4 FAC-P/PM CERTIFICATION OMB and OFPP, together with FAI, recognized the need to define the competencies and skills required for Program/ Project Managers (P/PMs), and on April 25, 2007, published a memo on a comprehensive set of governmentspecific learning objectives and strategy. The Federal Acquisition Certification for Program and Project Managers (FAC-P/ PM) requires Agency Acquisition Career Managers to certify P/PM staff competency at one of three levels: Entry-Level P/PM 1 year of PM experience within the last 5 years. Mid-Level P/PM 2 years of P/PM experience within the last 5 years. Senior-Level P/PM 4 years of P/PM experience, with a minimum of 1 year experience in federal P/PM within the last 10 years. IT Core-Plus 2 years of IT P/PM experience and at least FAC-P/PM mid-level certification. Each level requires 80 to 120 hours of training, depending on the instructional design and method of delivery. The certifications are based on both experience and classroom hours and are incorporated into the government s Capital Planning and Investment Control (CPIC) process. According to OFPP s 2013 memo, Revision to the FAC-P/PM, this program applies to all executive agencies, except the Department of Defense (DOD). Agencies may require additional competencies and experience if needed for their agency-specific projects and programs. Program managers assigned to programs considered major acquisitions by their agency, and as defined by OMB s Circular A-11 (IT and non-it), must be senior-level certified unless an extension is granted by the appropriate agency official. P/PMs assigned to lead projects within these major acquisitions must be, at a minimum, mid-level certified. It is recommended that the assigned leads of primary integrated project teams (IPTs) supporting agency major acquisitions are also mid-level certified. Other P/PMs should be certified at an appropriate level as determined by their agency. 9 P/PM CERTIFICATIONS OVERVIEW: FAC/GW/PMI Certification Program Description Federal Acquisition Institute (FAI) The establishment of a structured development program as a Federal Acquisition Certification for Project and Program Managers (FAC-P/ PM) issued via policy letter by OFPP, supported by OMB, and implemented by FAI. The George Washington University (GW)/ TwentyEighty Strategy Execution Certificate program by highly respected academic institution, GW, in partnership with private training company TwentyEighty Strategy Execution. Certificate features GW logo, and a number of courses carry ACE credit recommendations. Project Management Institute (PMI) PMI is a leading membership association for project management professionals. Project Management Professional (PMP) and Program Management Professional (PgMP) are recognized as industry credentials certifying competence and experience. Certification Levels and Requirements Entry-level requires 1 year PM experience within last 5 years Mid-level requires 2 years PM/PgM experience within last 5 years Senior-level requires 4 years PM/PgM experience within last 10 years with at least 1 year in Federal PM/ PgM FAC-P/PM-IT Core-Plus requires at least FAC-P/PM mid-level and 2 years of IT PM experience Each level requires 80 to 120 hours of training, depending on the instructional design and method of delivery. Master s Certificate in Federal Project Management requires 4 core entry-level FAC-P/PM courses and 3 electives Master s Certificate in Advanced Federal Project Management requires 4 core mid-level FAC-P/PM courses and 3 electives Master s Certificate in Federal Program Management requires 4 core senior level FAC-P/PM courses and 3 electives Master s Certificate in Federal IT Project Management requires 3 IT Core-Plus courses, one Agile course (D62), and 3 electives No prerequisites. All courses for each level must be completed within 4 years. Certified Associate in Project Management (CAPM) requires 23 contact hrs PM training, high school degree and 1,500 hrs PM experience PMP requires 35 contact hrs PM training, high school degree and 7,500 hrs PM experience over 5 years (or bachelor s degree and 4,500 hrs PM experience over 3 years) PgMP requires bachelor s degree, 6,000 hrs PM and 6,000 hrs PgM experience Basis of Certification No certification exam. Each level requires specific proficiency and performance outcomes in the 7 competencies for Core FAC-P/ PM standard certification and 15 competencies for IT Core-Plus. IT Core-Plus requires a minimum of Mid-Level Core FAC-P/PM certification as a prerequisite. In addition, FAC-P/PM-IT requires 20 out of 80 CLPs every 2 years to be IT-focused. Certification program courseware incorporates vernacular and terminology used by PMI and maps back to OFPP s FAC-P/PM requirements of competencies, proficiency levels, and required outcomes. Our fully FAI-verified FAC-P/PM training program provides an accelerated path to certification and includes immersive hands-on learning activities that simulate participants specific work environments. The certification covers 10 knowledge areas (KA), 5 process groups, and 47 processes described in A Guide to the Project Management Body of Knowledge (PMBOK Guide), 5th edition. Certification exam is required for each level and tests the knowledge and competencies within applicable KAs, depending on a certification. Continuing Education Requirements Each certified individual must earn 80 continuing learning points (CLPs) every 2 years in order to maintain certification status. Our courses provide continuing education credits (16 CLPs/PDUs for a 2-day class, 24 CLPs/PDUs for a 3-day class); however, no continuing education credits are required to maintain MC certificate status. 