Hurricane Table Top Exercise SMHC 9/16/2015
Scenario TTX rules Scenario Timeline Goals and Scope Break Injects, discussion
Scenario Hurricane Fred has come ashore in coastal Maine Wind gusts of over 80MPH Over 16 inches of rain in a 8 hour period, already a wet year Water ground-table was at peak before the storm
Scenario Flooding: coastal, inland, and roadways Street flooding, parking lots and rooftops of flat roofs rivers overflowed especially small streams septic systems failing and backing up some water pipes are leaking and may be contaminated
Scenario Many down trees and debris People homes are flooded and or water damaged York County has 400 families that need shelter immediately Several healthcare and long term care centers are damaged by water inundation
Timeline The rain has stopped and the hurricane has dissipated onshore toward central Maine as a large rainstorm without the damaging winds There are no more wind or rain threats Ground is saturated and or flooded like we have not seen in years
Goals and Scope Individual Facilities County and Municipal Governments Regional Resource Center and Healthcare and Public Health Affiliated agencies for response
Goals and Scope Talking about York County, but you can also discuss other areas (all were effected). We want to talk about the following area for discussion:
Goals and Scope Debris Mold and water contamination COOP Vulnerable Population Communicaitons Public Health Response Financial impacts and recovery systems
Break 10 Minutes
Injects How will your community get an assessment on the scope of the impact and who it has effected and were? How will your facility/community/business remove debris? Were will that go to?
Injects Your facility has sustained water damage that has flooded part of the facility, what are the first steps in the first 48 hours, 72 hours? Evacuation, assessment, clean up, rebuild, reoccupy? How will your facility deal with this? What are the issue with Mold?
Injects How fast do you have to abate mold issues? Does mold effect air quality? What do you do with molded debris How can you confirm mold/air quality issues? Can we message this issue to the public/ hard to reach populations?
Injects How to we target rural and vulnerable populations regarding mold? What organizations coordinate during this type of post cleanup? What are some challenges to vulnerable populations regarding this cleanup
Injects What financial resources are available post hurricane and when do they come into play? What is the process to get those resources? Are there businesses and healthcare facilities and homeowners that will go bankrupt from this event? How, why?
Injects How will well systems be tested? Who will coordinate this response? What role do water districts play in this response? How are sewers and septic system effected by this and how do they recover? Are there boil water orders? Water distribution centers?
Injects How to get the community back to more normal after this event (COOP) How to repopulate home, businesses, after flooding Are there other economic tools to help recovery? How do we get folks onto and out of public housing or temp. shelters?
Injects How do we address individual psychological trauma post hurricane How about population psychological trauma? PTSD?
Injects Explain how the regional healthcare communications plan is used during this event How can it be used to help?
