2 Introduction NTS.1 NTS.2 NTS.3 NTS.4 NTS.5 (PRE) is applying to Thurrock Council (TC) for full planning permission for surface car storage at the former paper mill site. In July 2014 PRE submitted an environmental impact assessment (EIA) screening request to TC for an opinion as to whether proposals for surface car storage at three sites in Purfleet (Purfleet Farm, former ExxonMobil lubricants site and the former paper mill site), associated with their existing operations at Purfleet Thames Terminal constituted EIA development as defined by the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 (hereafter the EIA Regulations) when considered individually and collectively. In August 2014 TC issued four EIA screening opinions to the effect: Purfleet Farm site EIA not required Former ExxonMobil lubricants site - EIA not required Former paper mill site EIA required on the basis of its potential cumulative effect with the Purfleet Centre scheme (the approved master plan for which overlaps with the former paper mill site) Purfleet Farm, former ExxonMobil lubricants site and the former paper mill site collectively EIA required on the basis of potential cumulative effects with the adjacent Purfleet Centre scheme PRE subsequently submitted full planning applications for surface car storage areas at the Purfleet Farm and former ExxonMobil lubricants sites. PRE is now also applying to TC for full planning permission for surface car storage at the former paper mill site and an environmental statement (ES) has been prepared in support of the application. Figure NTS1 shows the site location and application boundary. The ES has been prepared to report the findings of the EIA and its key elements are summarised in this non-technical summary (NTS). The application site and wider environment NTS.6 NTS.7 The former paper mill site is located south of the railway line connecting Purfleet and Grays, and adjacent to the River Thames, within Purfleet, Thurrock. It lies within an industrial / commercial area with a number of port, industrial and related uses on adjacent and nearby sites. The application site extends to a total of approximately 4.2ha, including the access road that extends northwards from the site boundary to London Road Purfleet. Leaving aside the access road, the northern site boundary is immediately adjacent to the railway line. The western boundary adjoins a site that is currently unused open space. The southern boundary comprises the sea wall to the River Thames, whilst the eastern boundary adjoins a site in port and industrial use, containing a number of oil storage tanks and operated by ExxonMobil. A Control of Major Accident Hazards (COMAH) zone extends from this adjacent site to encompass much of the application site. The top of the sea wall is about 2m above current ground level. NTS-1

3 NTS.8 NTS.9 NTS.10 NTS.11 NTS.12 The application site was formerly used in connection with the paper and board industry, and the topography is generally flat. Whilst covered in hardstanding, it was cleared of buildings some years ago and is currently unoccupied, although some concrete tank and building bases, and other minor structures such as a pumping station, remain. There are some areas of vegetation within the site boundary, most of which have grown up through the existing hardstanding, which is deteriorating. Access to the site is from London Road Purfleet, using an existing junction and an unnamed private road. This passes through an industrial area before crossing the railway at a level crossing and then into the site. There are no known Natura 2000 sites (Special Protection Area (SPA) / Special Area of Conservation (SAC) / Ramsar site) in the vicinity of the proposed development. The closest known European designation is the Thames Estuary and Marshes SPA, which is approximately 12km to the east of the site. There are three Sites of Special Scientific Interest (SSSI) in the vicinity of the site: the West Thurrock Lagoon and Marshes SSSI to the east of the Dartford crossing (approximately 900m away), the Inner Thames Marshes SSSI to the west (1.4km away) and the Purfleet Chalk Pits SSSI to the north of the site (approximately 600m away). There are no known scheduled monuments in the vicinity of the site but there is a small cluster of three listed buildings north of London Road close to the junction with the Purfleet Bypass and a small number to the west of Purfleet Station. A section of London Road Purfleet (A1090) near to Jarrah Cottages is designated as an Air Quality Management Area (AQMA). In summary, the site is previously developed land located in an established employment area with a long established heavy industrial history which includes extensive storage and warehousing uses, and is not constrained by any environmental or conservation designations. Figure NTS2 shows the environmental features in the vicinity of the site. The proposals NTS.13 The application includes the following elements: Demolition of