/PP4/ PP5/PP: action plan for their city PP nov ápr : One action plan for each city partner (7 Action plans) PP4: One transnational common final strategy action plan

Activity 3: Analysis remedial measures (2) A result of overlapping of thermography and consumption data, will identify the critical buildings on which operate. Each partner should produce a document to explain what will you do to reduce heat loss and what steps to take to reduce the energy consumption of these buildings. According to: -Potential reduction of energy -Reduction of CO2 emissions - Costs Benefits and Cost Effectiveness analysis each partner will indicate measures of efficiency and energy savings based on the destination use (residential, commercial, industrial).

Activity 4: Execution of pilot actions in cities Activity 4 Outputs PP4 description of pilot actions in cities ( focus fuel poverty) Carbon Mapping Training. Hands-on workshops in project cities designed to show how carbon mapping can successfully be applied within energy efficiency planning and development Citizen Awareness. Each city will develop a publicity campaign to inform citizens about the availability of carbon maps of their city on the web Fuel poverty analysis. The action will investigate the economic restrictions caused by energy wastages on householders and businesses in the seven project cities and will give illustrations of possible measures to maximize income whilst ensuring sustainability. Carbon Mapping Trainings: lessons learned report. After the Carbon Mapping trainings, a clonclusive report is developed containig trainig results, lessons learned and possibilites to imporve in the future. Strategy and Action Plan: Preparation for Citizen Awarness raising. This is just a plan for action Development of Fuel poverty analysis. This is just a preparatory action for min. 7 workshops min. 7 awareness raising campaigns 1 report (Min. 7 pp.) 1 training report (min. 7 pp.) 1 transnational campaign plan (min. 7 pp.) 1 development report (1.5 pp.) PP4: workshop programm : workshop PP4: campaign programm : campaign PP4: 1 final common report : report for their city PP4 with input from PP4: final plan : plan in each city PP márc júni júni Workshop: ONE for each PP) Time: one day. Target: Expert and city technical officer Content: How apply the Energy city tools (carbon mapping) to the energy planning Advertising Campaign Target: General public Content: Training the citizens to use the carbon map to know the emissions of own house and the possibility to reduce the energy consumption Focus on fuel poverty analysis: how the energy bill affect the welfare of poor people and how the energy saving could help them

Activity 5: Implementation into energy cities plan Activity 5 Outputs PP4 Strategy and Action Plan: Energy Efficiency. An energy efficiency transnational plan with the purpose of assessing the current size of the problem in the cities and ascertain the most effective methodologies for tackling fuel inefficiency and identifying areas for future energy efficiency work 1 common action plan for all project cities implementation into existing energy cities plan Work package closure meeting. Held together with the transnational Project Meeting to summarise the results of WP3 and prepare the workload for next working phase. PP4: transnational action plan each PP: local action plan 1 meeting PP aug. 31. The Action Plan will identify a detailed programme for the energy efficiency and the reducing CO2 emissions with the aim of: - Assess the current size of the problem (quantity and location of buildings that need of energy refurbishment, including the analysis of fuel poverty (5.4.3) in order to decrease the incidence of costs fuel on total bills). - Determine the most effective methodologies to improve plant efficiency. - Identify and prioritise areas for future energy efficiency interventions. Each program should also specify the methodology of how to expand the scope of the current plan and how to monitor progress.
