3 Waterfront Substation The Southeast and Southwest region of the District of Columbia is experiencing residential, commercial, and retail growth. As a result, Pepco predicts the existing Buzzard Point Substation will exceed its firm capacity by 8% in the summer of The Waterfront Substation is needed to support existing customers and planned development in the Capitol Riverfront and Southwest Waterfront areas and to replace aging infrastructure. QStSW Project Work Plan Description Phase 1: Substation site preparation and design Waterfront Substation Environmental assessment complete and remediation underway. Raze permit pending. Phase 2: Regulatory authorization and zoning BZA approval received in March 2015 and DC PSC approval in April Phase 3: Construction of the substation, transmission and distribution lines Preliminary conceptual engineering complete. 11 Demolition and Mitigation Measures I Pepco Holdinqs Inc 11
12 Demolition Schedule Applied for Raze permits for the 3 existing buildings. Raze process should take 6 weeks to complete- likely start in July Raze the buildings, place four inches of topsoil and seed the entire site. AECOM is environmental lead for HazMat Assessment and Abatement. McCormick & Taylor is the third-party environmental monitor for Demo and Construction. Contractor will monitor the surrounding roadways for tracked soil and will utilize street sweepers when needed. Site Controls: silt fencing, hay bales, gravel construction entrance, stormwater inlet protection and mister for dust control. 12
13 Construction & Mitigation Measures Limit noise-sensitive construction activities during daytime as per DC Noise ordinance. Notify community in advance of any excessive noise activities Shut down idling construction equipment. Stabilized construction entrance on 2 nd St., SW. No permanent street/lane closures anticipated during construction. Crews will utilize DDOT approved traffic control plans. 13
14 Asbestos and Lead Removal Asbestos and lead abatement completed in June 2015 in accordance with DC Regulations. Abatement conducted under negative pressure conditions with sealed doors utilizing proper worker protection (HEPA filters). Monitored the air to ensure no workers were exposed and no particles become airborne off site. Submitted air monitoring report to DDOE to ensure compliance. Lead paint collected and disposed to an off site to licensed facility. Temporary EPA ID # was acquired to dispose of hazardous material. 14

18 DDOE Directive Letter Leaking Underground Storage Tank (LUST) Underground Storage Tanks were removed without going through proper Underground Storage Tank Closure process with DDOE. To remove the soil, requested Erosion and Sediment Control permits from DDOE. LUST case was opened by DDOE. Soil with petroleum residue is being removed and disposed of at an authorized facility by AECOM. 18
