1 REGANOSA LNG TERMINAL LA CORUNA SPAIN Jochen Kaspar Project Manager Andreas Hambücker Senior Process Engineer Tractebel Gas Engineering GMbH ABSTRACT In 2005, Spain was consuming 34 BCM of gas. From this yearly consumption, 65 % of the NG in Spain was LNG. This figure will increase up to 70 % within the next coming years. Consequently, Spain is the biggest European LNG Importer with 20 BCM, and the third at world scale ( after Japan and Korea). Within this growing market, an LNG Terminal was introduced in 2000 in the Spanish Energy plan, to provide LNG to the North-West of Spain, in order to provide gas to the area of Galicia. The Reganosa LNG terminal will contribute for 9% of the Spanish LNG import. Several locations have been investigated and decision was made to schedule the location at Mugardos,, near the existing installations of Forestal. Contract was awarded to TGE Gas Engineering, in January The construction area was available, late This terminal will have a berth capacity for m3 LNG carriers, initially 2x m3 full containment LNG storage tanks, ( with room for two more), and LNG vaporization utilizing heat from seawater, with a submerged combustion vaporizer as back up. Installed send out capacity is Nm3/h. The project, realized on a compact site of only 9 ha, will receive its first cargo in spring The plant will be operational in summer PO-05.1

2 Introduction The Spanish market has been propelled by greater natural gas use for power generation. In 2005, natural gas consumption in Spain rose to 34 BCM, a growth of 17.6% over the 2004 figure. In 2005, 65% of the NG consumed in Spain was LNG, while in the future; this figure will even grow to over the 70%. This is a confirmation of what the Ministry of Energy of Spain scheduled several years ago. The growing dependence on foreign energy in Spain was a cause of concern for the safety supply. On top of it, the interconnections shortage with European energy networks (Energy Island) means that supply of LNG became a predominant role. For that reasons, the ten years Energy plan includes several existing LNG Terminals, and consider to extend those and a new LNG terminal, to supply gas to the Northwest of Spain was added to the list. Reference is made to the Spanish transport network. Figure 1 indicates the location of the LNG terminals, their send out capacity, their existing storage capacity and the scheduled extension. Background In 1999, REGANOSA, was set up to develop a terminal in Mugardos, in the area of Ferrolterra. The final selected area was the industrial site near the existing installations of Forrestal. 3 In 2000, the beginning of the Promoter s Association among the new potential members took place, in order to analyze the technical and economical viability of the Reganosa project. In March, 2001, the Member s Agreement which establishes the government regime and regulates the relations among the REGANOSA parties was signed. Figure 2 clarifies the actual shareholder structure % 5% Likewise, there was a commitment signed, to install new combined cycle plants in As Pontes and Sabon (800 MW in each location). 4 The objective of the project was to cover about 9% of the Spanish gas network in See figure 4. The contract was awarded end 2002 to TGE Gas Engineering, (formerly Tractebel Gas Engineering, an affiliate of the Group Suez-Tractebel S.A.) In the meantime, REGANOSA started with the authorization process and filled the permits in order to allow start of construction works by December The total project cost, as scheduled of today is around 400M. See figure 5: PO-05.4

Unloading capacity will be m³/h. The storage capacity, within 2 full containment tanks is 2 x m³. Vaporization of the gas will be realized, utilizing the heat of the seawater. A back-up submerged combustion vaporizer is installed, with a total capacity of 3 times 160t/h The nominal capacity of gas send out is Nm³/h, with an installed peak capacity of Nm³/h. In order to optimize the limited surface area available, a ground burner has been installed instead of an elevated flare. 6 We draw the attention to the limited surface area available, being 9 ha,which was forcing the engineering team to optimize and compromise between safety criteria as per EN 1473 and plant maintenance and operability. Figures 8 and 9 highlight the overall 3 D model view of the project, and the specific process area around the tanks. PO-05.6

7 An overall air picture of the actual status of the project is attached in figure 10. PO-05.7

8 Potential project extension Taken into account the growing LNG market in Spain, REGANOSA envisages to extent the project already in 2007 with 2 additional vaporizers of 160t/h and 2 additional storage tanks of m³. The land is available for this future extensions and the tie- in s included into the base contract. PO-05.8
