Energy Efficiency Obligation Scheme Joe Durkan SEAI 22/08/2017
Overview of Ireland s EEOS
Transposition of EED Article 7 of EED transposed into Irish legislation (SI ) ( Minister responsible for issuing E.E. notices to Suppliers SEAI delegated by Minister to operate and administer the scheme Guidance Document and other data on Scheme available at
National Target under EED Ireland s annual final target equates to 1,102GWh (Primary Energy) Ireland has adopted an alternative measures approach including a supplier obligation. A proportion of the target is allocated to regulatory measures and a further amount to other national efficiency programmes The balance is then allocated as a target on obligated parties.
Obligated Target under EED Obligated Parties are Energy Suppliers who place more than 600 GWh on the market in any given year. Individual targets based on market share. Annual Target: 550 GWh for 2014, 2015 and GWh for GWh for 2018, 2019 and 2020 Sectoral Target 5% 20% 75% Non Residential Resdential Energy Poor
Suppliers under Obligation Details on Obligation Scheme found at Energy Supplier List: Bord Gais Energy Bord Na Mona Calor Electric Ireland Energia Enprova Flogas Lissan SSE Airtricity Vayu
How it works
Achieving Energy Credits An energy credit equals 1 kwh of saving from energy efficiency measures. Residential: Deemed Credits per measure based on Building Ratings under EPBD Non-Residential: Scaled or Measured Savings based on ISO 50015, IPMVP or equivalent Project data uploaded to SEAI bespoke systems (ECMS) and subject to Evaluation and Audit
Non-Residential Typical Measures Lighting (e.g.: decommissioning, maintenance, retrofit, controls, etc.) Heating (e.g.: servicing, insulation, set point regulation, control, fabric upgrade, etc.) Refrigeration (e.g.: temperature control, pipe insulation, relocation, replacement, etc.) Ventilation and Air Conditioning (e.g.: free cooling, maintenance, optimisation of operation, general energy management) Motors, Drives and Pumps (e.g.: replacement, VSDs, control, etc.) Compressed Air (e.g.: leak repair, optimisation, re-design, replacement, etc.) Transport (e.g.: Eco-driving, fleet and energy management, etc.) Industry Processes (e.g.: steam trap inspections, facility programmes, BMS, etc.) Combined Heat and Power installations (to meet own use heat and electricity demand within the site)

Participating
Obligated Parties - Typical Supports Technical Provide advice on the planning, sourcing and installation of technologies such as CHP, BMS and heat recovery systems. Assist in achieving certification, e.g. ISO 50001, EXEED Provide a certified energy practitioner to: Financial: the company to carry out energy audits, implement energy management systems, identify energy efficiency opportunities conduct measurement and verification of the savings once those opportunities have been realised. direct monetary contribution towards a project, facilitating low interest loans, negotiating discounts on materials (e.g. lighting supplies, high efficiency pumps and motors), reduced energy prices or tariffs. Any or all of the above
How to get involved Utilise the Tegasc Advisory Service Identify efficiency opportunities and estimate potential savings Identify available supports Contact obligated parties with details and look for best deal
Supports
Obligated Parties Important note: Obligated Parties can provide additional support in all of the following schemes
SEAI Better Energy Communities
Better Energy Communities (BEC) Supports innovative delivery approach at community level Increased funding for 2017 (c. 30m in 2017) Balancing domestic, commercial, not for profit projects Energy efficiency, renewable measures & project costs Varying funding levels Get further info at: or contact:
BEC Carbery Better Energy Farmers Scheme 2017 Project Aims: To highlight energy efficiency to farmers in the West Cork area To allow individual farmers access grant funding that they could not access alone To create a pipeline of farmers for subsequent years schemes Brief summary: Carbery and their 4 Co-ops will complete energy efficiency works in their factories. The Co-ops are offering interest free finance over a 12 month period to the farmers to carryout lighting upgrades on their farms. These works are grant funded by the BEC and also receive additional grants offered by the Co-ops and Carbery. Energy Supplier (Enprova) carries out energy audits and provides QA and administrative support
BEC Carbery Better Energy Farmers Scheme 2017 Other details: Lighting suppliers are evaluated and selected, ensuring that economies of scale are obtained by combining procurement for numerous farms Carbery provides bridging finance so the farmer only has to contribute to the non grant portion of the works Also provides interest free finance for the non grant portion of the works to the farmers on their milk account over an agreed period of time.
SEAI / Teagasc Dairy Farm Pilot Scheme
Dairy Farm Pilot Scheme Variable speed drive vacuum pumps can result in savings of over 10% on total farm energy costs. Variable speed milk pumps can reduce total farm energy costs by 5% when used in addition with a plate cooler
Support Levels New Technology Installations Level of support (%) Maximum level of support Excluding VAT Single Phase Three Phase Retrofit Variable Speed Drive (VSD) Vacuum Pump 50% 4,500 3,000 Retrofit Variable Speed Drive milk pump 50% 1,000 Smart Meter mandatory requirement Included in above
