3 The Organization City of Dawson Creek Dawson Creek is a youthful and vibrant community that is strategically located in the centre of the sunny Peace Region in northeastern British Columbia. Also known as the Mile 0 City, referring to its location at the southernmost end of the Alaska Highway, Dawson Creek was incorporated as a City in 1958 and has solidified its agricultural economy, diversified its industry and expanded its retail and service sectors. Careful, deliberate planning for sustainable and responsible growth has prepared Dawson Creek for further development in both the City and in the region, and will ensure that Dawson Creek will continue to be a community of choice for future generations. The South Peace Community Multiplex houses three incredible facilities: the Encana Events Centre which has hosted a multitude of world-class events ranging from the Under 17 World Hockey Challenge to big name shows such as KISS, Russell Peters and Luke Bryan; the Lakota Agri-plex, an impressive equestrian centre; and the Kenn Borek Aquatic centre that has an 8-lane lap pool, a leisure pool, sauna, steam room, hot tub and even a climbing wall. For even more activities, there are two ice arenas, a curling rink, numerous outdoor walking trails and multiple sports fields. AND then there are the quadding, snowmobiling, boating, skiing, hiking, fishing and golfing opportunities. Dawson Creek also has great public and private schools, a top-notch college, and a local hospital with transportation services for special medical needs. With an airport three minutes from downtown you can find daily flights to Vancouver if you ever feel the need to get away. But why would you when you are enjoying the crisp, sunny winters (winter precipitation totals around 25 mm/month) or the nearly unlimited sunshine of the summers with daylight of up to 17.5 hours. 6 The Opportunity Chief Financial Officer Core Accountabilities & Responsibilities The Chief Financial Officer (CFO) is responsible for the City s financial planning, statutory and compliance reporting and administration of its financial affairs. As an integral member of the Senior Management Team, the CFO provides financial advice to the CAO, Council and staff on decisions integrating business modeling and forecasting, best practices, risk management, asset management and innovative approaches to long term planning and sustainable and effective service delivery. The CFO is responsible for all statutory duties of the Financial Officer as required under the Local Government Act and the Community Charter. 7 Primary Duties Oversees the City s financial planning processes and the development and preparation of the City s five year financial plan including operational and capital plans that align with Council s strategic plans. Provides strategic financial leadership and oversight for long term capital and infrastructure planning and asset management. Oversees the City s financial reporting systems, ensuring all compliance reporting requirements are completed in accordance with legislation, Council policy and/or other strategic plans and initiatives. Responsible for managing the annual audit and the preparation of the City s financial statements in accordance with legislative time frames. Ensures that accurate and timely information is provided to internal and external stakeholders for informed decision making. Prepares advisory reports as requested by the CAO and Council. Keeps the CAO advised of any financial issues that may affect the operations of the Municipality as necessary. Develops and administers the City s financial policies, procedures and programs to ensure strong internal controls are maintained over the City s resources. Undertakes internal audits as deemed necessary. Responsible for risk management and insurance related services including procurement services, stakeholder relations and claims processing. Responsible for IT system planning, reporting and operational management including contract management. Leads the activities of a highly successful Finance team to meet functional and corporate work objectives ensuring the effective use of staff and resources including recruitment; staff training and development; supervision; motivation; performance evaluation; and recommendations for promotion and termination. Provide a high level of service to the public ensuring public inquiries and complaints are handled promptly, effectively, efficiently and in a professional manner with courtesy. Works with the Senior Management team to establish the strategic direction for the City, provides leadership for department managers and supervisors throughout the organization and collaborates on corporate policy ensuring corporate consistency. Reviews the Collective agreement and administers the agreement accordingly. Provides input and assistance for collective agreement negotiations. Maintains current knowledge of developments in the fields of public administration and administrative and financial techniques and practices, and maintains awareness of political and legal developments. Attends professional development workshops and conferences to keep abreast of current trends and developments. Acts as Financial Signing Officer for the City. 8 The Person Are you passionate about providing first class services to the community? The City of Dawson Creek is looking for a motivated, strategic leader who shares the same passion, drive and determination as the City s already exceptional senior management team. That someone is an enthusiastic team player, results oriented, forward looking in his/her everyday approach and has the confidence and expertise to work with the CAO and the senior management team in implementing Council s vison and long term plans for the Community. Knowledge, Skills & Abilities A recognized financial designation is preferred - CPA (CGA, CA, CMA) or a Master s in Business Administration with a degree in Accounting, Business Management or Finance. Minimum five years of progressive post designation experience in strategic financial leadership, preferably in Local Government. Thorough knowledge of Public Sector Accounting Standards, the Community Charter, the Local Government Act and other legislative regulations. Proficient in the use of Microsoft Office Suite software and applications and local government financial software. Excellent financial analysis, strategic planning, fiscal and project management skills. Superior communication skills able to clearly convey and receive messages through multiple mediums utilizing effective listening, interpreting, formulating skills and delivering verbal, non-verbal, written, and/ or electronic messages. Strong, well developed organizational and time management skills. Excellent problem solving and judgement abilities able to reason and analyze data to accomplish work objectives; ability to emphasize logic and data when assessing situations and identifying choices and/or opportunities.
