2 DEPARTMENT: JOB TTLE: FNANCE & BUSNESS SERVCES PURCHASNG OFFCER STRUCTURE CHART: Chief Financial Officer Deputy Director of Finance Purchasing Manager Purchasing Officer Purchasing Officer Assistant (Estates & Facilities) (Vacancy) Purchasing Manager (Part Time) RESPONSBLE TO: The post will be line managed by the Purchasing Manager in Finance and Business Service. JOB PURPOSE: Reporting to the Purchasing Manager, you will be responsible for providing procurement support to the University including, tendering and ensuring compliance with the University s financial and purchasing policy regulations, to ensure best practice and value for money principles are upheld and to maximise the commercial benefit to the University. MAJOR ACTVTES AND RESPONSBLTES: Manage the procurement of a portfolio of commodities which will include establishing supplier relationships, attending meetings, liaising with Schools/Departments, tendering, analysing supplier spend and reporting results to Purchasing Manager. Advise Schools/Departments on tendering exercises to include preparation of tender documents, analysis, evaluation of tender responses. Communicating, promoting and interpreting the Purchasing Policy and relevant procedures to ensure that value for money is maximised throughout the University. 1

3 Raise the profile of procurement across the University and increasing the procurement knowledge of members of staff. Maintain the Purchasing Staff ntranet with approval of Purchasing Manager to ensure that customers are provided with up to date information. Make use of collaborative procurement arrangements including purchasing consortia with approval of Purchasing Manager Monitor and analyse New Supplier Requests Forms and action according to established procedures. Handle routine tasks such as responding to telephone, and in-person queries Liaise with members of staff and external suppliers at all levels. Provide support the Purchasing Manager and procurement team as required. 2

6 OUTLNE TERMS AND CONDTONS OF THE APPONTMENT Term of appointment: Holiday entitlement: Pension: Performance related pay: Qualifications: The post is offered until 31 January 2013 or until the post holder returns, whichever occurs soonest. The appointment is Grade 7 and the salary range for this grade is 23,811-28,401 per annum. 30 days per annum, in addition to 13 days public and university holidays (pro rata, if applicable). Eligible staff are offered a defined benefit pension with the University Superannuation Scheme (USS). n addition to the basic salary, the University operates a PRP scheme. Awards are determined on an annual basis. Successful candidates will be required to produce evidence of their qualifications upon joining the University. Relocation: Medical examination: Eligibility to work in the UK: Document checks: Newly-appointed staff are required to establish their homes within reasonable daily travelling distance to and from the University. The University operates a relocation scheme to assist newly-appointed staff in meeting this requirement.