remaining structures at the site including tank bases and the existing pumping station and outlet to the Thames The construction of hard standing for open-air vehicle storage (total of approximately 1836 car spaces and seven car transporter bays) Installation of a pre-fabricated gatehouse building and lifting barriers (building dimensions 11.08m in length, 2.96m wide, and 2.68m in height) Security fencing around the operational site area (concrete wall 1.5m high topped by a steel fence 2m high, total height 3.5m) A new surface water drainage system including a new pumping pit housing two pumps (one operational plus one backup) and new outlet pipes for discharge to the Thames Lighting columns, incorporating CCTV cameras (columns 16m in height) Landscape planting and habitat creation along the western boundary within the site boundary NTS-2

4 NTS.14 NTS.15 NTS.16 NTS.17 NTS.18 NTS.19 NTS.20 NTS.21 NTS.22 Figure NTS4 shows the proposed land uses at the application site, and figures NTS5, 6 and 7 provide cross sections and further details. The proposed vehicle storage area will comprise of 3.8 ha of hardstanding capable of accommodating 1,836 car spaces. The hardstanding will comprise a tarmac surface with painted vehicle parking bays, for both stored vehicles and the trailers that arrive to take them off site. The design of the proposed car park has sought to optimise car parking space, ensure suitable circulation of vehicles (pedestrians are not encouraged on the site), enable good surveillance and security through the gatehouse, fencing and CCTV, and adequately provide flood risk mitigation, through the installation of suitable pumping equipment. The gatehouse will be a pre-fabricated single storey building located at the site entrance. The gatehouse building will provide two offices, a data room, and kitchen and toilet facilities. Its function is to check vehicles into and out of the site, and generally to oversee the security and operation of the storage facility. Gatehouse staff will operate lifting barriers to control access to and from the site. Figure NTS7 provides an elevation of the gatehouse and a plan view of the entrance / exit gate unit. Lighting columns will be distributed around the site in order to provide an appropriate level of lighting for 24-hour operations, and will be designed in line with industry best practice. These columns will also provide CCTV and wireless local area network functions. A secure boundary will be erected around the perimeter of the site. This will comprise a concrete wall (1.5m high) topped by wire fencing (2m high) to a total height of 3.5m. A new wooden post and rail fence will be located at the western site boundary, beyond the secure boundary. A new hedge, planted with native species, will be provided adjacent to the post and rail fence, in the open strip between this and the proposed secure fencing. Habitat suitable for invertebrates will be created in the intervening area between the security fence and the new hedge. This new planting and habitat creation will provide screening and softening of views of the site from the west and will provide biodiversity benefits including enhanced habitat for invertebrates. The existing pumping station and associated pipework will be demolished and replaced with a new facility. This includes replacing the existing outfall to the Thames with two new pipes, one from the new operational pump and one from the back up pump. The Environment Agency requires that there are no new structures within 9 m of the landward toe of the flood defence wall. Hence no lighting columns or other structures are located in this area. The existing pump house is located within this 9 m zone, however the proposals remove this and provide a new pump pit located outside the zone. The outlet pipes must still pass over the flood defence wall as in the current arrangement, but the design of these pipes will be such that they are easily demountable should there be a need to raise the flood defence wall in the future. Hence continuing with the current arrangement should not be an impediment to the future maintenance and raising of the wall. NTS-3

5 NTS.23 NTS.24 NTS.25 NTS.26 NTS.27 NTS.28 Access into the site is from London Road, via a private access road and level crossing across the railway line. On arrival at the Purfleet Thames Terminal, the cars would leave the Terminal site and then travel west for approximately 550m along London Road to the access point for the former paper mills site. The vehicles would then enter the private access road, before crossing the railway at the designated level crossing, before entering the site. Vehicles leaving the site will use the same route to London Road, then east to gain direct access to the strategic highway network, via the A282, A1090 (Purfleet Bypass), the Purfleet and West Thurrock Arterial Road network and the M25. The site will operate 24 hours a day and 7 days a week. However movements on and off the site will