20 FAQs About FAC-P/PM Certification (from FAI.gov) 1. How do I know if I m subject to the new FAC-P/PM? Check with your Acquisition Career Manager (ACM). 2. What happens to my FAC P/PM certification granted prior to March 2014? The revised FAC-P/PM program became effective March 31, From that date, current P/PMs certified under the previous FAC-P/PM shall be grandfathered in at their current level of certification, as long as their continuous learning requirements are up-to-date. For those grandfathered P/PMs seeking a higher level certification after this date, the new requirements must be met. 3. How do I find my ACM? Go to the contact your ACM page on this website: fai.gov. 4. To whom does the FAC-P/PM Certification apply? The FAC-P/ PM applies to all Federal employees of executive branch agencies EXCEPT those covered under 10 USC, such as the DoD. Private industry or contractors are not eligible for FAC-PPM certification. 5. What is required for FAC-P/PM Certification? PMP maps to 24 hours of project management coursework at midlevel. 8. Can we use bureau/agency developed courses in lieu of vendor courses or do they need to be approved by FAI first? Yes, if your agency ACM has determined a course meets training requirements, it can be used to satisfy that coursework area. 9. Where can I find the appropriate training/courses for the FAC-P/PM certification? FAC-P/PM certification training is available from industry training vendors, colleges and universities, Federal institutions and academies. 10.Who defines the appropriate level of certification? The appropriate level of P/PM certification needed to lead a project or program is determined by the agency. In determining the appropriate level, agencies should consider: Business risk (cost and schedule of the project or program), Technical risk (performance attributes of the acquired item that current technology can deliver), Criticality of the project or program to the agency mission, Level of stakeholder interest and oversight, and Complexity of the project or program. 11.Is FAC-P/PM certification sufficient for a project manager in IT? The revised FAC-PPM certification policy provides for a new core-plus specialty certification for those PPMs involved in managing IT projects and programs. There are not ascending levels of certification for this specialty certification, however, to receive the FAC-PPM/IT certification, the workforce member must first be certified at FAC-PPM mid-level, have at least two years of experience managing IT projects, and meet the performance outcomes in the IT PM competency model. 12.I have considerable experience in project management. Must I start the certification process at the Entry level? Achieving each certification level in progression from entry- through seniorlevel is not required; however, P/PMs may only be certified at a certain level after they achieve all competencies for that certification level. In addition, lower level competencies needed to perform at the level being certified must be demonstrated to the satisfaction of the certifying agency. 13. What happens if I am not able to attain senior-level certification within a year of such an assignment? The agency s CAO, or his/her designee, may extend in writing, on a case-by-case basis, the date upon which a P/PM must be certified by an additional 12 months, if it is in the best interest of the agency. Written justification shall be provided that includes the reason for and conditions of the extension, and the agency s Acquisition Career Manager (ACM) or designee shall maintain all supporting documentation. 14. Should certification packages be sent to FAI? Certification packages are approved at the agency level. Acquisition Workforce members should always contact their agency s ACM with questions concerning certification, continuous learning, and other questions. FAI does not process or approve certification packages or continuous learning. 15. When applicants submit a certification or fulfillment package is there a required form? The agency provides the application process and template. 