2 Introduction Safety is an integral part of any Australian organisation. By law, all employers are required to ensure their staff are protected and safe in the workplace under their relevant state/territory legislation. Over the next decade the landscape of the Australian workforce will undergo considerable change in response to economic pressures, technological changes and demographic shifts. In order to mirror this changing environment, Australian workers must be equipped with the right skills and knowledge to adapt. These changes are projected to present new risks for work health and safety workers. In light of these changes, it is imperative that WHS workers are able to provide the right advice with appropriate expertise. There are approximately 24,000 work health and safety workers in Australia. WHS workers are employed in various organisations from sole traders to professional organisations. Work health and safety training is intended to provide learners with the skills and knowledge required to work in all business environments, although graduates of the VET sector tend to gravitate towards managerial roles in larger organisations or to all-rounder positions in small to medium businesses. About the project The Case for Change for this project was established as a result of initial research and consultations outlined in the Business Services (BSB) Industry Skills Forecast and Proposed Schedule of Work. PwC s Skills for Australia prepared the Case for Change for this project on behalf of the Business Services Industry Reference Committee (BSB IRC) and submitted it to the Australian Industry and Skills Committee (AISC) in October The AISC endorsed this project on 11th April On behalf of the BSB IRC, PwC s Skills for Australia carried out industry consultations for this project from June October Consultation focused on identifying the key changes to training s required to more closely align training in procurement with the skills needs of industry. Following the BSB IRC s review of our key s from consultation and the recommendations we proposed for changes to training s, we have developed draft training s to address skills gaps in WHS. We are now publishing these draft training s for a final round of consultation. The next step will be to develop a Case for Endorsement for changes to the Business Services Package, which is to be provided to the BSB IRC for approval and submitted to the AISC in July This is the final chance for you to provide feedback on draft training s before they are published on training.gov.au. 6 Key s from consultation The table below provides a summary of the feedback we received and our key s based on that feedback. Table 1 of consultation for BSB30715 Certificate III in Work Health and Safety Reviewing BSB30715 Certificate III in Work Health and Safety BSB30715 is linked to direct job outcomes This qualifications equips learners with the right balance of LLN, imperative for learners entering into more substantial WHS roles. In regional areas, the qualification is particularly useful as it provides learners with a broad set of skills that are valued in many small business environments BSB30715 is essential to the development of learners in WA BSB30715 provides a pathway into further learning All approved providers of introductory training courses for safety and health representatives in WA are required to have BSB30715 on their Scope of Registration. The qualification acts as a suitable entry point into work health and safety training for learners who may feel uncomfortable enrolling immediately into Certificate IV qualifications. This qualification is seen as a pathway for Health and Safety Representatives BSB30715 is often used as a way to transition workers that have been injured at work back into a new role The elective bank of units is too narrow Many learners see this as a return point back into the workforce after an injury incurred absence. The impacts on mental health after a work related injury often prompt sentiments to improve the wellbeing of others through safety. There needs to be an enhanced focus on common risk management and identification in this qualification. The content of four core units of competency should be reviewed to ensure it is up to date and appropriate for the typical learner cohort of BSB These four units are: BSBWHS302 Apply knowledge of WHS legislation in the workplace PwC s Skills for Australia Draft for consultation 6

7 BSBWHS303 Participate in WHS hazard identification, risk assessment and risk control BSBWHS304 Participate effectively in WHS communication and consultation processes BSBWHS305 Contribute to WHS issue resolution It is difficult to tailor BSB30715 to the needs of particular learner cohorts The importation of units from other training packages will provide learners the opportunity to select electives relevant to their organisation. For instance supplementing the current elective offerings with units such as: RIIWHS204D Work safely at heights RIIWHS202D Enter and work in confined spaces MEM13001B Perform emergency first aid BSB30715 should include knowledge and skills required to identify and apply awareness of hazardous substances The unit of competency proposed for inclusion within BSB30715 should be added to the elective units. The following unit has been proposed: [ unit] Identify hazardous substances BSB30715 should include knowledge and skills to assist injured workers transition back into the workplace Unanimously the PWG did not endorse the addition of this unit. They agreed these programs differ between organisations and should be developed and managed at an organisational level Application statements across BSBWHS AQF3 UoCs do not reflect the nature of job functions. The unit of competency proposed for inclusion within BSB30715 should be added to the elective units. The following unit has been proposed: [ unit] Evaluate appropriate return to work programs A review of BSBWHS AQF3 UoCs will ensure that language and skills are accurately reflective of job roles across industries and organisations. 