1 December 9, 200 Mr. Jan Alfson California Regional Water Quality Control Board Fresno Branch Office 685 E Street Fresno, CA Subject: 200 Third Quarter Monitoring and Sampling Data Transmittal Hilmar Cheese Company, Hilmar, California Dear Mr. Alfson: On behalf of Hilmar Cheese Company (HCC), Jacobson James & Associates (JJ&A) has prepared this 200 Third Quarter Monitoring and Sampling Data Transmittal (Data Transmittal) to present the results from groundwater monitoring and sampling conducted at HCC facility located at 900 Lander Avenue, Hilmar, California (the site) (Figure ). Monitoring of groundwater levels and groundwater sampling was conducted during the third quarter of 200 as described in JJ&A s Data Gap Work Plan, dated March 4, The following provides a description of the tasks conducted during the August 200 third quarter monitoring and sampling event and the results obtained. Additionally, a summary of historical sampling results is provided to identify concentration trends over time. GROUNDWATER MONITORING A summary of groundwater elevation monitoring activities conducted during the August 200 third quarter monitoring event is presented below. During the August 200 third quarter monitoring event, Del Tech Geotechnical Support Services, Inc. (Del Tech) measured the depth to water in 6 monitoring wells (MW 24 through MW 29) on August 2, 200 under the direction of JJ&A. Historical groundwater elevations are graphically presented in Attachment A. At each groundwater monitoring well, the depth to groundwater was measured with respect to the top of the well casing to the nearest 0.0 foot using an electronic water level meter. The field monitoring forms are provided in Attachment B. GROUNDWATER SAMPLING AND ANALYSIS A summary of groundwater sampling activities conducted during the 200 third quarter groundwater sampling event is presented below. Groundwater sampling activities were conducted in accordance with the methods described in the March 2009 Data Gap Work Plan prepared by JJ&A. Groundwater samples were collected from 6 monitoring wells located on or near the HCC property on August 2, 200. Groundwater samples were analyzed for the following parameters using the identified analytical methods: Anions (sulfate [SO 4 ], chloride [Cl], nitrate Nitrogen [NO 3 N]) by US Environmental Protection Agency (US EPA) Method 300.0; Cations (calcium [Ca], magnesium [Mg], sodium [Na], potassium [K]) by US EPA Method 200.7; Total Alkalinity (as calcium carbonate [CaCO 3 ]) with Bicarbonate (HCO 3 ) by Standard Method (SM) 2320B; Total Dissolved Solids (TDS) by SM 2540C; Electrical Conductivity (EC) by SM 250B; Dissolved Iron by EPA Method 200.7; Manganese [Mn] and boron [B] by US EPA Method 200.7; Iodide by EPA Method 9056M; and, Total Kjeldahl Nitrogen (TKN) by EPA Method The monitoring wells were purged using a submersible pump. The monitoring wells were purged until water quality parameters (ph, temperature, oxygen reduction potential (ORP), conductivity, and turbidity) stabilized, until at least three well casing volumes of groundwater were removed as summarized in the field monitoring forms provided in Attachment B.

3 200 Third Quarter Monitoring and Sampling Data Transmittal December 9, 200 Page 3 of 5 A groundwater sample was collected from each sample location through the submersible pump and decanted into sample containers supplied by the laboratory. Samples were labeled and immediately placed on ice (water based) in an insulated cooler and submitted under strict chain of custody control to a California State certified laboratory. Samples to be analyzed for metals were filtered by the laboratory upon receipt, using disposable 0.45 micron filters, prior to being preserved with nitric acid. The analytical results are presented in Table 2. Laboratory reports with chain of custody forms are provided in Attachment C. Historical analytical results for MW 24 through MW 29 are presented in Attachment D. Historical trend graphs for monitoring wells MW 24 through MW 29 are presented in Attachment E. QUALITY CONTROL SAMPLING The quality assurance/quality control (QA/QC) program for HCC include steps to evaluate the precision and accuracy of the laboratory analytical results and assess the integrity of the field procedures, sample handling and laboratory procedures. Field QC Samples Field QC samples, including equipment rinse blanks and field duplicate samples, were collected during the groundwater sampling event. A field duplicate sample was collected from monitoring well MW 28. A duplicate summary evaluation is provided as Table 3. One equipment rinsate blank was collected from monitoring and sampling equipment to evaluate the potential for cross contamination. The analytical results of the equipment rinsate blank are provided on Table 4. Data Validation Data validation evaluated the precision and accuracy of the analytical results from the sample locations. The procedures used for validating the data are consistent with those referenced in the October 2004 National Functional Guidelines for Inorganic Data Review prepared by the USEPA. Data collected were checked for the following: Data completeness; Holding times and proper preservation; Cleanliness of laboratory and field blanks; Accuracy and precision of laboratory quality control check samples; and Precision of field duplicate samples. Detailed data validation results are documented in a memorandum corresponding to the specific laboratory report reviewed during the validation process. The validation memorandum is included as