be primarily during off-peak times. Further details on traffic generation can be found in the Transport Assessment prepared in support of the application. The cars will be stored within the site for up to 22 days before leaving on vehicle transporters (capable of holding up to nine cars, actual capacity depending on vehicle type) for distribution to dealers and customers across the UK. The operation of the site will generate an additional 16 full time equivalent (FTE) jobs (including: car operations, security / gate operations, etc.). It is currently envisaged that site preparation / construction work will commence in early summer (May / June) 2016, with all work completed by late summer (September) Alternatives NTS.29 NTS.30 The application site is one of three sites that PRE want to use for additional vehicle storage capacity in the vicinity of their existing Purfleet operations (the other two sites, Purfleet Farm and the Former Exxon Mobil lubricants site received permission in May 2015). All three sites are in close proximity to PRE s existing operation at Purfleet Thames Terminal (North Park and South Park sites) and therefore no consideration was given to alternative sites. Due to site constraints and the relatively simple requirements / elements of the proposals, consideration of alternative layouts was also limited. The Design and Access Statement submitted as part of application addresses issues of layout. Assessment methodology NTS.31 NTS.32 An environmental effect is an alteration, positive or negative, to some aspect of the environment that occurs as a result of the proposed development. It is essential that the EIA methodology is comprehensive and focused. It must predict and measure the degree of effect and identify mitigation requirements. The method used should be objective, consistent and adaptable, and as free from analytical bias as possible. It is important that the assessment methodology distinguishes between the sensitivity of the receptors and the type and size of change that will affect them, either directly or indirectly. It is also important that the ES is clear and NTS-4

6 effective in communicating the results of the assessment to the determining planning authority, the general public and professionals involved with appraising the development proposals. NTS.33 Scoping is the identification of the range of significant issues likely to arise as a result of the proposed development. Scoping also ensures that significant issues are addressed in detail, while those of lesser relevance are considered accordingly. The very detailed screening opinions received from TC in August 2014 provided a good basis on which the scope of the EIA could be determined. The key issues considered in the ES include: Natural heritage - Loss of on-site habitat, loss of proposed mitigation for the Purfleet Centre scheme and possible cumulative effects Hydrology and flood risk - Loss of proposed mitigation for the Purfleet Centre scheme Cumulative effects NTS.34 NTS.35 As mentioned previously, TC s EIA screening opinions stated the need to address cumulative effects, as such these will be addressed as follows: The cumulative effect of the proposed development at the former paper mill site on the ecological and flood risk mitigation proposed as part of the Purfleet Centre scheme The cumulative effect of the proposed development at the former paper mill, Purfleet Farm and the former ExxonMobil lubricants sites, and any combined effect on the Purfleet Centre scheme Figure NTS3 3 shows the location of the four sites considered in the cumulative assessments. For the purposes of the cumulative assessment, Table NTS.1 sets out the key characteristics of the approved development at the Purfleet Farm and former ExxonMobil lubricants sites, and relevant information on the Purfleet Centre scheme as it relates to the former paper mill site. From London Road it will be possible for the car transporters to directly access the strategic highway network including the A282, A1090 (Purfleet Bypass), the Purfleet and West Thurrock Arterial Road network and the M25. The southern part of the site will be used for ecological mitigation in line with a management plan (to be prepared). A surface water balancing pond will also be located here, to regulate run-off from the site. NTS-5

