1 PRE-BID CLARIFICATIONS / AMENDMENTS IN RESPONSE TO THE QUERIES RAISED BY PROSPECTIVE BIDDERS IN THE PRE-BID MEETING HELD ON , A.M. IN THE CONFERENCE HALL, OSMCL REGARDING THE TENDER FOR SUPPLY OF SANITARY NAPKIN [Bid Ref. No.: OSMCL/ /SN-DFW/08] Total No. of prospective bidders/ representatives present in the pre-bid meeting: 12(Twelve). The queries raised by the prospective bidders in the meeting on the above mentioned tender references were discussed thread barely and subsequently the recommendations/clarifications/amendments mentioned below are made for approval. The detailed recommendations are as follows. Sl. The bidder have to submit the EMD (s) & the Bid document cost as mentioned in Section-III. Queries raised by the Clarifications/ Amendments in response prospective bidders to the queries. It is suggested to return the No Change Performance security after the successful completion of order or within a year. The minimum annual turnover of the bidder may be increased to ensure quality and timely execution of the supplied items. Turnover criteria may be relaxed for start-up recognized and MSME enterprises. Only manufacturer should be allowed to bid Supplies to trade parties/psu/ Contract manufacturing should be excluded. Minimum one single order of 5.00 crores supplied directly to Govt. of India/ State Govt. may be included. Experience of supply should be minimum 50% of the required quantity. The requisite EMD may be relaxed to increase participation Qty Required in Packet (i.e. 6 Pieces in each packet). Hence, total requirement is 1,48,20,978 packets. The successful bidder shall have to supply the item(s) within the stipulate period (70 days as mentioned in Clause 5.1.1), at the warehouses/ Supply points as mentioned in Section IV - Schedule of Requirement. Quality testing and Handling charges: 1.5 % of the purchase order value shall be collected from the approved supplier as the quality testing charges. Delivery period may be extended to 120 days from the date of issue of supply order. As the item is a non drug item, the quality testing charges should be exempted. Smooth and periodic payment scheme is requested. Under Colour print for poly bag in Annexure IB, it is mentioned in Odia Language Manufactured by : HLL Lifecare Limited (Govt. of India Enterprise) Weightage should be given for past experience in implementing large projects in menstrual hygiene as well as value added services like providing sanitary napkin incinerator vending machines etc by the bidder in technical evaluation. The T8 format may be issued by charted Accountant having a membership registration no. The revised format is attached at Annexure -1 The colour print is an indicative one. The bidder/ manufacturer has to print its own name in the same on the coloured poly pack at the time of supply. The evaluation will be made as per tender clause No. 5.2 & other terms and conditions of the tender document. Tissue paper may not be used : Tissue paper may or may not be used for manufacturing of Sanitary napkin. However, the thickness and other parameters as well as dimensions remains unaltered. Manufacturers of sanitary napkin shall provide a pouch or wrapper for disposal of each napkin along with the packet.(as per Gazette of India Notification No. 861 Dt ) 22 Section-IV Page No Format- T11 Page No. 63 Absorbency and ability to withstand Pressure after absorption: The sanitary napkins shall absorb 50ml of coloured water or normal saline when flowed in the center of the napkin (at the rate 15 ml per minute) and it shall not show up at the bottom or sides of the sanitary napkin, when tested.
