3 Limited Scpe Prject Delivery Apprach Overview In rder t effectively administer the planning and design f transprtatin-related prblems with a limited scpe, the NJDOT has develped a Limited Scpe Prject Delivery Apprach. The Limited Scpe prject types and parameters are referenced within this sectin. The main difference between the Limited Scpe Prject Delivery Apprach and the standard Capital Prject Delivery (CPD) prcess is that the Limited Scpe Prject Delivery Apprach des nt have a frmal PE Phase. The applicable CPD prcess PE activities and crrespnding Wrk Breakdwn Structure (WBS) deliverables have been distributed t the Limited Scpe CD and Limited Scpe FD Phases. The tw key frmer Limited Scpe PE deliverables were distributed as fllws: Apprved Envirnmental Dcument is in the Limited Scpe CD Phase and apprved Design Exceptin Reprt (if needed) is in the Limited Scpe FD Phase. Eliminating the frmal PE Phase fr this apprach is pssible because the prject scpe shuld nt change nce the Preliminary Preferred Alternative (PPA) is selected at the end f Limited Scpe CD Phase. By eliminating the frmal Limited Scpe PE Phase, the Department can realize significant savings in administrative csts and time. Limited Scpe Prject Delivery Apprach Histry The NJDOT intrduced the Limited Scpe Prject Delivery Apprach fr tw types f prjects that met apprved criteria: pavement resurfacing ( mill x, pave x plus ne ) bridge deck/superstructure replacement Templates were develped fr each f these prject types t assist in perfrming CD and FD activities and are listed n the Limited Scpe Prject Delivery Apprach webpage. These tls were develped t facilitate and expedite the delivery prcess fr Limited Scpe prjects. Althugh custmizatin f these tls is pssible in certain cases, advance FHWA cncurrence is needed fr any custmizatin f these templates befre cmmencing CD r FD. It is imprtant t understand that the Limited Scpe Prject Delivery Apprach enables an expedited prcess t be used if warranted prject scpe prduces nly limited prject impacts. The warranted prject scpe includes thse scpe items identified in CD necessary t address the prblem statement and any necessary safety and/r ther deficiencies required t be addressed based upn the prject type. In rder t maintain the integrity f the Limited Scpe Prject Delivery Apprach, the CD Phase shuld cnsist f an bjective assessment f the warranted scpe and related impacts t determine if the prject meets the requirement f Limited Scpe. Checklists shuld be cmpletely filled in and cmments shuld clarify/cnfirm the scpe t be included. Open ended cmments shuld be avided. If ultimately, the CD assessment indicates that a prject s scpe des nt meet Limited Scpe requirements, the prject needs t be delivered utilizing the standard CPD Prcess. The NJDOT, with cncurrence frm FHWA, subsequently expanded the Limited Scpe Prject Delivery Apprach t prvide fr a faster, mre efficient way t deliver small-scpe prjects that may cme frm ther NJDOT Management Systems (e.g., Drainage Management System, Safety Management System). Limited Scpe eligibility fr these additinal prject types is premised n the requirement that existing ftprints are maintained, Certified CE dcumentatin is applicable with nly minr permits, n r minimal utilities and/r n permanent right f way acquisitin, except fr ADA cmpliancy. 4 The additinal prject types include: Drainage Imprvement Simple Culvert Structural Repair Median Crssver Imprvement Sign Structure Installatin * ITS Installatin Simple Intersectin Imprvement (n reductin in lane r shulder width, minimal utility/right f way invlvement) Thin Surface Treatment High Frictin Surface Treatment Cncrete Pavement Repair Rckfall Mitigatin Additinal prject types as necessary upn apprval by FHWA * Design exceptin apprval f substandard minimum vertical clearance is required. Nte: Full Depth Recnstructin prjects shall utilize the standard CPD Prcess. Features f pavement resurfacing prjects that have been apprved fr Limited Scpe prjects may include: Crss-slpe Imprvement Shulder Recnstructin (nt t exceed 10% f the ttal pavement area fr cncrete and HMA) ** Full Depth Pavement Repair (nt t exceed 10% f the ttal pavement area fr cncrete and HMA) ** Full Depth Reclamatin (nt t exceed 10% f the ttal pavement area fr cncrete and HMA) ** Cld and Ht In-Place Recycling Additinal features as necessary upn apprval by FHWA ** If prjects have Full Depth Pavement Repair r Full Depth Reclamatin that exceeds 10% f the ttal pavement area, a pavement life cycle cst analysis shall be cnducted and apprved by FHWA fr the prject t be cnsidered Limited Scpe. If the pavement life cycle cst analysis is apprved by FHWA, CSDE evaluatin and design exceptin apprval is nt required. If the pavement life cycle cst analysis is nt