KCPW Chris Piercy China s National Sword potential impact China has notified the World Trade Organization that starting January 1, 2018 a restriction on imported recyclables will be implemented. The expectation is that up to 27 commodities currently exported will not be accepted. That equals about 30 percent of what we currently send to China, most importantly mixed plastics and mixed paper. SWAC discussed the effect National Sword would have on the collection of recyclables. Pat Campbell Latex Paint Acceptance During the last SWAC meeting, discontinuing the acceptance of latex paint was discussed as a possible way to cut operation costs at the Household Hazardous Waste facility. Rick Gilbert, Kitsap County Solid Waste Division Program Analyst provided a memorandum on the cost and benefits of latex paint collection (handout attached). SWAC discussed the memorandum and unanimously agreed that keeping the latex paint program is beneficial.

5 Continuation of Rate Study Discussion Continuing discussion of funding KNAT (Kitsap Nuisance Abatement Team) from last month s meeting, Pat presented a request from DCD (Department of Community Development) for twenty-five cents per ton from tipping fees, approximately $54,000 annually, to help fund KNAT. The KNAT program is seeking funds from several places within the county. Pat continues to recommend that Solid Waste Division contributions would be used for solid and hazardous waste abatement issues only. SWAC discussed funding KNAT the amount of twenty-five cents per ton tipping fee and agreed that if the funds were used for solid and hazardous waste issues they were in favor of the request. Suggestions for 2018 Work Plan Doug Chamberlain - Plastic bag ban. Diane Landry - Pre and Post consumer organics composting. Jan Bower - New State Solid Waste regulations in 2018 may impact SW facilities. Jan Bower Could SWD take an active role with DCD about building development requiring areas for Waste Management trucks to turn around? ROUND TABLE DISCUSSION Diane Landry Zero Waste will be collecting corrugated plastic campaign signs for repurposing. Chris Piercy Styrofoam recycling event December 30 at Kitsap County Fairgrounds. Pat Campbell Starting presentations of the Solid and Hazardous Waste Management Plan to cities and tribes beginning next week. There are a couple of suggestions for a commercial SWAC representative so position should be filled soon. Dave Stanley Bainbridge Disposal plans emphasis for clean recycling. 6 Memorandum To: From: Kitsap County Solid Waste Advisory Committee Rick Gilbert, Kitsap County Solid Waste Division Program Analyst Date: November 1, 2017 Subject: Cost and Benefits of Latex Paint Collection The Solid Waste Division is one of the last programs in the Puget Sound region that still accepts latex paint. It is costly to manage. In 2016, the cost for latex paint was as follows: $39,563 Transportation and Disposal $16,280 Supplies (empty drums) $37,500 Labor and Benefits (estimated.5 FTE) $93,343 TOTAL It s easy to see why solid waste programs are turning this material away, when its risks don t arguably rise to the level of hazardous waste. This cost, however, reflects the popularity of the service. Volumes collected in Kitsap County have grown over 17% in the last 10 years. Latex paint represents 33% of the waste volume collected at the HHW Facility. However, it only takes up 9% of the HHW operating budget. The budget impact simply isn t commensurate with the volume received, and the level of service that collecting this material provides. Latex paint may not be hazardous, but it is a difficult waste to manage via any other means. In order for latex paint to be suitable for regular trash service, it must be solidified, often by a media such as cat litter. It can be time consuming and messy to do this, and evidence seen at the Household Hazardous Waste Facility shows that customers often do a poor job of this do it yourself solidification. Kitsap County has many areas with larger-acreage parcels. Long-time property owners can store large volumes of paint and other products on-site before they run out of room. The HHW Facility staff routinely see deliveries of very large loads from properties being cleaned up by the relatives of a recently-deceased owner. These can easily exceed 50 and sometimes 100 gallons, much of it latex paint. Informing a grieving relative that they will have to take all this paint back and solidify it and throw it away is not a good example of customer service, especially if the relative comes from a state with widely available latex paint recycling, like Oregon.

7 Interviews with local government and private contractor collections staff in areas where latex paint isn t accepted reveal that it remains a highly unpopular decision. Staff bear the brunt of customer frustration when their paint is turned away. This can have a negative impact on staff morale. Programs that have stopped taking latex deal with the increase in illegal dumps of the product. Unlike a piece of furniture, latex paint is very messy and runs all over the place when it is dumped in rainy weather, including into stormwater conveyance systems. A nearby program bulks dozens of drums of paint every year, all from illegal dumps. In other words, the program no longer officially takes latex paint, but they still get a lot of latex paint. Kitsap County provides residents with free latex paint through its reuse program. The HHW Facility gave away over 3,000 gallons of latex paint in 2016, about 15% of what was collected. Assuming a retail cost of $25 per gallon, we provided residents a savings of $75,000. Even slight improvements the diversion of paint to the reuse program would put the cost-benefit to the public on par with the total costs of collecting latex. Other County departments, such as Parks, take surplus latex paint for graffiti abatement and other uses. This often-overlooked but valuable service to the community would disappear with the removal of latex collection. Kitsap County is conducting a rate study to evaluate the need to raise tipping fees at Olympic View Transfer Station. If rates are going to go up, and a highly popular service like latex collection goes away, the optics of this decision would be very hard to reconcile. A survey done at a household hazardous waste collection event in August of 2017 revealed that 91% of residents would pay a fee to ensure their surplus latex paint was recycled. Residents want more options for effective and convenient waste management, not fewer. Although there is an immediate and fairly large cost savings by removing latex from HHW Facility collections, the ramifications go much deeper and may result in a loss of customer satisfaction with Solid Waste programs overall.