Access into the site is through the Purfleet Thames Terminal from London Road, using the existing access. From London Road, vehicles will directly access the strategic highway network including the A282, A1090 (Purfleet Bypass), the Purfleet and West Thurrock Arterial Road network and the M25. The Purfleet Centre scheme, comprising a mixed use residential-led form of development, extends over a wide area and includes the former paper mill application site at its south eastern extent. The former paper mill application site is shown on the approved master plan for the Purfleet Centre scheme as part of a Riverside Park - a large eco-park serving the adjacent new residential neighbourhoods and buffering the residential area from adjacent existing employment uses to the east. The Riverside Park includes an area for drainage attenuation for part of the regeneration scheme, as well as an area for ecological mitigation (the paper mills site is used in the approved masterplan as an area to achieve ecological mitigation for the wider project). Potential uses at the paper mill site as part of the Purfleet Centre scheme are limited by the presence of the COMAH zone associated with the ExxonMobil site to the east. Environmental effects Hydrology and flood risk NTS.36 NTS.37 NTS.38 NTS.39 The hydrology and flood risk assessment considered the likely significant environmental effects of the proposed development on surface water quality, surface water abstractions and discharges, flooding and water dependant habitats. The tidal River Thames is classified by the Environment Agency as a heavily modified water body of currently low value / sensitivity. The river near the site is in the brackish water zone of the Thames estuary, conditions are harsh with a tidal range of 7m, changing currents and salinity.. Hydrological data from TC show the presence of a shallow perched aquifer, (secondary aquifer) in the made ground and alluvium localised to the south of London Road and an underlying aquifer, (principal aquifer) in the River Terrace Deposits / Upper chalk across the whole site. Groundwater was observed to be relatively close to the surface in the alluvium and was measured as 5.5m below ground level near the flood wall in the Upper Chalk. To the south of London Road, the groundwater in the Upper Chalk aquifer is tidally influenced. Shallow groundwater in the made-ground / alluvium is not tidally influenced. The alluvium is a low value receptor and bedrock is high value. There are three main rivers in the vicinity of the site: River Mardyke, River Thames and the Stonehouse Sewer. The flood risk from the River Mardyke and Stonehouse Sewer is low. The application site is in flood zone 3a, which is NTS-6

8 defined as comprising land assessed as having a 1 in 100 or greater annual probability of river flooding or a 1 in 200 or greater annual probability of flooding from the sea in any year. The site benefits from being protected by a sea wall along the River Thames and the risk of flooding from overtopping is low. NTS.40 NTS.41 NTS.42 NTS.43 NTS.44 NTS.45 The Environment Agency website states that the risk of surface water flooding on the site is low to very low. It is also unlikely that groundwater flooding is a significant risk and there are no reports of Anglian Water sewer flooding. A range of standard tried and tested mitigation measures will be put in place during construction to ensure there will be no significant effects on surface water or groundwater quality. The measures proposed are in accordance with the Environment Agency s Pollution Prevention Guidelines and include settling ponds to ensure the silt content of the run off is low before it is pumped into the tidal River Thames, drip trays under construction equipment, bunded fuel storage areas, use of oil separators for run off from high risk areas and preparation of an emergency spillage action plan. Regular monitoring will also be undertaken during the construction period to enable identification of any potential contamination. In the event that contamination is discovered, work will stop immediately and measures will be taken to prevent disturbance and mobilisation of contaminants, until the contamination has been treated in-situ or removed for off-site disposal or treatment. These measures will ensure there are no significant residual effects from construction activities. Post construction mitigation measures will include run off directed through oil separators / interceptors and regular inspections of the surface water drainage system to ensure system integrity. These measures will ensure no significant residual effects on ground or surface water quality. Surface water leaving the application site will be pumped into the tidal River Thames as in the present situation. The development is downstream of the Thames Barrier and hence will have no effect upstream. The volume of runoff will therefore have a negligible effect on the tidal River Thames and properties downstream. No significant effects are therefore expected during the post construction phase of development. Cumulative effects have been studied with regards to the former paper mill site, development of the former ExxonMobile site, Purfleet Farm and the Purfleet Centre scheme all coming forward at the same time. Cumulative impacts to water resources during construction activities are associated with the generation of sediments and their release into the tidal River Thames, spillage and leakage of oils and fuels, leakage of wet concrete and disturbance of contaminated land. As outlined above measures exist to manage and control these impacts and reduce the significance of impacts to a minimum. It is assumed that all the developments will be required to adhere to the same best practice measures as outlined above and therefore no significant effects will arise. Post construction cumulative effects relate to surface water runoff and flood risk. The cumulative effects to surface water are associated with leaks and spillages of fuels and oils, and contamination from in-situ materials. However, providing that mitigation measures to manage and control these effects are NTS-7

