24 CONCLUSIONS Droughts are one of the components of water management in many areas of the world. Droughts are a recurrent challenge for water services and a significant opportunity for improvement and efficiency. Droughts are integrated in the climate, hydrologic regimes and cultures. They must be integrated in all processes of Planning and Operation of water systems. Real Integration is the key for many processes and for drought prevention and mitigation. Risk, Rigor and Responsibility are the main pillars and the existence of updated operational protocols are one of the most useful tools. Drought management in Madrid (Spain) is a good example of Local Action which could be explored in many other water systems in the world. 24
