5 2.1 Water carcity R I Y Volumen (Hm³) Inter-annual accumulated runoff between eptember 1931 and eptember 2009 verage of the short time series : 296,03 Hm³ verage of the long time series: 471,42 Hm³ RIY: Linked to natural permanent conditions of a territory where natural rainfall, which results in natural runoff, is not enough to meet the several consolidated demands which, therefore, have to compete for natural resources against local environmental requirements corresponding with the territory according to its own climate, geographic, morphologic, etc. characteristics.

7 W R R I Y D D R O U G H 2.2 Drought characterization he ational Hydrologic Plan ct 10/2001, of 5th July, requires, in its rticle 27, the developing of Drought Management Plans (P). Drought Management Plans were passed by the ORD MM/698/2007, of 21 st march 2007, led by the Dirección General del gua, developed by River Basin Organizations and with the support of the Drought xpert ommittee. he recurring and severe droughts that egura River Basin has suffered have been the main reason for the designation of this basin as: Water carcity and Drought Pilot River Basin.

11 4.3 Regulations ROYL DR 1620/2007, of 7th December, on ewage water reuse. R U It establishes legal procedures which allow to use treated sewage water as an alternative water resource, and at the same time fostering plans dealing with water reuse and with more efficient use of water resources. It defines the reuse term, it introduces the renewed water concept, it establishes the necessary requirements to carry out the utilization of renewed water and the procedures to obtain the legal water rights, and it includes regulations about admitted uses and minimum quality requirements in each case. Besides, it gathers minimum quality criteria to meet when using renewed water in each case of use. Before its reuse, sewage water has to undergo a renewal treatment to meet health and environmental required quality levels, which will be different for each type of use. Renewed waters will be allowed to be used for urban, agricultural, industrial, recreational and environmental purposes. ertain uses are banned for being dangerous to health and environment.

20 6.1 Hydraulic etwork M he Mancomunidad de los anales del aibilla-m (utonomous Organism of the Dirección General del gua) supply more than the 90% of the egura River Basin Population, and even part of the Jucar River Basin population. he current Water Management Plan of the egura River Basin- PH (passed by Royal Decree 1664/1998, of 14th July) takes into account the several water sources legally assigned to the M, including already 40 Hm3 of desalinated water. Basic infrastructures: Over 500 Km of main channels. Over 1000 Km of secondary channels. 6 Drinking Water reatment Plants. 7 Desalination Plants. 6 Large Pumping Plants.

26 O L U I O OLUIO egura River Basin is characterized by a permanent water scarcity situation and by frequent drought episodes, increasingly severe. his situation requires an integrated water resource management, considering the different water sources (surface water, groundwater, water transfer, reuse, desalination) It has been absolutely necessary to develop a wide and efficient hydraulic infrastructure for urban supply, irrigation and other uses. he legal framework regarding water management together with a suitable economic and financial regime allow the existence of organisms like Mancomunidad de anales del aibilla (M) and Public organisms in charge of sewage water treatment (MUR, PR) which provide urban supply fares and sewage water treatment fares, which are economically and financially affordable. Water Framework Directive challenges for Mediterranean river basins, like eguras s, will need the developing of new suitable economic and financial mechanisms, from the point of view of recovery of costs, in order not to endanger water-related economic activities
