1 Interlaboratory Proficiency Testing 2014 QC Programme Quality Consult organizes interlaboratory proficiency testing (QC Proficiency Testing) in the environment field since Public and private, Italian and foreign laboratories participate to the QC Proficiency Testing to demonstrate, through an external evaluation, their competence in accordance with the standard CEI EN ISO/IEC 17025:2005 or equivalents, as required by international law (Directive 2000/60/EC, Directive 2009/90/EC, etc.). Quality Consult is also involved as partner and/or coordinator in International Projects funded by the European Commission in the environmental field and it is also the founding member of the European Network Proficiency Testing for the Water Framework Directive (PT-WFD), created in 2008 to support the implementation of the Water Framework Directive (WFD) 2000/60/EC. 2 Quality Consult Interlaboratory Proficiency Testing Provider Quality Consult is an interlaboratory proficiency testing provider (QC Proficiency Testing) in the environmental field. Since 2004, 247 QC Proficiency Testing have been organized on the determination of metals, major components and organic compounds (PAH, pesticides, PCB, COV, BTEX, Hydrocarbons, etc.) in different environmental matrices (drinking water for human consumption, river and spring water, groundwater, wastewater, sewage sludge, sediment, soil and air) with the participation of more than 400 public and private laboratories. Quality Consult, since its establishment, participated and still participates as coordinator and/or partner in international projects funded by the European Commission in the field of the improvement of quality of results of chemical analysis and the development of tools for analytical quality control in the environmental field, such as VIRM, QUA-NAS, SWIFT-WFD, TAQC-WFD, SPI-Water, TBT Impacts, PHARE Romania, SIPE and STEP-WISE. For this purpose, Quality Consult organizes Interlaboratory Proficiency Testing in codetermination with the European Commission. Quality Consult is a founding member of the European Network PT-WFD (Proficiency Testing for the Water Framework Directive) of proficiency testing providers supporting the implementation of the Water Framework Directive (Water Framework Directive 2000/60/CE). The PT-WFD Network was founded in 2008, with the official signature of the technical agreement by Quality Consult, as well as by AQS-BW (DE), BIPEA (FR), Institute Pasteur de Lille (FR), IWW Water Centre (DE), LGC Standards (UK). Starting from 2009, AGLAE (FR), SYKE (FI), Institut fur Hygiene und Umwelt (DE), IELAB (ES), Kemijski inštitut Ljubljana (SI), VITUKI BUDAPEST (HU) joined the PT-WFD Network. The activities of the Network are supervised by outside experts as AQUAREF (FR), ENEA (IT), IFA Tulln (AT), IRMM (EC), RWS (NL). Aim of QC Proficiency Testing The QC Proficiency Testing are intended to evaluate the analytical skills of testing laboratories for the determination of different classes of pollutants in different environmental matrices and meet the needs of laboratories in terms of time schedule and type of test samples. In particular, matrices, analytes and concentration ranges are based on the specific needs of laboratories and on the requirements set by the relevant legislation in the environmental field (Directive 2000/60/EC /105/EC, Directive 2013/39/UE, etc.). Who takes part in QC Proficiency Testing? Public and private, Italian and foreign laboratories that are required to demonstrate, through an external evaluation, their competence in accordance with the standard CEI EN ISO/IEC 17025:2005 or equivalents, as required by national and international law (Directive 2000/60/ EC, Directive 2009/90/EC, etc.). Quality System of QC Proficiency Testing The Quality System Management of Quality Consult complies with the EN ISO 9001:2008 and the management of QC Proficiency Testing complies with CEI EN ISO/IEC 17043:2010 Conformity assessment - General requirements for interlaboratory proficiency testing. 3 QC Proficiency Testing Participation The QC Programme of 2014 provides the carrying out of 6 campaigns on the following environmental matrices: sewage sludge, wastewater, drinking water, contaminated soil, groundwater, sea water and harbour sediment. The participation in the Proficiency Testing of Quality Consult includes: Reference Material in real matrix The test materials are as much as possible similar in terms of matrix, analytes and concentrations, to the type of samples tested in routine tests by the laboratories. The reference materials are prepared and characterized, in accordance with international guidelines (ISO GUIDE 34, ISO GUIDE 35, ISO e ISO 13528). Helpdesk - Technical Support A scientific Helpdesk is provided to participants to support in interpreting the evaluations obtained in the QC Proficiency Testing and in the management of possible corrective actions. Final Report of QC Proficiency Testing After each QC Proficiency Testing, it will be published the Final Report, with the results and evaluations (anonymously) of the performance of each one of the participating laboratories, graphs and tables with statistical results, description of reference material used, etc. Proficiency Testing Guidelines For each Proficiency Testing, Quality Consult provides the Guidelines with detailed information to the participating laboratories, to carry out the tests (analytes, indicative concentration, measurement units, manipulation of test material, any analytical method to be followed, etc.).. Privacy In order to guarantee the privacy, each participant is assigned with a laboratory code that changes every year. The code identifies the laboratory within the final report, and ensures the confidentiality of the results. The laboratory code is strictly confidential, it is communicated only to the contacts indicated in the Registration Form. All information provided by participants to Quality Consult are treated as confidential. Other services related to the QC Proficiency Testing The QC Internal Control service allows to purchase, together with the participation in the QC Proficiency Testing, a sufficient amount of Reference Materials (the same used for the PT Scheme) in real matrix, with a guarantee of homogeneity and stability, to perform internal control (Control Charts, Validation of analytical methods, training of technicians, etc..). 