apprved by FHWA, the prject shall prceed as a recnstructin prject and utilize the standard CPD prcess. As nted abve, there are several pavement treatments applicable t the Limited Scpe prcess. These treatments include: Thin Surface Treatment, Cncrete Pavement Repair & Pavement Resurfacing ( mill x, pave x plus ne ). When develping the scpe fr these pavement prjects it is imprtant t knw which radway design features, such as, centerline rumble strips, curb ramps, utility relcatin, guiderail, etc. are applicable fr each pavement treatment. Fr that reasn, the NJDOT has develped guidance utlined in the NJDOT Pavement Perseveratin Guidance. (Attachemnt A) Pavement Resurfacing and Bridge Deck/Superstructure Replacement Prjects The purpse f pavement resurfacing and bridge deck/superstructure replacement prjects is t address the identified deficiencies in rder t extend the functinal and structural life f the assets. The prject scpe is nt intended t g beynd addressing the defined purpse and need. Pavement resurfacing and bridge deck/superstructure replacement prjects that invlve acquisitin f right f way r easements, envirnmental impacts r permanent utility relcatins are generally nt applicable t the Limited Scpe Prject Delivery Revisin 12 Pg 2 f 15 Released: 08/2017

5 Apprach and shuld typically be designed using the standard CPD prcess. These impacts need t be identified in CD and prperly nted in the applicable Checklist. The fllwing are the general cncepts fr bth the pavement resurfacing and bridge deck/superstructure replacement prjects: Pavement resurfacing and bridge deck/superstructure replacement prjects are typically identified using the NJDOT Pavement Management System and the NJDOT Bridge Management System, but can be generated frm individual prblem statements. Due t limited seasnal availability t cnduct aerial survey, mapping fr Limited Scpe prjects may be acquired under a separate task rder in the CD Phase (instead f acquired at the beginning f FD) and prvided t the Designer upn availability. Pavement resurfacing and bridge deck/superstructure replacement prjects shuld nt invlve ITS impacts, access impacts, r the acquisitin f right f way. Temprary easements may be cnsidered n a prject-by-prject basis t accmmdate cnstructin activities. Utility invlvement fr pavement resurfacing and bridge deck/superstructure replacement prjects is generally limited t manhle, valve, and inlet resets. Temprary utility relcatins may be cnsidered n a prject-by-prject basis t accmmdate cnstructin activities. Guiderail shuld be evaluated and upgraded t current standard, wherever feasible. ADA cmpliance is required. Pavement resurfacing and Bridge deck replacement prjects nly require a Self-Certified CE Dcument. Superstructure replacement prjects require a CE Dcument. Selected netwrk activities can be added r remved n Limited Scpe Prjects n a prject-by-prject basis. The fllwing are the general cncepts fr pavement resurfacing prjects: Guiderail shuld be evaluated and upgraded t current standard, wherever feasible A pavement resurfacing that verlays a bridge deck is generally treated as a preventive maintenance scpe and therefre, if the wrk is t be federally eligible fr participatin, justificatin shuld be prvided supprting that the preventive maintenance recmmendatin is part f a systematic apprach and that applicatin f the verlay will extend the useful life f the bridge and bridge deck until currently prgrammed imprvements are implemented. Otherwise, a 10 year service life needs t be achieved. As an alternative, the bridge prtin culd be included using ther funding. A pavement resurfacing mill 'x', pave 'x' plus ne prject has the ability t perfrm Full Depth Cncrete Jint Repair. The fllwing are the general cncepts fr bridge deck/superstructure replacement prjects: Bridge deck/superstructure replacement prjects require a Design Exceptin Reprt if cntrlling substandard design elements are present n the structure. Superstructure replacement prjects requiring envirnmental dcuments ther than a Categrical Exclusin Dcument cannt use the Limited Scpe Prject Delivery Apprach. A bridge deck/superstructure replacement prject has the ability t verlay a bridge deck with mre than 1 f pavement t accmmdate Bridge Deck Waterprf Surface Curse verlays. 