1 THE FINAL REPORT ON THE MONITORING ASSESMENT OF STANDARDS ON ENVIRONMENT AND TOURISM SECTOR AND POLICY DEVELOPMENT STATEMENT FOR STANDARDIZATION UNDER NEMO II PROJECT ACTIVITIES IMPLEMENTED UNDER FINANCIAL SUPPORT FROM TRUST FUND OF THE ROYAL NETHERLANDS 07 December 2009 One. Background Nowadays the human world is paying an intensive attention to protection and elaboration to our surrounding environment and security conditions. The issue is not belonging to one country and within the globalization it becoming preserved issues of social needs and public spirits of any country and needs to be solved with cooperative efforts. As its result, the safe and peaceful life becoming the base of sustainable development preferring the clean environment, clean industry and services. The whole world agreed that the implementation of following activities through standards is one of the most concrete types in order to reduce and monitor the human induced impacts to the environment, to learn and habituate the appropriate consumptions. Therefore the Ministry of Nature, Environment and Tourism (MNET) is paying special attention to this issue and declared an open bidding for monitoring assessment of current environmental standards and for definition of the goals in near future and MNET selected the executive organization. Our team including professors, teachers and researcher of Environmental Institute of Eco Asia was selected to conduct monitoring on environmental and tourism field standards and developed recommendation for future actions as well. Two. Organization After finalization of selection process parties have agreed on the Terms of References (ToR) and contracted were made between MNET (NEMO-II (/Program code WB/NEMO-II Project Code: TF contract CF03/)) and our institute. According to the Standards classification category of Mongolia the quantity and scope of standards were increased, therefore extended working group have been established including specialized specialists from different fields including from chemistry, technology, seedling, fertilizing, zoology, botany, mining, labor safety and ecotourism etc. For the performance we have created extra contracts between Eco Asia and individuals approved by Mr. Ts. Banzragch, Director General from MNET. According to the action plan working group facilitated to the establishment of agreement to use e-service from the National Standard Information. Based on the discussion utilization contract were made between MNET and the Standard and
2 Measurement Authority (SMA) of Mongolia and which was approved by Mr. G. Gantumur, a chief of SMA and Mr. Ts. Banzragch from MNET ( 019/116). According to the working group workplan the inventory for all related standards according to the category were made and all necessary data were collected. Special monitoring groups were established to classify and categorize the standards according to the professional field. The common characterization table for monitoring assessment was developed and delivered to each group and filled it. The progress reports were submitted to the MNET and NEMO II officers respectively and several discussions were taken place. Meantime working group received methodological consultations from B. Gerel, Head of Department of SMA, Sh. Badamkhand, Officer of SMA and T. Bulgan, Referent from Agency of the Mongolian State Security Council, which greatly contributed to the carry out the realistic outcomes on standards and to end the project with successful completion. Three. Monitoring During the assessment the working group have monitored totally 357 standards from environmental and tourism fields. Based on the assessment the team has proposed following recommendations: 120 standards should be kept in the old version, 213 standards should be re-monitored and revised, 24 standards should be cancelled and 33 standards should be changed their category and 14 standards should be included in double categories. Mechanics of transportation Vehicle Agriculture Food technology Chemical technology Total The main reasons for re-monitoring and abating of some standards are followings: - to match with a provisions of Laws on Environment and Tourism fields, and according to the requirements of International Standardization Organization (ISO) - to systematize terminology, to correct syntax and to adjust meaning - to re-process based on the advanced techniques, technologies and research methodologies Below some examples of standard conflicts identified during the monitoring assessment: Due to, the various declarations of specific terminologies in ISO standards the translation lost their meanings and caused difficulties in use. For example, we could mention 11 standards on Water quality from MNS ISO 5667 category. Used permanent pollution instead of scrapping waste from permanent source, transportation blazed gas pollution instead of scrapping waste from transportation vehicles and water probe instead of samples etc. Also translating ISO 4888:1995 standard and approved it as 2 separate standards like MNS ISO 4810:99 and MNS ISO 4889:99. There are not so many standards available which matched the requirements of MNS 1-2:2006 standards according to the Methodology for National standards development approved by SMA. Most standards have a syntax errors and weak writing style. For example, in MNS5664:2006 standard on Definition of Phosphorus and Nitrogen content in mineral fertilizer existing many syntax errors and also included citation of standard from In the table with list of 213 standards for re-monitoring and 24 standards for abating we have included the basis and reasons for each standard.