16. Why must I meet the FAC-P/PM continuous learning requirements? FAC-P/PM describes core, minimum competencies that are considered essential for successful program and project management. If you are required by your CAO to attain P/PM certification, you must not only acquire these competencies and have a certain number of years of experience associated with each of three levels, you must also earn 80 CLPs every two years to maintain the currency of your certification. Contact your agency ACM for more information. 17. What are examples of acceptable skills currency training and continuous learning points? See the guidelines for continuous learning. These guidelines reflect best-in-practice recommendations for continuous learning. Agencies retain flexibility and supervisors remain responsible for working with P/PMs to identify those activities and opportunities of greatest benefit to the professional development of an individual. The training, professional activities, education and experience that are used must be job related. 18. Who keeps track of my Continuous Learning Points? Individuals are responsible for maintaining continuous learning records, and agency ACMs, or their designee, will monitor the continuous learning requirements to ensure certifications remain active. 19. The course materials are developed in such a way that to ensure that they are mapped to the Performance Outcomes for each proficiency level. Each competency and each Performance Outcomes at each level are addressed. Align the Strategy Execution s curriculum to the updated FAI competencies and performance outcomes for program and project managers Clearly differentiate the courses for different proficiency levels: entry, mid, and senior Improve the quality of the training materials and the learning experience by incorporating instructors and participants feedback 1. I have heard that the TwentyEighty Strategy Execution s FAC-P/PM curriculum has been updated. Can you please provide the information about the purpose and scope of the update as well as the time when the updated courses will be available? The purpose of the curriculum update was to: Align Strategy Execution s curriculum to the updated FAI competencies and performance outcomes for program and project managers Clearly differentiate the courses for different proficiency levels: entry, mid, and senior Improve the quality of the training materials and the learning experience by incorporating instructors and participants feedback 2. What courses have been updated? As of January 2016, all of Strategy Execution s core FAC-P/PM courses. 3. How did Strategy Execution address the differences between the three levels? If I took Level I, will I repeat information in Level II? Performance outcomes for different proficiency levels are different. As a result, courses developed for different proficiency levels are different as well. Even if the courses cover the same topical areas, for examples, pre-award actions required by FAR, the actual course content and especially learning activities will be different as the different proficiency levels have different involvement (Roles and Responsibilities) in the same area. For more information, you can request a meeting with Strategy Execution s staff who will provide you more details on this matter. 6. Can we shorten the duration of the course and still get certification? Updated training requirements do NOT prescribe the exact amount of total training hours or hours per course. The training requirements are more flexible ranging from approximately hours collectively for each level of certification, depending upon the instructional design and method of training delivery. Training can be tailored more to the individual and his/her competency gaps. As long as you meet the requirement for total training hours within the range of hours, you have a considerable level of flexibility as far as specific course duration is concerned. Please note that during the recent update, the duration of ALL FAC-P/PM courses have been reduced. Now, all four courses recommended for each certification level has a cumulative duration of 84 hours which meets the lower level of training requirements. If your agency requires that ALL the performance outcomes of your level of certifications should be addressed, then further reduction of the course duration is NOT recommended. 7. What are the differences between the old FAC-P/PM courses and the most recent courses? The titles and the course codes remain unchanged. The duration of all updated courses has been shortened. All courses level N11, N12, and N13, are now 3-days long. All courses level N14 are now 2-days long. The major objectives of curriculum revision were to: 8. Do I still need to take a capstone course? Why or why not? The capstone courses have NOT been updated so far. In the updated P/PM policy, the need to take courses aligned to 5 separate course work areas was removed. The capstone course fulfilled the need to meet the Government Specific coursework area. Thus, you don t need to take any of the capstone courses at this time. We will keep you updated as we work to decide whether to retire or update the capstone courses. 4. Does Strategy Execution issue the FAC-P/PM certification?