6 Typical Pavement Resurfacing and Bridge Deck/Superstructure Replacement Prjects Tasks by Delivery Phase Prblem Screening Identified radway and bridge deck/superstructure prblems are screened. The NJDOT Management System wner reviews the prblem t determine if the Limited Scpe prject delivery apprach is apprpriate. The Pavement Management System wner develps a pavement recmmendatin. Capital Prgram Management receives apprval frm the CPC t advance the prject t CD using the Limited Scpe prject delivery apprach based n prject parameters and the pavement recmmendatin. Cncept Develpment The Prject Manager utilizes the Limited Scpe CD Netwrk Diagram and CD Activity Descriptins t prepare the Limited Scpe CD Scpe Statement. The Limited Scpe CD Netwrk Diagram has been custmized t eliminate activities that are typically nt applicable t address the purpse and need f the prpsed prject, while keeping the activities needed t adequately select the best slutin fr the prblem. The CD Activity Descriptins include additinal guidance t perfrm a Limited Scpe CD study, including mdified scpe and schedule suggestins. If envirnmental prducts r deliverables, ther than a Self-Certified CE Dcument r CE Dcument (e.g., Sectin 4(f), Sectin 106) are needed in a Limited Scpe prject, the applicable activities may be added thrugh crdinatin with FHWA. Selected netwrk activities can be added r remved n a prject-by-prject basis. The Designer and Prject Manager utilize the Limited Scpe CD Pavement r Bridge Checklist t: Determine the full impacts assciated with the identified prblem Cllect and dcument data and verify the impacts with internal/external SMEs Verify that the prblem s slutin can be determined and prduced using the Limited Scpe Prject Delivery Apprach. The checklist will be used as a tl during the field visit and later t dcument additinal infrmatin. If thrugh the field visit and subsequent infrmatin it is determined that the scpe f the slutin is beynd the Limited Scpe Prject criteria, the Limited Scpe Study is terminated. In rder t prceed, the prpsed prject is returned t the Capital Prgram Cmmittee t advance under the standard CPD prcess. If issues identified during the field visit require further discussin, the Prject Manager hlds a Scpe Team Meeting t reslve utstanding issues. A Limited Scpe CD Reprt will nly address the activities in the prject-specific Limited Scpe Prject primavera schedule template. Revisin 12 Pg 4 f 15 Released: 08/2017

7 Final Design During the preparatin f the Limited Scpe CD Reprt, the Prject Manager utilizes the Limited Scpe FD Netwrk Diagram and Limited Scpe FD Activity Descriptins t prepare the Limited Scpe FD Scpe Statement. The FD Activity Descriptins include additinal guidance t perfrm a Limited Scpe FD prject, including mdified scpe and schedule suggestins. The Limited Scpe FD Netwrk Diagram has been custmized t eliminate activities that are typically nt needed in supprt f mill x pave x plus ne r bridge deck/superstructure replacement prjects. On a prject-by-prject basis, previusly remved standard template activities may be added thrugh crdinatin with FHWA. Hwever, this shuld be dne prir t beginning the FD Phase. If a utility relcatin is needed in a Limited Scpe prject, the Department s utility prcess needs t be fllwed whether utility relcatins are permanent r temprary. At the beginning f FD, survey wrk is perfrmed, base maps are prduced, and hrizntal and vertical gemetry is prepared. If cntrlling substandard design elements are present n the structure, a design exceptin reprt is prepared fr apprval. 8 Addressing ADA Cmpliance n Limited Scpe Prjects Americans with Disabilities Act (ADA) cmpliance is required n limited scpe prjects. Achieving this cmpliance may invlve relcating utilities and acquiring right-f-way (ROW). Often, the timeframe t acquire ROW will exceed the time needed t cmplete the prject design; thus significantly impacting the prject schedule and subjecting the pavement t further deteriratin. T address this issue, an Accelerated Right-f-Way Prcess fr Sidewalks has been develped t effectively deliver limited scpe prjects and address ADA cmpliance with ROW Impacts. Accelerated Right-f-Way Prcess fr Sidewalks The Accelerated Right-f-Way Prcess fr Sidewalks is t be used fr sidewalk and curb ramp wrk in Limited Scpe Resurfacing Prjects, ADA Cntracts, and Full-Scpe Prjects. Fr Limited Scpe Resurfacing Prjects, this prcess shrtens the timeframe needed t acquire right-f-way assciated with sidewalk wrk by mving key, initial ROW activities int CD and maintaining ther ROW activities in FD phases and eliminating the need fr the PE phase. Fr LS prjects with ADA requiring ROW and ther ADA related prjects, the prcess imprves the efficiency f acquiring parcels needed t accmmdate ADA sidewalk wrk. Hw it wrks The Accelerated Right-f-Way Prcess fr Sidewalks utilizes the existing Capital Prject Delivery (CDP) guidance framewrk f activity descriptins and netwrk diagrams. The activity framewrk remains the same, but the wrk within the ROW activities has been simplified, thus reducing the activity duratin. 