8 2.2.9 There is a need for enhanced Foundation Skills across AQF 3 Products to prepare learners for the workforce. A review of Foundations Skills across WHS AQF UoCs will address deficiencies and ensure WHS learners are equipped with the correct skills and knowledge to fulfil job roles. Table 2 of consultation for BSB41415 Certificate IV in Work Health and Safety Reviewing BSB41415 Certificate IV in Work Health and Safety There is minimal differentiation in competency between BSB41415 and BSB51315 Units need to be differentiated between Certificate IV and Diploma level. Terminology should not be the only differentiating factor The depth of learning acquired at Certificate IV does not adequately address the depth of learning necessary to carry out WHS roles There need to be increased core and elective units overall. Elective bank is too generic and does not provide adequate WHS specific knowledge The entry requirements for the Certificate IV are not rigorous enough for this level of learning at AQF4 Recognition of Prior learning is increasingly used to expedite the attainment of BSB41415, which can undermine the intended outcomes in some cases. The PWG discussed and agreed that prerequisites for these qualifications would potentially deter potential learners BSB41415 is seen as a pathway for learners into more supervisory and compliance roles Learners are undertaking a policing approach on worksites There are limited elective units which address the knowledge and skills required to succeed in supervisory and compliance roles. An increase in core units should be considered to address consultation and leadership skill deficiencies. The deficiencies in interpersonal and leadership skills within the Certificate IV are detrimental to organisational culture and relationships. PwC s Skills for Australia Draft for consultation 8

9 3.2.6 Learners do not possess adequate industry specific knowledge to assess risks within their relevant industry The importation of units from other training packages will provide learners the opportunity to select electives relevant to their organisation. RTOs are required to contextualise learning for their audiences, however given the array of different industries impacted by WHS it is desired to offer a of specific units to assist learners to understand their organisational requirements. For instance supplementing the current elective offerings with units such as: RIIWHS403D Apply the mine work health and safety management plan TLIF4095 Apply work health and safety requirements for driving operations AHCWHS301 Contribute to work health and safety processes There are concerns that risk is not reflective of legislation and does not represent the terminology used within industry. The replacement of risk with hazard will ensure alignment between legislation and training. Table 3 of consultation for BSB51315 Diploma of Work Health and Safety Reviewing BSB51315 Diploma of Work Health and Safety There is minimal differentiation of competency between BSB41415 and BSB51315 Units need to be differentiated between Certificate IV and Diploma level. Terminology should not be the only differentiating factor There needs to be an increased focus on change management Workplace psychological health and safety is a major agenda item for many organisations It is difficult to understand the The changing nature of work through digitisation requires WHS workers to be agile and implement strategies to assist in new ways of working. The units of competency proposed for inclusion within BSB30715 should be added to the elective units. 10 anticipated job roles for learners undertaking BSB51315 intended purpose of the Diploma and potential roles it aligns to within industry Elements and performance criteria are vague Limited WHS specific criteria in the knowledge evidence of WHS units Effective interpersonal skills are integral for learners undertaking BSB51315 Terminology in the elements and performance are too generic for learning at this level. Learners require more robust elements and performance criteria to equip them for WHS roles. Duplication across unit knowledge statements is diminishing understanding of key WHS skills and understanding required at this level. The knowledge evidence in BSBWHS units is conflicting with the performance elements and criteria. Consultation plays an integral role in WHS activities. An increase in emotional intelligence would enhance learner (and employer) outcomes. The unit of competency proposed for inclusion within BSB51315 should be added to the elective units. The following unit is proposed: [ unit] Develop and use emotional intelligence (unit under review and will be a new unit under BSB Project 1B). Addition of interpersonal skill UoC to core within qualification. Table 4 of consultation for BSB60515 Diploma of Work Health and Safety Reviewing BSB60515 Advanced Diploma of Work Health and Safety Workplace psychological health and safety is a major concern for many organisations The units of competency proposed for inclusion within BSB30715 should be added to the elective units. The following unit is proposed: [ unit] Design, implement and maintain work-related psychological health strategies It is difficult to understand the anticipated job roles for learners undertaking BSB60515 The review of the application description of the Advanced Diploma will assist learners to understand the intended purpose of the Advanced Diploma and potential job roles it aligns to within industry. 11 5.2.3 Elements and performance criteria are vague Limited WHS specific criteria in the knowledge evidence of WHS units Prerequisites into the Advanced Diploma may improve an understanding of alignment to job roles. Terminology in the elements and performance are too generic for learning at this level. Learners require more robust elements and performance criteria to conduct WHS roles. Duplication across unit knowledge statements is diminishing understanding of key WHS skills and understanding required at this level. The knowledge evidence in WHS units is conflicting with the performance elements and criteria. A review of the implications for prerequisites and their applicability for the Advanced Diploma to be considered in the review of the qualification.
