1 COMPETENCE AND TRAINING STANDARDS This document applies to all employees except those retained for Asbestos Removal, the arrangement for these employees is contained in IMS doc 701, OP7. 1 Drugs and Alcohol Policy Employees of Clifford Devlin Limited shall not:- Report or try to report for work when unfit through alcohol or drugs, Consume alcohol or any drugs of abuse while on duty, Consume alcohol eight hours prior to reporting for duty, Be in possession of any drug of abuse while working for Clifford Devlin on any of its projects or Client s projects. Employees of Clifford Devlin Limited shall:- Notify their line Manager if they are taking any prescribed medicines. The line manager shall seek advice from the HSQE department, External HR Advisors (via Siobhan Clifford) or from Occ Health Advisor, Nichola Elvy of Building Health on , if he has any concerns that the employee may not be fit to carry out his normal duties. 2 Competence Clifford Devlin regard both good knowledge (through training) and experience as key elements which underpin the effectiveness of its Operatives and Staff at work. Clifford Devlin regards Competence as a balance level established between knowledge and experience. We believe that: Competence cannot exist without the underpinning level of knowledge; Knowledge alone does not imply competence; Until an individual has done the job for some time, he or she cannot achieve competence. Competence cannot be learnt in isolation, it can only be developed in the performance of the job. Clifford Devlin shall annually reassess the competence (both knowledge and practical ability) of all employees, in order to ensure that training objectives are met and remain valid. Page 1 of 6
2 3 (Trade Competency) Managers and Supervisors shall hold relevant qualifications to their role: o NFDC Demolition Supervisor o CITB Managing Site Safely, or o IOSH Managing Safely or o SMSTS (Site Managers Safety Training Scheme). Building Trades shall hold: o CSCS registration should be held to the relevant trade card OR o to labourer level in the absence of a recognised trade card. o relevant NVQ or City & Guilds and o registration to Safe Gas (CORGI), NICEIC etc as appropriate. All operatives involved in demolition shall hold: o be classified as a Trainee, registered as such with NFDC and provided with suitable supervision OR o hold at least CSCS labourers card if employed purely as labour, soft stripping, sweeping and shovelling (usually Labour only subcontractors and ALWAYS supervised by CCDO demolition foreman). o a current NFDC Demolition Operative Certificate of Competence, OR o a current CITB CPCS for Plant Operative o CCDO Foreman Specific training needs shall be identified by an annual review undertaken by the Divisional Managers, in conjunction with the HSQE Department and Managing Director, and shall be addressed in accordance with an annual Training Programme developed in response to this analysis. 4 3.3 Quality Assurance Training for Head Office Administrative Staff The following items are assessable:- (a) (b) (c) (d) (e) (f) (g) (h) (i) Knowledge of the Quality Manual and associated documents and Procedures General Administration and Support Raising and expediting Purchase Orders. Dealing with Client Queries. Tender preparation, receiving and amending Client Orders. Knowledge of the company's different services and methods Control of non-conforming / reject materials Interpretation of Client Order documentation Client contact and care Training of Site Management The following items are assessable:- (a) (b) (c) (d) (e) (f) (g) (h) Knowledge of the Quality Manual and associated Procedures. Interpretation of instructions including technical drawings and plans. Goods Inwards and Stores Procedures. Control of non-conforming / reject materials. Primary quality responsibility for all site activities. Knowledge of the company's equipment, materials and methods. Responsible for the supervision and training of operatives. Receiving Client Orders, and changes to existing orders Training of Operatives The following are assessable:- (a) Knowledge of the Quality System. Page 4 of 6
5 (b) (d) (e) (f) (g) (h) Goods Inwards Procedure Stores procedures and storage and handling of materials. Knowledge of the company's different products on their sites. Control of non-conforming / reject materials Responsible for the quality of their own work. Responsible for supervising trainees under guidance of Supervisor or Foreman. Page 5 of 6
6 3.4 Environment Training requirements applicable at Site Supervisor level and above. Induction shall also include a short training course on the contents of the EMS and the use of environmental risk assessments and Environment Management Plans. This will normally be done on a one to one basis by the HSQE Manager during the set up of a new site, when the model assessments are being reviewed and site specific documentation developed. This training shall stress: The importance of conformity with the policy and procedures, in terms of maintaining the company s accreditation and fulfilling the Boards commitment to sound environmental performance. A review of the significant environmental aspects, by means of examining the written assessments for site work and the operation of head office, stressing the benefits of improved personal performance by an examination of how the individuals role can influence successful management of those impacts. Confirmation of the individuals role and responsibilities by means of a review of their responsibilities document from an environmental viewpoint and The potential consequences of departure from the procedures, in terms of potentially harmful impacts on the environment, possible enforcement action, failure to meet Client s expectations and the positive effects on personal development by being able to demonstrate successful management activities Completion of this training shall be recorded by the HSQE Manager on the individuals Competence Record Site Level Training shall be conducted during toolbox talks and will focus on the significant aspects and the site level procedures to be followed.