9 implemented, it is considered that the resulting significance of effects will be negligible. NTS.46 NTS.47 NTS.48 NTS.49 The cumulative effects to flood risk on the three vehicle storage sites will be negligible, as each of the three sites has its own proposed or approved surface water storage facilities and all will discharge directly to the River Thames through different flow paths. The volumes of water discharged from the three sites will also be small compared with the volume of the tidal River Thames and consequently will have negligible impact on the river and properties downstream. As the discharge from the former ExxonMobile and Purfleet Farm sites will be direct to the River Thames and downstream of the Purfleet Centre scheme site, there would be negligible impact. The cumulative effects on flood risk on the Purfleet Centre scheme from development of the former Paper Mills site have been considered with and without mitigation provided at the latter site. A substantial part of the storm water discharged from the proposed Purfleet Centre scheme is shown on the approved plan to flow through the former Paper Mills site, where an attenuation pond is proposed in the approved Purfleet Centre illustrative masterplan as mitigation. However if the former Paper Mills site is developed as a vehicle storage facility as proposed, this mitigation could not be accomodated in this location and the Purfleet Centre scheme would be required to relocate the planned attenuation pond to another part of the land in the developer s control, or use an alternative means of drainage, such as a pumped solution. This change could result in an effect on the Purfleet Centre scheme, the scale of which will depend on the alternative method of drainage selected. The implementation of the Purfleet Centre scheme as configured in its outline planning permission will, however, require the prior acquisition of the former Paper Mills site, and this situation will not have changed with the vehicle storage proposals in place. Effective mitigation would therefore be provided by the acquisition of the former Paper Mills site for the subsequent implementation of the Purfleet Centre project s proposals. The resultant cumulative effect on the Purfleet Centre scheme would therefore be negligible. In summary, with appropriate mitigation in place no significant cumulative effects are envisaged. Natural Heritage NTS.50 There are no sites with European or international designations within 2km of the application site. The nearest, the Thames Estuary and Marshes SPA and Ramsar site lies about 12km to the east. There are three SSSI s within 2km of the application site as outlined in table NTS.2. West Thurrock Lagoon and Marshes SSSIs are likely to share populations of the more mobile invertebrates with the site and surrounding areas of suitable habitat. However, there will be no direct or indirect impacts on these sites as a result of the current proposals. NTS-8

Designated as an important feeding and roosting site for over-wintering birds NTS.51 There are six Local Wildlife Sites (LoWS) within 2km of the site as outlined in table NTS.3. They are considered to be a reasonable distance from the application site, however, as before, those with an invertebrate interest are likely to form part of a connected series of sites, supporting regional meta populations of the more mobile invertebrates. The areas of crushed concrete support a low diversity of plant species, the community overwhelmingly dominated by Butterfly-bush. The other plant species are predominantly ruderals species adapted to grow on waste ground. The habitat is an impoverished version of the Open Mosaic Habitats on Previously Developed Land Habitat of Principal Importance in England into which it would be likely to evolve given sufficient time and lack of intervention. As it is, it does not adequately meet the standard description of this habitat, lacking most of the features considered to indicate significance to invertebrate assemblages, i.e. a diverse flower community, complex topography, varied substrates, wetland features, dead wood resource, etc. The impoverished Open Mosaic Habitat on site is considered to be a receptor of low (local) sensitivity. Given the limited size of the application site and impoverished nature no significant effects are envisaged. A range of protected species surveys were carried out on site. The results are shown in table NTS.4. NTS-9