9 The duratins fr ROW activities fr the Accelerated Right-f-Way Prcess fr Sidewalks are significantly reduced because they use the fllwing tls: Simplified Title Research Administrative Determinatin f Value (ADV) Sidewalk ROW Agreements Easement Clauses Simplified Offer Letter fr Affected Prperty Owners The fllwing examples state hw these tls significantly reduce the ROW duratins: A Simplified Title Research is utilized fr Activity 4600, Cnduct Title Search. The title research is limited t researching and verifying just the current prperty wner. This apprach differs frm the standard apprach f researching current and past wners, as well as any lien hlders. The result f this new innvatin is a 45 wrking day reductin in time. ADV, Sidewalk ROW Agreements, Easement Clauses, and a Simplified Offer Letter fr Affected Prperty Owners are used fr Activity 4670, Acquire ROW. The ADV is an infrmal estimate f value up t $25,000. Fr values in excess f $25,000, a full prperty appraisal is needed. Utilizing this tl results in a Much shrter timeframe (cuple weeks), vs. full appraisal (cuple mnths). Sidewalk ROW agreements als significantly reduce the verall duratin fr this activity. This agreement can be used t cnstruct new sidewalk installatins and existing sidewalk restratin. This new agreement als cntains easement clauses that simplify the prcess and reduce duratin. Finally, the simplified ffer letter fr affected prperty wners cntain less envirnmental clauses and simplified language. The result f these innvative tls is a 220 wrking day reductin in time. Benefits There are many benefits using the Accelerated Right-f-Way Prcess fr Sidewalks, such as: acquiring the ROW needed fr LS Resurfacing Prjects within available timeframes assciated with pavement preservatin prjects while advancing the Department s cmpliance with ADA Requirements. When applied t ther prjects with limited ROW needs due t sidewalk wrk, the apprach will help accelerate prject delivery. Other benefits include an increased efficiency fr staff thrugh turn-key elements f the prcess and verall cst savings assciated with simplified prperty valuatins (ADV s) and simplified title research. ADA Dcumentatin If full ADA cmpliance is nt achievable, it needs t be dcumented by the in the Technically Infeasible Frm. ADA with ROW Impacts Schedule Guidance Additinal activities assciated with envirnmental impacts, permits, and access may need t be included in prject-specific schedules and budgets based upn prject-specific ADA designs and impacts. 10 ADA Cmpliance fr Pavement Preservatin Prjects Purpse The primary purpse f this guidance is t explain, at a high level f detail, hw ADA cmpliance, NJDOT Pavement Preservatin Guidance, the Limited Scpe prcess, and the Accelerated Right-f-Way Prcess fr Sidewalks tie tgether. ADA Cmpliance The Americans with Disabilities (ADA) Act f 1990 is a wide-ranging civil rights law that prhibits discriminatin based n disability. The Federal disability definitin is a physical r mental impairment that substantially limits ne r mre majr life activities; has a recrd f such an impairment and is regarded as having such an impairment.". Accrding t Title II Regulatin, disability discriminatin is prhibited by all public entities whether they receive Federal funds r nt. Since the NJDOT is a public entity, ADA cmpliance is required n all NJDOT Capital prjects. In 2013, Department f Justice/Department f Transprtatin Jint Technical Assistance n the Title II f the Americans with Disabilities Act Requirements t Prvide Curb Ramps when Streets, Rads, r Highways are Altered thrugh Resurfacing was issued. This guidance prvided clarificatin n the types f resurfacing activities that are cnsidered alteratins requiring ADA cmpliant curb ramps t be prvided. These activities mstly fall int the categry f pavement preservatin treatments and require recmmended treatments t be perfrmed within a limited windw f time t ensure maximum benefit t the verall pavement structure s service life frm each treatment as is cnsistent with an effective pavement asset management apprach. NJDOT Pavement Preservatin Guidance (see Attachement A) The NJDOT Pavement Preservatin Guidance utlines the Departments plicy n pavement preservatin. Tday s increasing budget cnstraints require that state transprtatin agencies perfrm mre wrk with less mney. Histrically, the emphasis f highway departments has been n building new rads, but the new fcus is n maintaining and preserving existing pavement surfaces. Pavement preservatin is a critical cmpnent f an agency's asset management plan t achieve and sustain a desired safe state f gd repair ver the lifecycle f radway assets. Pavement preservatin will prevent a pavement frm requiring crrective/emergency maintenance r majr rehab /recnstructin. Pavement preservatin is cmpleting the right repair n the right rad at the right time. Fr NJDOT, the vehicle t deliver pavement preservatin prjects is the Limited Scpe