1 0GENERAL INFORMATION Technical Support Facility for Southern Africa APPLICATION GUIDELINES AND FORM UNAIDS has established a Technical Support Facility (TSF) for Southern Africa. The TSF provides high quality technical assistance for the strategic planning, implementation, monitoring and evaluation of efforts in support of national HIV/AIDS programmes. A Technical Assistance Fund (TAF) has been established to ensure that country and regional partners in the Southern African region, who cannot afford to pay for short-term Technical Assistance, receive the technical support they require through the TSF for Southern Africa. Further resources have been made available to provide technical assistance to Global Fund Grantees in additional areas. Short-term Technical Assistance under the TAF constitutes consultancies of between one to forty work days. UNAIDS will pay the Technical Support Facility directly for the consultants provided to successful TAF applicants. The TSF for Southern Africa covers: Angola, Botswana, Comoros, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, Zambia and Zimbabwe. WHAT KIND OF TECHNICAL SUPPORT CAN BE REQUESTED Country and regional partners can request technical support in the following areas: Costing and Budgeting Management (including financial management, proposal development and report writing) Monitoring and Evaluation Organizational Development Partnership Development Resource Tracking Strategic and Operational Planning Thematic Areas: Gender, Mainstreaming Global Fund Grantees can apply for technical support in the following priority areas: Civil Society needs assessment, mobilisation and engagement Monitoring, Evaluation and Reporting Organizational Development (including governance/leadership, CCM support) Procurement and Supply Management Program and Financial Management of Grants CRITERIA FOR SUPPORT Country and regional partners who are eligible to apply for technical assistance support through the TAF include: National AIDS Coordinating bodies Country Coordinating Mechanisms (CCMs) Government ministries and departments, including national, provincial/state and local
2 National and Regional Civil society organizations, including non-governmental organizations, NGO-networks, networks of people living with HIV, community-based organizations, faith-based organizations and trade unions Regional entities such as inter-governmental institutions, regional NGOs Global Fund Grantees (including National AIDS Coordinating Authorities, Country Coordinating Mechanisms (CCMs), Principle Recipients (PRs), Sub-Recipients (SRs) and Sub-sub-Recipients (SSRs) Country and regional partners applying for support under the TAF must be able to demonstrate that: They are registered as a national or regional organization or entity based in a country covered by the TSF for Southern Africa and should have been in operation for at least one year They have organizational capacity in their field of work Their mandate and mission are in line with internationally accepted technical and ethical standards and core values, strategies and priorities of UNAIDS The request for TA is within TSF priority areas and scope of work The support requested from TAF is a priority in the National Strategic Plan of the country OBLIGATIONS OF ORGANIZATIONS RECEIVING SUPPORT Those receiving support under the TAF for Southern Africa are expected to: Identify a person who will be the organizational focal point. This person will be responsible for any actions related to the completion of the application process, revision of the TORs, budget and workplan for the requested TA, and the coordination of agreed actions to facilitate the work of the consultants providing the TA Sign a Letter of Agreement with the TSF Complete a feedback form on the quality of the services provided by the TSF APPLYING TO THE TAF When preparing an application to the UNAIDS Technical Assistance Fund, country partners are encouraged to consult with the UNAIDS Country Coordinator (contact information in the annex) to ensure: Requested TA is within a priority area of the TSF for Southern Africa The proposed activities are a priority in the National Strategic Plan of the country Clarification of any other issues pertaining to the Technical Assistance Fund and the application Please note: The TAF will pay for the costs of consultants and their expenses. However it does not pay for other costs such as workshop venues or participant travel. These must be paid from other sources. The TSF will usually identify and select appropriate, quality assured consultants for an assignment. Applicants may suggest possible consultants to do the work. However, UNAIDS requires the TSF to only use consultants that it has been able to fully quality assured. Applicants therefore should not assume that the consultants they suggest will necessarily be used. 2/8