4 QC Proficiency Testing Management Registration The laboratories registered to one or more QC Proficiency Testing will be able to access the Reserved Area of the website of Quality Consult, By accessing this area, they will be able to: Know, at any time, the status of different QC Proficiency Testing; Download the guidelines, with all the information required to carry out the analysis; Send, through a data entry online system, the results of their analysis; Be able, at any time, to check the results they sent; Download and read the Final Report(s) of QC Proficiency Testing. Shipment of proficiency test items Proficiency test items are dispatched to the participant laboratories by courier services according to the time schedule of the ongoing QC Programme. The laboratories will receive communication via from Quality Consult about the delivery of material. Each laboratory is required to confirm to Quality Consult the receipt of material and any problem occurred, by the document confirmation of sample receipt, sent in the package with the samples. Analysis of proficiency test items Each laboratory has a month and a half to perform the analysis requested in the QC Proficiency Testing. Normally, the results will be required for three independent analytical results. Guidelines will be provided for each QC Proficiency Testing to perform the analysis. Registration enables the laboratory, if interested, to send more data sets (e.g.: results of two or more operators, results obtained with two or more testing methods). it is not required to give results for all the analytes in the QC Proficiency Testing. Result submission QC Proficiency Testing participants will send the test results by a simple and easy online submission system, in the Reserved Area of our Web site. The system allows to enter/edit results until the date shown in the time schedule of the ongoing QC Programme. Data analysis and evaluation of results With the participation to the QC Proficiency Testing Schemes is evaluated the analytical performance of the participating laboratories by the statistical performance (z-score), comparing the deviation of their results from the Assigned Value (defined by the population data) with a Deviation Unit, defined Fit-For-Purpose. The Deviation Unit takes into account the results obtained in the previous QC Proficiency Testing, of the state of art according to the class of analyte, the concentration levels, the type of matrix and the applicable law. In addition, the evaluation of the performance takes into account of the uncertainty of Assigned Value. The methods of data analysis are based on robust statistical methods that minimize the influence of outliers, as required by the technical rules of reference. (ISO 13528:2005 and IUPAC International Harmonized Protocol of 2006). Final Reports At the end of each QC Proficiency Testing, usually a month from the result submission deadline, the technical evaluation report is published on the Web site. It contains: Detailed information on the organization of the QC Proficiency Testing; Criteria and method about the statistical evaluation and data presentation; Results submitted by laboratories; Results of statistical evaluation; Performance evaluation of laboratories by z-scores; Technical Report on preparation and characterization of the test sample. 4 of QC Programme - QC Interlaboratory Proficiency Testing -

8 4th Campaign - Coastal Environment With the participation to the QC Proficiency Testing of the 4th Campaign, the laboratories can demonstrate their analytical competence in the control of chemical and physical characteristics of sea water and harbour sediment as required by the international law (Directive 2000/60/EC as amended and integrated by Directives 2008/105/EC and 2013/39/UE). QC Proficiency Testing Discounts A discount will be applied according to the date of registration and the number of 2014 QC Proficiency Testing. The participants to the 2013 QC Proficiency Testing are elegible for an extra discount of 5%. Participants to 6 or more 2014 QC Proficiency Testing can use the VIRM services ( without additional costs. 15 Srl GENERAL CONDITIONS FOR PARTICIPATION IN 2014 QC PROFICENCY TESTING (PT) SCHEMES Participation fee comprises the following services: Reference Materials; Access to the website Reserved Area ( through the assigned qualityconsultid and personal password; Scientific Helpdesk support throughout the chosen exercises; Exercises guideline(s) and evaluation report(s) corresponding to the chosen exercise(s) (both downloadable from Reserved Area). According to rule UNI CEI EN ISO/IEC 17043:2010, Quality Consult Srl guarantees the anonymity in the presentation of results. Submitted results will be identified in the corresponding reports by a numerical code assigned to the individual laboratories by the organizers.the exercises will be organized if, and only if, a sufficient number of laboratories subscribe. In case of less than 10 subscriptions, Quality Consult retains the right to call the exercise off. The organizers will communicate any change of time schedule to registered laboratories within 10 working days after registration date expires. CONDITIONS OF TEST SAMPLES DELIVERY Sample delivery: Test samples are delivered by courier service to the address identified in the registration form according to the defined time schedule. Sample substitution: Damaged material will be substituted by courier service at the expense of Quality Consult. Shipping costs and conditions: An additional cost is calculated for sample shipment outside Italy by courier service. Shipping costs will depend on destination countries and weight of dispatch package. Quotation of shipping costs will be provided case by case upon request. No discount will be applied on shipping costs. Customs costs: Customs costs are not included under total amount to pay and are charged to costumers. Any legal entity or person outside Europe is subject to payment of customs charges.