prject delivery prcess. Pavement Preservatin prjects are develped directly frm NJDOT s Pavement Management (PMS) Access data base. Factrs affecting the pririty ranking f segments f pavements include SDI, IRI and assciated Final Pavement Rating. Segments are evaluated based n their cnditin and prximity t ne anther and then cmbined int cntiguus lengths suitable fr develpment int a prject. Ultimately, a Pavement Resurfacing Needs List is created that identifies all ptential prjects needing treatment based n the PMS database used in the analysis. Limited Scpe Prcess The Limited Scpe prject delivery prcess is a way fr the NJDOT t design and cnstruct Capital prjects t address deficiencies in rder t extend the functinal and structural life f the Department's assets. The main difference between the Limited Scpe Prject Delivery Apprach and the standard Capital Prject Delivery (CPD) prcess is that the Limited Scpe Prject Delivery Apprach des nt have a frmal Preliminary Engineering (PE) Phase. The applicable standard CPD prcess PE activities and crrespnding PE deliverables have been distributed t the Limited Scpe Cncept Develpment (CD) and Limited Scpe Final Design (FD) Revisin 12 Pg 8 f 15 Released: 08/2017

11 Phases. Upn cmpletin f CD, the NEPA dcument is develped and apprved. The Design Exceptin Reprt (if needed) is prepared during the FD phase. Fr pavement preservatin prjects, the Limited Scpe prcess helps expedite delivery f pavement preservatin treatment prjects befre existing pavement deteriratin prgresses t a pint where a mre extensive and cstly treatment is needed. During CD, the scpe f wrk is develped and then tested t ensure that the warranted prject scpe includes nly thse scpe items identified as necessary t address the prblem statement (driven by the PMS), and any necessary safety and/r ther deficiencies determined t be required within the prject. Additinally, Limited Scpe eligibility is premised n the requirement that existing ftprints are maintained, Certified CE dcumentatin is applicable with nly minr permits, n r minimal utilities and/r n permanent right f way acquisitin, except fr ADA cmpliancy, is required. This apprach is pssible because the prblem statement is based exclusively n PMS needs and the requirement that prject related impacts are cnstrained t a pint where n alternatives ther than the pavement preservatin treatment itself can satisfactrily address the prblem statement and still be cnsidered limited scpe. LS prject purpse and need is tied directly t the prblem statement which is based n the cnditin f the pavement as identified in the PMS. If it is fund during CD that all the parameters described abve are met, the CD reprt is finalized and the NEPA dcument is cmpleted prir t advancing directly t FD as a LS prject. If it is determined that the parameters are nt met, the prject remains in CD fr further study r reverts t the standard CPD prcess that includes a PE phase. By eliminating the frmal Limited Scpe PE Phase, NJDOT can realize significant savings in administrative csts and time. As previusly stated, ADA cmpliance is required n all NJDOT Capital prjects, including Limited Scpe prjects. 13 Attachment A NJDOT Pavement Preservatin Guidance Intrductin Tday s increasing budget cnstraints require that state transprtatin agencies perfrm mre wrk with less mney. Histrically, the emphasis f highway departments has been n building new rads, but the new fcus is n maintaining and preserving existing pavement surfaces. This shift has resulted in five pavement treatment categries: Rehabilitatin: Structural enhancements such as resurfacing and structural verlays that extend the service life f an existing pavement and/r imprve its lad-carrying capacity. Recnstructin: Replacement f the entire existing pavement structure by the placement f the equivalent r increased pavement structure. Pavement Preservatin: Prgrams and activities emplying a netwrk level, lng term strategy that enhances pavement perfrmance by using an integrated, cst-effective set f practices that extend pavement life, imprve safety, and meet rad user expectatins. It is a strategy f surface treatments and preventive maintenance intended t retard prgressive failures and reduce the need fr rutine maintenance and service activities. Crrective Maintenance: Perfrmed after a deficiency ccurs in the pavement, such as lss f frictin, mderate t severe rutting, r extensive cracking. May als be referred t as reactive maintenance. Emergency Maintenance: Perfrmed during an emergency situatin, such as a blwut r severe pthle that needs repair immediately. This als describes temprary treatments designed t hld the surface tgether until mre permanent repairs can be perfrmed. All categries, alng with sme limited new cnstructin, are needed