A 10m strip along the western boundary of the former paper mills site, amounting to approximately 0.1 hectares will be landscaped to provide a small area of species rich open mosaic habitat, with a hedgerow of native shrub and tree planting along the new boundary fence. Within the constraints of the area available, the new habitat will be created utilising nutrient poor substrates to create open mosaic habitat with a varied topography, including south-facing banks and slopes, and damp hollows. The introduction of valuable nectar and pollen sources such as bird s-foot trefoil and Red Clover will also be a key feature, as would the inclusion of some dead wood (logs laid on the ground or set upright into it). Providing a smaller area of good quality habitat in place of a larger area of poor habitat represents a slight effect that is not significant. For breeding birds the clearance of Butterfly-bush scrub will take place outside of the main nesting season, if clearance is needed during breeding season it will be preceeded by a thorough check for nests. The work will be overseen by a suitably qualified and experienced ecologist. If work is due to start between March and August inclusive then a survey will also be undertaken prior to commencement to ensure that Black Redstarts are not breeding on or adjacent to the site, to ensure that they are not disturbed. If any nesting activity is observed, then all or part of the work will be postponed until they have left the area. The planted shrubs and trees along the new western boundary fence will primarily serve a landscaping function, but will also provide nesting opportunities for some bird species once a certain degree of maturity is reached. For reptiles, the site will be cleared under a watching brief by a suitable qualified ecologist. Any reptiles discovered will be moved back to the land to the west of the application site as they would constitute individuals of the low populations present there. No specific mitigation for invertebrates will take place during construction, although materials from the site may be processed to be used in the landscaping strip on the western boundary. The area available to invertebrates will be reduced, but the quality of the habitat improved. This will ensure no significant effects on invertebrates arise. Post-construction, the habitat within the western landscaping strip will be maintained so as to retain an open mosaic structure with good floral diversity, NTS-10

12 ensuring that the benefits set out above are permanent. With continued management, the effect will remain slight and not significant. NTS.59 NTS.60 NTS.61 NTS.62 In conclusion, with the design and mitigation measures in place there will be no significant residual effects arising from the proposed development. Cumulative effects have been studied with regards to the Purfleet Centre scheme. Should the application for the open vehicle storage at the former Paper Mills site be approved, then this will create a deficit in the mitigation proposed within the Purfleet Centre scheme, resulting in an overall loss of invertebrate habitat. Of the 5ha proposed for Riverside Park (the proposed new park as part of the Purfleet Centre scheme), 3.7ha would be lost on the former paper mills site. Of this, it is estimated that approximately 1.5ha might have been invertebrate habitat, 0.7ha might have been reptile habitat and 1.5ha might have been bird breeding and over-wintering habitat, including a sand martin cliff and wetland feature. The Purfleet Centre scheme could accommodate the aforementioned mitigation elsewhere within its site, although this will result in an effect on site layout, the scale of which will depend on the approach taken. The implementation of the Purfleet Centre scheme as configured in the outline planning permission will require the prior acquisition of the former Paper Mills site and this situation remains the same with the vehicle storage proposals in place. Effective mitigation would therefore be provided by the acquisition of the former Paper Mills site and the implementation of the approved Purfleet Centre scheme. The resultant cumulative effect on the Purfleet Centre scheme would therefore be negligible. There are no cumulative ecological issues at the former ExxonMobil lubricants site and so no possibility of cumulative adverse effects. At Purfleet Farm there is also invertebrate habitat that will be lost, but a scheme of mitigation there will compensate for any adverse effects and so there will be no cumulative impact to invertebrate populations. Conclusion NTS.63 NTS.64 NTS.65 This non-technical summary has outlined the findings of the EIA of the proposed development at the former paper mill site contained within the ES that accompanies the planning application. The proposed development will result in a limited number of changes to the local environment, but a range of measures will be put in place to minimise potential significant adverse effects and enhance beneficial effects.
