The /- acre property is improved with a gift shop/warehouse building, a trailer home, vacant single family home, former residence used as a storage building, and four storage trailers/sheds. The property is currently used as an ornamental plant nursery, mango grove, and Gift Shop. Pesticides and herbicides have been historically applied to the property. The property has been a nursery and grove operation since 1947, with most onsite improvements constructed prior to The subject property had a 1,000 gallon gasoline underground storage tank (ST) removed in April A Tank Closure Assessment Report (as required by Florida Administrative Code Chapter ) was not prepared during the removal operations. Current and historical pesticide/herbicide application to ornamentals and fruit trees may have affected site soil and groundwater quality, especially in nursery and grove areas. There appears to have been fruit or produce washing operations in the Gift Shop/Warehouse building with discharge to an existing septic system. Pesticides and herbicides were possibly discharged to the septic system in the rinse water. Solutech recommended Phase II soil and groundwater testing in a Phase I Environmental Site Assessment Report dated September 27, 2013, in an attempt to determine if the former ST or pesticide/herbicide application has affected soil and groundwater quality. Soil Sampling and Analysis Solutech performed seven (7) Geoprobe soil borings October 11, 2013, at the approximate locations shown on attached Figure 2. The ambient water table was encountered at 2 to 3 feet below grade. Soil samples (fine to medium grained sand) were field-screened with an organic vapor analyzer (OVA) for volatile organic compounds (VOC s). OVA readings are summarized in Table 1.0. SOLTECH, INC. Soil samples were also collected from SB-4 (septic system) and SB-5 through SB-7 (nursery areas) for analysis according to EPA Methods 8081 (organochlorine pesticides), 6010 (As, Cu and Pb); and 8141 (organophosphorus pesticides) from SB-4 only. Groundwater samples were collected by Solutech personnel October 11, 2013, placed on ice, and transported to TestAmerica for the same analytical parameters as the soil samples with the addition of lead in TW-3. The sampling chain-of-custody and laboratory report are contained in Appendix A. Detected parameters are summarized in Table 3.0. Aldrin and alpha-bhc concentrations in TW-7 exceeded their respective GCTLs. Total arsenic and lead concentrations exceeded GCTLs in two samples, however this is likely related to turbidity in the samples since dissolved concentrations of arsenic and lead were either not detected or below GCTLs. 4 Phase II Soil and Groundwater Sampling and Analysis October 24, 2013 Spykes Grove Davie, Florida Conclusions and Recommendations Soil and groundwater sampling and analysis performed during this limited Phase II assessment identified arsenic in site soil above SCTLs and aldrin and alpha-bhc in groundwater above GCTLs. The source of arsenic, aldrin and alpha-bhc is likely historic pesticide application. Additional testing would be required to fully assess the extent of arsenic and pesticides in soil and groundwater on the subject property. According to Broward County Code Chapter 27, submittal of an Environmental Assessment and Remediation (EAR) License Application would be required to obtain conditional closure of the detected contaminants.
