2 (713) mobile: (832) Cody Cockroft, P.E. Cody Cockroft is an experienced water resources engineer and project manager for Freese and Nichols Southeast Division. Cody joined Freese and Nichols in 2007 and relocated to the water resources group in our Houston office in Cody is actively involved in leading water resource designs for the San Jacinto River Authority, Sabine River Authority, Gulf Coast Water Authority and the Fort Bend County Drainage District. Prior to transferring to Houston, Cody served Fort Hood as a senior in-house design consultant and Project Manager for Fort Hood s Directorate of Public Works where he managed and oversaw various horizontal and vertical design and construction projects around the entire military installation. He currently maintains client relations and project management duties for federal clients such as United States Army Corps of Engineers Galveston District, Fort Hood and Brooke Army Medical Center. He received his B.S. in Civil Engineering from Texas A & M University and his M.S. in Engineering Management from The University of Texas at Austin.

4 James Murff, P.E. (972) mobile: (469) James Murff has more than 14 years of experience in the oil and gas industry focusing on the engineering and construction of midstream facilities. He joined the Freese and Nichols team in April 2011 when Nicol & Associates became part of our energy group. James expertise is in the areas of pipeline and compressor station design, production and processing facilities design, construction management and operations. James received his B.S. in Chemical Engineering from Texas Tech University.

6 Kevin St. Jacques, P.E., PTOE, PTP (214) mobile: (214) Kevin St. Jacques is a senior transportation engineer with more than 25 years of experience in the planning and design of transportation systems, roadways, intersections and transportation support facilities. His technical expertise encompasses traffic operations analysis, traffic signal design, roadway intersection design, and bicycle and pedestrian planning and design. Kevin is currently managing projects for the Cities of Plano and Denton and the Houston-Galveston Area Council, among others. He is also a project manager for study methodologies, analysis of data and preparation of design volumes and operational analyses for various rural, suburban and urban highway facilities. He joined the Freese and Nichols Dallas infrastructure group in Kevin received his B.S. in Civil Engineering from Virginia Tech, is a registered PE in Texas and is a Professional Traffic Operations Engineer and a Professional Transportation Planner.

8 Mikel Wilkins, P.E., LEED AP (214) mobile: (214) Mikel Wilkins is leader of the Freese and Nichols sustainable design technical excellence program and one of the first LEED-Accredited Professional engineers in Texas. His experience includes storm drainage, roadway and utilities design for municipal, commercial and residential developments in Texas and North Carolina. He currently is project manager for a variety of projects for the City of Dallas, City of Richardson and Fort Hood. Mike has also been a leader at Freese and Nichols in the design of sustainable projects. Mikel joined our company in 2005 with a background in park projects, water quality design, regulations and sustainability. He is a member of the storm water group in the Dallas office. Mikel received his B.S. in Environmental Engineering from North Carolina State University.

10 (817) mobile: (817) Parris Jones, AIA Parris Jones is an architect and project manager for a variety of projects including the World Class Modeling and Simulation Facility and Renovations to the Building 200 Entrance and front lobby for Lockheed Martin, Nursing and Science Building for Central Texas College and the High Bay Renovations for the University of North Texas. He has also performed architectural design services for the Planetarium and Technology Facility at Central Texas College. His 18 years of experience include designing a variety of building renovations, including several higher education projects and life safety, ADA/TAS elevator codes compliance projects. Parris has a strong background, from preparing drawings and specifications to carrying projects through construction phase services as well as code and quality control reviews. He currently manages projects for Central Texas College, Lockheed Martin and The University of North Texas. Parris joined Freese and Nichols in 1993 after receiving his Bachelor of Environmental Design from Texas A&M University.

12 (214) mobile: (469) Sam Meisner, P.E. Sam Meisner is a civil engineer and project manager in our Dallas water/wastewater transmission and utilities group. He manages multiple large, complex pump station projects for clients including North Texas Municipal Water District, San Jacinto River Authority and the City of Dallas. His experience encompasses a wide variety of civil engineering projects for Texas municipalities and water districts, with an emphasis in planning and designing pumps stations and transmission pipelines, water distribution and wastewater collection systems and storm drainage systems. Sam joined Freese and Nichols in 1999 as a student prior to graduation from Texas A&M University with his Bachelor of Science in Civil Engineering in 2001 when he joined our staff as full-time.
