1 Money for Madagascar Strategy October September 2020 Our Vision All communities in Madagascar living with dignity, free from poverty, in harmony with the environment. Our Mission To enable Malagasy people to reduce poverty and protect the environment through sustainable, community-led initiatives. Our Values Ingenuity - Supporting the ingenuity and talent of Malagasy people, to find appropriate, durable solutions to the problems they face. Integrity Building long-term, mutually respectful, transparent relationships with all partners, in particular our Malagasy NGO partners, our collaborating partners and our donors. Adaptability Ready to listen, learn, adapt & improve. Projects are sensitive, appropriate and adapted to local circumstances and culture. Sustainability Achieving long-term positive impact through sustainable technologies, sustainable agricultural and the sustainable use of resources. Simplicity - Keeping costs low to ensure maximum benefit to projects in Madagascar. Holistic Responding to interconnected needs with integrated solutions. Recognising the essential connection between people and the environment. Brief description - Malagasy solutions to Madagascar s problems. Famous for its unique flora and fauna Madagascar is a remarkable gift to the planet. New plant and animal species are being discovered all the time, including medicinal plants to treat conditions like cancer. Yet Madagascar is a country in crisis. Decades of economic disarray have left both the people and their environment acutely vulnerable. Levels of income, healthcare and education are amongst the lowest in the world with 90% of the population living on less than $2 a day. More than half of Madagascar s unique forests have disappeared in the past 50 years. Wildlife is threatened by loss of habitat and human life is threatened by loss of rainfall and topsoil needed to grow food. The Malagasy people and the eco-system of Madagascar are teetering on the brink of survival! 1 P a g e
2 In response to these huge challenges, the charity Money for Madagascar was founded in Wales in Our intention from the outset was to enable indigenous development work in Madagascar; to help communities in Madagascar help themselves; to reduce poverty by backing agents of change; to care for Madagascar s unique environment and incredible diversity, ensuring sustainable approaches in all that we do. We work with NGOs in Madagascar that are rooted in communities and who share our dynamic and practical approach. We value openness. We are committed to learning with our partners and the communities we serve. We believe longterm collaboration is needed to reduce poverty and inequality, whilst protecting the environment. Our strength - or unique selling point - is to be found in the way we work. We are distinctive in the emphasis we give to backing people. We view our beneficiaries as powerful agents for change with a multitude of skills and needs. Beneficiaries include: orphans; street children; vulnerable teenage girls; farmers in environmental hotspots and women s cooperatives. As well as investing in the poor, the most marginalised and vulnerable, we also build the capacity of community leaders and local development agencies to foster grass-roots sustainable development. Money for Madagascar does not specialise in one area of work - like water for example. We take an integrated approach, recognising the interdependence of our development activities. Like the spokes of WHEELS, the strands of our work are all inter-connected and reinforce each other: W H E E L S Water Improving access through new water points Health Improving well-being through nutrition and primary health care Education and Social care Targeting assistance to vulnerable children Environment: Protecting the environment whilst creating opportunities for local communities. Livelihoods Enabling people to earn a decent living Sanitation Installing communal latrines Water Sanitation Health Livelihoods Education & Social Care Environment 2 P a g e
3 Our Theory of Change We acknowledge that poverty, inequality and vulnerability are complex, dynamic, multi-dimensional issues which impact on health, education, the environment, people s aspirations and livelihoods. Working in partnerships, we support practical actions that enable people to improve their lives and shape their own futures. We view each individual as precious, with innate value and capabilities. We believe that the concept of poverty goes beyond a measure of low-income: it can instead be viewed as the deprivation of basic capabilities. Poverty eradication is therefore enabling circumstances in which every person has the opportunity to participate effectively in society to the best of their innate capabilities. Our beneficiaries can play an active part in the transformation of their own life-chances and those of their communities. Our activities address these interconnected needs with a multifaceted approach. This approach is designed to protect the environment and at the same time enhance people s opportunities and capacity to actively contribute to society. How we want people to see Money for Madagascar 1. Partners As trusted and reliable partners, doing what we say we will do and committed to achieving maximum impact through dynamic partnerships. 2. Donors In Madagascar - one of the most trusted and experienced NGOs working to bring about tangible change in a costeffective and culturally sensitive way. In the UK - known for providing good value for money and insightful, accurate and timely reports about the results of our work. Respected for being responsive and welcoming of feedback and suggestions for improvement. 3. Trustees and Staff As a caring, respectful organisation with a strong sense of mission and teamwork, greatly valuing the contribution of volunteers and offering good opportunities for personal and professional growth to volunteers and staff. Strap line - Big challenges, Sustainable solutions Money for Madagascar Ten Year Goal By 2025: to be recognized as one of the most effective and influential international partners to Malagasy NGOs. 1. To have enabled substantial activities with a core of Malagasy partners, particularly concentrated in the central areas of Madagascar, plus increased the scale and impact of our contribution in six inter-connected areas - Water, Health, Education, Environment, Livelihoods and Sanitation ( WHEELS ) 2. To have established strategic collaborations with a growing number of organisations in Madagascar and internationally. 3. To have kept UK costs low as a proportion of total expenditure. 3 P a g e
4 Five Year Strategy from October 2015 We will have collaborated with organisations internationally and in Madagascar to enable development work and shared learning. We will have operated with greater focus. Greater focus in where we work - concentrating in the Tana, Toamasina and Vakinakaratra areas. Greater focus with the organisations we work with - including stepping up capacity building with our partners and with other organisations that want to improve their effectiveness. Greater focus on learning including proving and improving the impact of how we work improved monitoring and evaluation plus impact assessment. Two transformational priorities exist in our strategy (priorities 1 & 2); to achieve these, we will develop MfM s organisational effectiveness, concentrating on greater capability in 3 main areas (priorites, 3, 4 & 5): Strategic Priority 1: Increase the scale of Programme activity At least double the amount of work we are facilitating with partners and communities by the end of five years, whilst maintaining and improving quality Collaboration greater strategic and programme level collaboration Advocacy make best use of our practical experience, have a greater influence on relevant issues Strategic Priority 2: Develop the Capacity of our Partners. MfM Partner Capacity Building strengthening partners in line with requirements Strategic Priority 3 - Stepping up Fundraising and Communications Diversifying and building the income base; Enhancing communication and engagement with key stakeholders, including social media. Strategic Priority 4 - Strengthening Finance and Systems Finance e.g. improved financial projections and review processes: IT e.g. an improved donor data base; Risk e.g. a more robust risk management approach; Human Resources e.g. significantly strengthen volunteer capacity and HR systems. Establishing a staff presence in Madagascar. Strategic Priority 5 - Improving Impact and Sharing Learning Improved monitoring and evaluation Increased number of impact assessments Increase levels of learning within MfM and with partners and more shared learning between partners and with others more widely 4 P a g e
