1 Report REGIONAL WORKSHOP Water and Energy Hanoi Water Resources University, Vietnam Hanoi, May 6 10, 2013 Overview The Expert Seminar aims to bring together scientists, policy makers and practitioners at different levels of government, international organizations, and academic institutions to exchange and share their experiences and research results about aspects of environment, water and energy, and discuss the practical challenges encountered and the solutions adopted. Participants will gain profound knowledge on: Objective The problem of water and wastewater in the context of climate change in the region Integrated water resources management approaches Having opportunity to discuss, exchange and share their experiences related to water - energy nexus Topic Energy supply, demand and efficiency in water sector Reuse of treated urban sewage Sustainable agriculture under climate change Sustainable development in watershed systems The seminar will consist of lectures, laboratory and field activities as well as one cultural excursion. The expert seminar will take place at Water Resources University Hanoi (WRU) in Hanoi, Vietnam. The language of the Expert Seminar will be English. A CD with information on the lectures, bibliographies and related publications will be given the selected participants. 5 + Water Renewable in Thailand, Vietnam, Indonesia + Water quality Resume of Regional workshop South East Asia is annually affected by climate extremes, particularly floods, droughts and tropical cyclones, while large areas of the region are highly prone to flooding and influenced by moonsons. Such climatic impacts will severely threaten the livelihood of poor people living in rural areas with limited adaptive capacity.
6 Maintaining the security of water resources is a key priority for the South East Asian poor rural population. The region already faces water stresses, and many areas are often dependent upon limited groundwater and rainfall collection. Climate change will further aggravate water shortage by extreme events such as droughts which undermine food security, or extreme rainfall events which increase the risk of flooding. Challenges to water resources management will therefore be exacerbated by sea-level rise which contribute to salt-water intrusion into available freshwater resources. Scientific assessments project changing patterns of runoff and river flows in the region in the next decades, as well as increase in water management costs and increases of poor rural people affected by water stress. In particular, a reduction in flow of snow-fed rivers, coupled with increases in peak flows and sediment yields, may have serious impacts on hydropower generation, urban water supply, and agriculture. Availability of water from snow-fed rivers could increase in the short term but decrease in the long term. Runoff from rain-fed rivers may change in the future, although a reduction in snowmelt water would result in a decrease in dry-season flow of these rivers. Larger populations and increasing demands in the agricultural, industrial, and hydropower sectors will put additional stress on water resources. Pressure will be most evident on drier river basins and those subject to low seasonal flows. Hydrological changes in island and coastal drainage basins are expected to be small, apart from those associated with sea-level rise. However, national studies suggest for both gains and losses due to projections of increased runoff in some river basins in response to increasing rainfall. For example, water stress in the Mekong Delta rises, and water shortages in the Thailand may rise of fall. Water is needed throughout the energy sector. The water requirements for producing the different primary energy carriers vary; also, there are significant differences between the different types of electricity generation. However, freshwater is required for each step energy extraction and production, refining and processing, transportation and storage, and electric-power generation itself. The realisable potential for renewables is large across all the SEA countries except Singapore, due to its small land area. The composition and relative weight of individual renewable energy technologies are similar in all six countries, with hydro, biomass, wind and solar PV contributing significant shares. Geothermal electricity and heat are concentrated in Indonesia and the Philippines. The south east asia coutries are diverse in terms of their renewables potentials when calculated on a per-capita or per-gdp basis. In absolute terms, Indonesia, for example, has the highest total realisable potential for renewables across all sectors; in per-capita terms, and Vietnam shows the highest potential for renewable electricity in terms of its level of economic development. Countries such as Vietnam, which has low national income but relatively large realizable potential, may find it challenging to tap renewables potential through domestic efforts alone, partly because of the high cost of supporting development and deployment. Development assistance can play an effective role by supporting the implementation of coherent and comprehensive renewable
7 energy policy frameworks and providing innovative co-financing options. All south east asia countries except Singapore have introduced medium- to long-term renewable energy targets. However, the targets vary greatly in their quantitative objectives, time horizons and specificity. This difference can be explained to some extent by the countries different levels of economic development, but less so by population and resource potentials. Several countries in the region have either not yet introduced incentives to support their national targets or have let such incentives languish at the drafting stage. Energy requirements are not beyond the available supply, other uses in particular agriculture are stressing the supply of usable water now, and this stress will increase as increasing populations require more and more food. It is therefore important that governments, in setting policies to make water available for food, ensure that water is also available for energy production and conversion. Without energy to supply the amounts of water needed for all uses, it is important to remember that there can be no production of food or the economies of modern food processing. As energy resources are stretched, more and more unconventional sources become attractive, and many of these (e.g., oil sands, oil shale, and deep gas shale) require large amounts of water, further stressing current and projected systems. SEA, with its large geographical area and population, presents perhaps the largest challenge for water supply in general and therefore for water in energy. At the same time, the potential of hydropower in Asia is vast and relatively unexploited.
