2 Dead Horse Creek Project Overview Enbridge operates seven pipelines that cross Dead Horse Creek on the Minnewasta Golf & Country Club The crossings occur in two separate rights-of-way (ROW) - Five crossings constructed prior to 2007 in the south ROW - Two crossings constructed after 2007 in the north ROW To ensure the ongoing safe operation of our pipelines and the surrounding environment, we will be working over the summer and into the fall to address pipeline integrity issues related to historical instability of the East slope of Dead Horse Creek Having taken corrective actions in 2013 & 2015 to stabilize the slope, we re now implementing a long-term solution It reduces the risk to existing pipelines from heavy equipment of soil stability issues 2

6 Dead Horse Creek Project Development & Changes to the Land Geotechnical Investigation 1948 In 1941, a dam is constructed across the Dead Horse Creek, creating a man-made lake (now known as Lake Minnewasta) The first pipeline across the Creek, Line 13, is constructed in 1950 In 1953, the dam is raised, creating a larger lake construction Line 2 comes activities, is constructed and reduces in 1956 the potential risk 6

10 Dead Horse Creek Project Construction Plan Segment Purge Enbridge will mobilize to site on July 17, 2017 through November 2017 Work on the specific lines will include: Why is the pipeline left in place? o The decommissioning investigation of pipe process girth welds is designed to minimize the effect on o communities and the environment: Line 1 - segment cut-out repair from the bottom of slope through the creek on to the golf course; Line 2 - segment cut-out repair from top of slope through the creek on to the golf course o Line 3 - sleeve repair from mid-slope through the creek on to the golf course; investigation of girth welds o Line 13 - investigation of girth welds on the slope and through the creek; inspect strain gauges and adjacent pipe; one preventative maintenance dig (between green # 7 and tee box #8) o Repair surface failure between the south (Lines 1, 2, 3, 4 and 13) and north ROW (Lines 65 and 67) o o Replace strain gauges, slope inclinometers and vibrating wire piezometers damaged or removed during construction It reduces the risk of soil stability issues Install new distributed fibre-optic strain monitoring system on Line 2, complete with powered instrumentation building 10
