Dear Ms. McKim, I refer to the above referenced report issued following your visit to the site and inspection completed on 29th January With reference to the EPA's initiative to provide on-line access to additional keystone enforcement documents I note that this initiatve includes the publication of site visit reports received for inspections post Jan 1st 2016 and also offers Licensees the opportunity a Licensee Public Response to an EPA Site Visit. With this in mind, the response below has regard for the issues raised during your visit including the single non compliance and three observations raised. For ease of reference my response follows the numbering sequence used by the Agency in your letter. 1.1 Storage of Baled MSW This observation refers to the current practice of wrapped bale storage in the Southeast yard area at the facility. As you are aware, our original approval for the baling, wrapping and storage of bales dates back to 2012 and is subject to a number of conditions, one of which relates to retention time of bales stored in this area. Extensive drainage works were completed in 2015 to ensure the continuation of this process. With the approval of Irish Water, drainage from this yard area is now diverted to the foul water drainage system (works desribed in previous submission). 2 The report requires an updated proposal to be submitted to the Agency in relation to the baling and storage of wrapped bales. I confirm that this report was submitted through the on-line EDEN system on 10th March 2016 and addresses concerns raised over retention time and the potential for odour generation. 1.2 Dating of MSW Bales The Agency's observation in relation to this are noted. A system is now implemented whereby bales are clearly dated with time of production. During each shipping cycle, bale storage will commence in the north eastern part of the yard and the stockpile shall move in a southerly direction. 1.3 Housekeeping along South West Boundary Housekeeping is a strong focus of our daily site inspections and we will continue to place emphasis on this. A dedicated bin storage compound was recently installed in this area and has improved the general appearance of this area. Whilst acknowledging litter is evident particularly on Photo 2, we are disappointed to receive a non-compliance with regard to this particualr issue which was confined to a particular area and was not a widespread issue across the site. The site manager reviews housekeeping on a daily basis with particular focus on the site boundary and initiatiates litter picks when required. These inspections and subsequent litter picks gate enerally scheduled for the afternoon. Notwithstanding this, there will be renewed focus on this. 5 1.4 Availability of Records This observations notes that a number of records were unavailable including the updated drainage drawing were unavailable for inspection at the time of the site visit. The report confirms that these records (updated drainage drawing, permit for timber outlet, fire safety records and drainage integrity records) were forwarded to the Agency in the days following the site visit. We note the observation and will ensure that relevent records are available onsite for inspection by the Agency. Summary Whilst not required to respond directly to the Agency s site visit report, we welcome this opportunity to confirm our commitment to ensuring operations at our facility are compliant with conditions of our waste licence. The issues raised by the Agency are addressed and we note that these will be followed up on during future site visits.