4 Four. Advantages According to the monitoring evaluation we found that since 2005, the translation quality of ISO standards was much improved. For example, Water quality, MNS ISO 5814:2005 standard on Definition of liquid oxygen content, MNS ISO 9297:2006 standard on Definition of chloride content, Titration of argentums with chromate detector (Methodology of More) etc. Also the quality of national standards development was improved. For example, 4 complex standards on Cedar nut and 5 complex standards on Rehabilitation of eroded land. The working group introduced the summary report of standards monitoring work to the National Committee of SMA on 30 October 2009 and it was accepted (Attached the Minutes of meeting). Moreover based on the monitoring assessment recommendation for standard development policy was introduced to the decision makers, officers and members of Technical Bureau of MNET. During the discussion participants provided some comments to the recommendations, which was included and the policy document was renamed as Concept on environmental standards from MNET and reintroduced after modification. Five. Approval of developed standards Within the project framework requested to develop and get approval of 2 new standards on Cell of paddle trap for fishery with industrial purposes and General requirement of the Green construction closest distance and extent for planning of the construction works and engineering network. There are several needs to develop such standards as followings, 1. In 14 th provision, sub-provision of the Mongolian Law on Hinting was indicated that the cell size of all kind of paddle trap (or net) for fishery with industrial purposes should not below 30 by 30 cm. But the scientist s recommendations and analysis are approved that use of paddle trap with size of 30x30 cm for fishery catching adolescence and reproductive fishes and that is influenced for rapidly scarcity of fish resources in lakes. Therefore the teachers of Eco Asia were decided to develop the standard to increase the cell size of paddle trap for fishery with industrial purposes to 50x50 cm based on researcher s study by collaboration with Dr. M. Erdenebat and Dr. B. Mendsaikhan Fish researchers, from the Institute of Geo-Ecology of Mongolian Academy of Sciences. This standard was approved by National Council of SMA. 2. Green construction closest distance and extent for planning of the construction works and engineering network was needed because in BNbD Norms and rules for Urban planning and constructions was indicated that up to 30 percentage of the outside yard of the construction
5 should reserved for green construction and parking. There was not exactly indicated the percentage of green construction and therefore the outside yard of apartment districts converted to the payable parking and only percentage belongs to the green construction. Therefore we have developed a new standard clearly defining the closest distance of green construction to the buildings and engineering constructions and estimated the percentage of green construction as 20 and this standard was also approved by National Council of SMA. For this standard development we have cooperated with Dr. Chimid General dendrologist of Ulaanbaatar City. The working group organized several meetings, discussions with specialists and introduced the 2 standards proposals and collected the official feedbacks from certain organizations and also from individuals then modified considering their valuable comments and advices. After necessary modifications these 2 standards were re-introduced and approved by Technical Bureau of MNET and by National Council of SMA. (Attached approved 2 standards) Six. Development of Policy statements In the ToR of the project was suggested by MNET to develop Policy recommendation for standardization upgrading and strengthening the environmental and tourism fields. And therefore working group worked hard and has concentrated to develop useful documentation. The draft version was introduced to the decision makers, a heads of agencies and departments and officers of MNET. According to the discussion the document was finalized and modified as Concept on environmental standards from MNET. This document was indorsed and now is ready to hand to MNET. Other Attached the following lists of standards, as: The list of standards should be kept in the old format and content The list of standards should be abated The list of standards should be re-monitored and improved The list of standards should be changed their category In the list included some standards with modified category as negotiated with SMA according to the comparison of all standards with ISO standards during monitoring work.
6 Based on MNET recommendations the working group has developed a list of necessary standards to be developed beyond 2021 and planning proposal (See attachment).
