1 1.0 PURPOSE: To identify the environmental aspects of activities, products and services to determine those which have a significant or non- significant impact on the environment. 2.0 SCOPE: Covers all activities related to manufacturing and supply of Transmission and Defence Products, Switching Access Products, Information Technology Division Products, Installation and Commissioning, Research and Development, Central Services which include Transport, Canteen, Civil Services. This also includes PCB Shop, Central Effluent and Sewage Treatment Plant/Water Treatment Plant, Finishing Shop and Hospital. 3.0 REFERENCE: Clause of ISO 14001: "Environmental Aspects" 4.0 DEFINITIONS For definition and acronyms used in this procedure refer to foreword section as per ISO Standard. 5.0 RESPONSIBILITY Head of the department/section are responsible to identify the environmental aspects and associated impacts of their department/section activities. They are also responsible for evaluating the impacts and prioritizing the significant aspects. 6.0 PROCEDURE: 6.1 Identification of Aspects / Impacts due to the activities within the facility and planned infrastructure for one year Signature Designation Page 1/7
2 ACTIVITY RESPONSIBILITY Develop flow sheet for the process under consideration Section Head Identify all activities involved in the process Section Head List Environmental Aspects and their impacts in the format Section Head "Identification of Environmental Aspect and Impact", Ref: BG-EMS Evaluate the impact as per SSPD method of evaluation Section Head (Section 6.4) and submit to MR through HOD for approval Keep the approved Aspect / Impact sheet as Environmental Section Head Aspects / Impact Register in respective section / Department and send one copy to MR for centralised register Reassess Environmental Aspect / Impact Section Head whenever there is change in Process/ Product / Legal requirement and get approval. Review the Aspect / Impact and get approval from MR (BGP)/DMR for changes, if any. 6.2 GUIDELINE FOR IDENTIFICATION AND CLASSIFICATION OF ASPECT AND IMPACT. The relationship between Environmental Aspect and Impact is one of cause and effect. Environmental aspects refer to any element of activities, services or products that could have an adverse or beneficial impact on the environment. List all Activity and its Aspects which is present or planned. Consider the Aspect in terms of Emission, Discharge, and Depletion of Resources etc. Categorise the identified Aspects as Normal, Abnormal, Emergency, Direct and Indirect as under, NORMAL: Signature Designation Page 2/7
3 The aspects are of regular occurrence and normal during the operation. Example of aspects: Oil spill in machine Noise in D.G.set running Heat transfer in wave soldering machine Water consumption in rinsing of electro less copper line Solid waste in canteen ABNORMAL: The aspects occurrence is rare during the operation. Examples of aspects: Leakage of oil-from diesel tank Leakage of refrigerant EMERGENCY: The aspects lead to Loss of life, loss of limbs Damage to property DIRECT: Environmental aspects directly generated from the activity. Example of aspect: Packing material used in shipping for packing materials INDIRECT: Environmental aspects caused by external activities. Example of aspect: Packing material used for incoming goods CLASSIFICATION OF IMPACTS: The impacts of aspects on environment is classified as under, a) Work Environment Environmental impact on safety, health and occupation of employees. b) Air Pollution: Release of pollutants in the ambient air. c) Water Pollution: Signature Designation Page 3/7
4 By discharge, leakage, spillage etc., either to the ground water source or into any water bodies like sea, river, lake, pond, etc. d) Soil Pollution: By spill of oil, chemicals, effluents on the ground e) Resource Depletion: Impact causes the reduction of resources. 6.3 EVALUATION OF SIGNIFICANT ASPECTS/IMPACTS Determine the environmental aspects recorded in the format, BG-EMS-01 for significance as follows Allot each aspect an attribute as follows: a) Operational concern - Normal - Abnormal - Emergency b) Legal Concern c) Business Concern d) Interested party concern Aspects that fall under legal and concerns related to emergency situations are to be considered as significant Business Concern: The aspects grouped under Business concern are to be considered significant if the potential for resource saving is to the extent of Rs XXXXX per annum (as decided by Management). The resource saving potential is considered collectively over the entire dept. / area where the aspect is present Interested party concern: Employees of the company and society are considered as interested party. The aspects grouped under interested party are considered as significant. Signature Designation Page 4/7
