2 ADEQUACY OF SERVICING REPORT St. Joseph Boulevard Orleans (Ottawa), Ontario The city has been pre-consulted with a proposal to rezone the property located at St. Joseph Boulevard to permit additional accessory retail area for the western building (Building ) on the subject property. The city requires an adequacy of servicing report to support the proposed use. The subject property is 0.68 hectares in area and is located on the north-west corner of the intersection of St Joseph Boulevard and Trim Road, in the southeast corner of the Taylor Creek Business Park. Two separate two-storey buildings are located on the property. The current uses are mainly office, warehouse and light industrial uses. The applicant does not intend to construct any new buildings on this site. The,40 sq.m. eastern building (Building ) will maintain its existing uses, which includes mainly office and warehouse space, some showroom space and veterinary offices. Building, located on the western portion of the site, has a footprint area of 970 sq.m. and consist of 6 units approximately equal in size. Units and 3 to 6 each consists of approximately 0 sq.m. of office (including a mezzanine), one washroom and approximately 00 sq.m. of warehouse space. Unit is currently occupied by a mechanical contractor tenant and Units 3 to 6 are currently vacant but past tenants have had similar uses to Unit. Unit is a martial art school. It has a similar layout as the other units except that it has two washrooms. Renovations are proposed for Building to accommodate a music store (Long & McQuade Musical Instruments) consisting of retail, warehouse, office and instructional space. This Adequacy of Servicing Report is a description of the existing services serving St. Joseph Boulevard, particularly Building, and is intended to determine whether the existing services have the capacity to accommodate the proposed use. Since no changes to the site or size of the buildings are proposed, the proposed changes to the zoning would only have the potential to affect the water demand and sanitary sewage flow. Stormwater flow would not be affected. As such this report only addresses the affect that the proposed use may have on the existing water and sanitary sewer service. Water Service: Building is served by a 38 mm water service that connects to a 400mm municipal watermain in St Joseph Boulevard. (Building is served by a separate water service.) The subject property has not experienced any issues with water pressure in the past.
3 Based on AWWA Manual M (Sizing Water Service Lines and Meters) the calculated instantaneous water demand of Building s existing and past tenants is.9 l/s. For the proposed music store the calculated demand is reduced slightly to.8 l/s. Therefore the proposed music store is not expected to exceed the capacity of the existing 38mm water service. Sanitary Service: Building is served by a 50 mm sanitary sewer service, having slope of %, connecting to an onsite manhole that also receives the sanitary sewage from Building. The outlet pipe from this manhole connects to a 50 mm sanitary sewer located within a 6 m easement on the church property immediately to the west (3775 St Joseph). The common sanitary connects to a sanitary within a 6 m easement that straddles the property line between 50 and 50 Lacolle Way. These sewers connect to the municipal sanitary sewers in Lacolle Way. (Similarly, the storm sewer for the subject property connects to a common storm sewer within the same 6m easements connecting to the municipal storm sewers in Lacolle Way.) The subject property has not experienced any issues with sanitary sewage in the past. Based on the Ottawa Sewer Guidelines (Appendix 4-A "Daily Sewage Flow for Various Establishments ) and Ontario Building Code (OBC) Table 8..3.B the sanitary sewage flow of Building s existing and past tenants the is calculated to be 8,555 litres per day. Based on Ottawa Sewer Guidelines (Appendix 4-B Peaking Factors for Industrial Areas ) the peak flow calculated to be 0.83 l/s. For the proposed music store the calculated flows are reduced slightly to 7,890 litres per day and 0.77 l/s. The existing 50mm sanitary sewer connection has a calculated capacity of 5.9 l/s. Both the existing and proposed calculated peak flow rates are only about 5% of the capacity of the sewer connection. Therefore the sewage produced by the proposed music store is not expected to exceed 5% of the capacity of the existing sanitary sewer service. Conclusions:. The water demand of the proposed music store is slightly less than existing and past uses and is not expected to exceed the capacity of the existing water service.. The sanitary sewage produced by the proposed music store use is slightly less than existing and past uses and is not expected to exceed 5% of the capacity of the existing sanitary sewer service. 3
