9 Attraction - Determination of HP potential - GIS tool: VapidroAste First phase (available technical potential): creation of river network and sub-basins on the basis of DEM, determination of available water on the basis of hydrological data, existing water use and demands on EF, determination of hydraulic parameters and efficiencies of hydropower objects and facilities. Second phase (economically feasible potential): determination of cost curves for objects and facilities of HPP(dependency on HPP installed power, length of channel and penstock, size of catchment area) costs and revenues in the operational phase (amortization period, operational and maintenance costs, guaranteed purchase price, market price of electricity etc.)
10 Determination of HP potential - GIS tool: VapidroAste Efficient tool for strategic decision making and reconnaissance studies (national/regional programmes, basic concept design), Attention must be focused on input data: DEM, hydrology, existing water use (cases when official data were recognized as incorrect) Calibration of investment curves What HP potential we are examining: technical, available technical, available economically feasible,

22 CONCLUSIONS Strategic level of decision-making process should be based on the available data; detailed analysis of locations, which were defined as favourable sections under a suitability analysis, should be performed in the framework of spatial planning and environmental impact assessment; It is efficient if the suitability score is presented with separate scores for the two main criteria, i.e. hydropower attractiveness and environmental vulnerability. With this approach, it is more transparent which criteria contribute more to the total suitability score; To make final decisions on the indicators to be included in the analysis (representative indicators), on the weights and on the suitability level to define favourable sections, the developed method should be applied on a larger scale (national or regional scale); for an efficient model development calibration, verification and sensitivity analysis must be performed; and Determination and adoption of exclusion areas should be harmonized with different objectives and aspects in water management.