5 6.4 CONCERNS FROM HANDLING ENVIRONMENTALLY SENSITIVE ITEMS These are considered under the classification of scale, severity, probability, duration (SSPD ), as given below. The Aspect/Impact on Environmentally sensitive items is assigned scores as follows for each of the scale, severity, probability, duration criteria (referred to as the SSPD method). 1. SCALE: It is denoted by symbol SC. It indicates the extent of impact by the aspect on a geographical basis, i.e. area basis. Allot a rank of 1, if the area impacted is within 10 meters. Allot a rank of 2, if the area impacted is between 10 meters & 50 meters. Allot a rank of 3, if the area impacted is between 50 & 250 meters. Allot a rank of 4, if the area impacted is between 250 meters and 500 meters. Allot a rank of 5, if the area impacted is more than 500 meters. 2. SEVERITY: It is denoted by symbol SE. It indicates the degree of impact due to the aspect under consideration. Allot a rank of 1, if the degree of harm is Insignificant. Allot a rank of 2, if the degree of harm is less. Allot a rank of 3, if the degree of harm is Moderate and restricted to the organisation. Allot a rank of 4, if the degree of harm is Moderate and extends to beyond the organisation. Allot a rank of 5, if the degree of harm is Large. 3. PROBABILITY : It is denoted by symbol P. It indicates the potential frequency Of the occurrence of impact due to the aspect under consideration. Allot a rank of 1, if the occurrence is rare, i.e. once in a year. Allot a rank of 2, if it is expected to occur once a month. Allot a rank of 3, if it is expected to occur once a week. Allot a rank of 4, if it occurs daily. Signature Designation Page 5/7
6 Allot a rank of 5, if it occurs whenever the activity is carried out. 4. DURATION : It is denoted by symbol D. It indicates how long the impact lasts. Allot a rank of 1, if the Impact is momentary. Allot a rank of 2, if the Impact lasts for less than 1 Hour Allot a rank of 3, if the Impact lasts for a period of 1 to 4 Hours Allot a rank of 4, if the Impact lasts for a period of 4 to 10 Hours Allot a rank of 5, if the Impact lasts for more than 10 Hours ENVIRONMENTAL CONCERN WEIGHTAGE : Scores arrived at from each of the SSPD criteria are multiplied to give the EC weightage figure. If this figure is more than or equal to 81 the aspect/impact is considered significant. 6.5 PRIORATISATION OF SIGNIFICANT ASPECTS List all the significant aspects considered department wlse by the above method of significance evaluation as per format, Ref, BG-EMS-02 "Rating the significant aspect to priority aspect" Significant aspect which attracts legal and emergency consider as priority-1 (P-1). Prioritise the significant aspect (excluding Aspect which attracts legal and emergency) department wise as per format, Ref, BG-EMS-02 and submit to MR for approval If the aspect can be eliminated from the process, or its reduction, technical & operational feasibility and financial viability exists, it is given first priority (P1) (ie. If "Yes" to all four criteria). If "yes" to three criteria, then priority-2 (P2) If "yes" to two criteria, then priority-3 (P3) The identified significant & prioritized aspects to be considered Signature Designation Page 6/7
7 for setting of objectives and targets Keep the approved significant aspects as register of Significant Aspects in Department and send one copy to MR for centralised Register of Significant Aspects. 6.6 ENVIRONMENTAL ASPECT AND IMPACT REGISTER : The aspect & Impact register, consist of all the identified environmental aspects and impacts of the activities of the sections. This will be maintained by Head of Section/Head of Department and centralised register maintained by MR. 7.0 RECORDS: - Environmental aspects register. - Register of significant aspects. 8.0 Formats: i. Identification of Aspects and Impact : Ref: BG-EMS-01 ( Annexure-1) ii. Rating the significant aspects to priority aspects, Ref: BG-EMS-02 ( Annexure2) ****** Signature Designation Page 7/7
