2 Environmental Planning in Germany Germany is a Federation consisting of 16 federal states (Länder) Federation provides legislation on the field of environment protection Implementation and enforcement is task of the Länder Environmental Planning not mandatory Baden-Württemberg is the only federal state with an environment plan Reason: Governments are reluctant in committing itself on long term objectives Action plans in the eighties 2

6 Controlling Environment reporting system Every three years the LUBW edits fact and figures on the environment for Baden-Württemberg (lubw.baden-wuerttemberg.de). These include an analysis and assessment of the findings. Counselling by a high rank sustainability council Evaluation and discussion in public and parlament 6