in a cmprehensive pavement prgram. Hwever, emphasizing pavement preservatin is a critical cmpnent f an agency's asset management plan t achieve and sustain a desired safe state f gd repair ver the lifecycle f radway assets. Pavement preservatin will prevent a pavement frm requiring crrective/emergency maintenance r majr rehab /recnstructin. Pavement preservatin treatments reduce the amunt f water infiltrating the pavement structure, prtect the pavement system, slw the rate f deteriratin, r crrect surface deficiencies such as rughness and nn-lad related distress. These treatments generally d nt add capacity r structural value but d restre the verall cnditin f the transprtatin facility. They are nt applicable and shuld never be applied if fatigue-related distress exists in the pavement. Pavement Life Pavements are increasingly being designed fr lnger service lives, and lnger-lasting pavements mean mre pprtunity fr preservatin ver the life f the pavement structure. T demnstrate the value f a lng life pavement, it needs t shw a lwer life cycle cst than traditinal alternatives, factring in bth the initial cnstructin cst and nging preservatin ver its functinal life. In this apprach, keeping pavement treatment csts dwn is helpful t the success and viability f the design. Under a successful pavement preservatin prgram, maintenance shuld be less frequent and preservatin activities must be cst-effective. An imprtant aspect fr cst-effective preservatin ver the pavement life cycle is the selectin and timing f preservatin activities. Using the right preservatin treatment at the right time will help yu get the maximum benefit. This depends partly n the cnditin f the pavement and where it is in its life cycle. 15 Surce: FHWA Pavement Preservatin Fact Sheet, 2000 Under mst circumstances, the cnditin f a pavement ver time can be represented by a curve similar t the ne shwn abve. The wrse its cnditin gets, the mre expensive the treatment required t restre the pavement t gd cnditin, s applicatin f an apprpriate treatment in the right general area n this curve is imperative. A relatively inexpensive pavement preservatin treatment earlier in the pavement s life cycle, while it may nly bring a slight imprvement in the cnditin f the pavement, still makes a tremendus difference when cnsidering that it pstpnes r avids the need fr a much mre expensive treatment later n. Pavement preservatin is mst effective when a pavement is structurally sund and exhibits little r n distress. Examples f pavement preservatin activities include crack sealing and surface treatments such as chip seals r slurry seals, alng with thin (nn-structural) verlays and minr rehabilitatin such as resurfacing. Prgram Develpment The intent f the pavement preservatin prgram is t select, design, and cnstruct pavement preservatin treatments in an expedited fashin t extend pavement life and maintain the pavement surface at the highest pssible level f serviceability. The Pavement Management System (PMS) prvides a first cut list f candidate prjects fr all f the Preservatin treatments. The candidate prject list is then reviewed and adjusted based n several prject factrs t create the prject list. Prject Selectin Guidelines The Bureau f Pavement & Drainage Management and Technlgy, thrugh its pavement management system, has develped pavement preservatin strategies t incrprate bth preservatin and rehabilitatin wrk at apprpriate intervals t preserve pavement cnditin thrughut its service life. 16 Candidate preservatin prjects are selected based n the age, cntinuus length, ADT and cnditin. The PMS develps the candidate list by querying the database fr all rad segments that meet the age since last treatment criteria. The list is refined further by selecting all rad segments that meet a minimum cntinuus length and lane mile criteria and then priritized based n the traffic vlume with higher vlume rads getting a higher pririty. The surface distress f each rad segment is visually assessed by pavement design engineers t determine if the cnditin is suitable fr preservatin. The pavement design engineer then determines the apprpriate preservatin treatment(s). It is pssible that initially-identified pavement preservatin prjects may be eliminated if they becme t cmplex as a result f the need t increase capacity, imprve traffic peratins, r address cmplex safety betterments. Preservatin prjects are time sensitive due t the cntinuus deteriratin f the pavement as well as seasnal temperature variatins which reduce the cnstructin seasn fr many treatments. In instances where delayed delivery is anticipated, ther prjects meeting the established criteria may be substituted fr eliminated preservatin prjects in rder t maintain a balanced prgram and prvide fr planned expenditures.
