1 CHP System Catalog CHP Acceleration Program (PON 2568 Attachment C) Release date: December 2012
2 CHP Acceleration Program CHP System Catalog (PON 2568 Attachment C) The Combined Heat and Power (CHP) Acceleration Program provides incentives for the installation of pre-qualified and conditionally qualified CHP systems by approved CHP system vendors in the size range 50kW 1.3MW. To be eligible for incentive payments, the installation site must pay the System Benefits Charge (SBC) surcharge on their electric bill. NYSERDA will accept applications only from approved CHP system vendors and all incentive payments will be made to the CHP system vendors. For more information about the CHP Acceleration Program, see PON 2568 at CHP-Acceleration-Program.aspx This catalog contains NYSERDA developed CHP system sizing guidelines for some common CHP applications, and descriptions of eligible CHP systems and vendors. All of the CHP systems in the catalog can run every day to save energy and save money. All of these systems can also run during grid outages to provide electric power to the site s priority loads. The pre-qualified and conditionally qualified CHP systems in the catalog have been evaluated for reasonable component sizing and are comprised of reputable components. In addition, pre-qualified systems have demonstrated real-world performance through long-term monitoring. The approved vendors in the catalog are required to take full, single point-of-contact responsibility for proper installation and performance, and must provide a warranty/service agreement for a minimum of 5 years for the pre-qualified and conditionally qualified CHP systems that they offer. Site Owners - If you are interested in installing a CHP system on your site, NYSERDA recommends the following course of action: 1) Determine if CHP is appropriate for your site. There are a number of websites that can help you. For example 2) Get a preliminary (level1) feasibility analysis done. This is generally a free walkthrough study. You can apply for one through EPA s CHP Partners at the website above or though DOE s Northeast Clean Energy Application Center 3) If you don t fit within NYSERDA s CHP system sizing guidelines, get a level 2 feasibility study done. This is a more comprehensive analysis of energy loads, energy profiles and includes a detailed financial analysis. NYSERDA s FlexTech Program ( Funding-Opportunities/PON-1746-FlexTech-Program.aspx) and the Northeast Clean Energy Application Center may be able to help. 4) Select a CHP system and vendor from NYSERDA s CHP Acceleration Program CHP Catalog that meets your needs. Use your normal procurement process and negotiate an agreement with the vendor to install and maintain the system. (Keep in mind that NYSERDA will pay the incentive to the vendor if the vendor s application for your project is approved by NYSERDA.) 5) At the appropriate time, assist the vendor to prepare and submit an incentive application to NYSERDA. NYSERDA discourages pre-mature applications; however, NYSERDA will not approve an application for an incentive if the major components of the CHP system have already been delivered to the site or a staging area. 6) Upon NYSERDA s acceptance of your project into the program, assist your vendor with meeting the program s milestones. Vendors - Vendors of CHP systems with demonstrated performance may apply for pre-qualification/approval through RFI 2568 CHP Acceleration Program CHP System Pre-Qualification. NYSERDA may fund, on a caseby-case basis, the demonstration of new CHP systems that would be likely to, but may not yet, meet the eligibility requirements for pre-qualification or conditional qualification under RFI Contact Edward Kear at x3269 or ebk@nyserda.ny.gov for more information. 3 CHP System Sizing Guidelines NYSERDA has developed a set of conservative CHP system sizing guidelines for common building types based on combinations of site characteristics and CHP system sizes that have been shown to perform well. Applications that fall within the sizing guidelines will receive a streamlined review by NYSERDA.
